Signing of Memorandum of Cooperation with Ukraine in the Digital Field

On April 26, 2023, on the occasion of visit of Digital Transformation Ministry’s delegation of Ukraine to Japan, Mr. KONO Taro, Minister for Digital Transformation of Digital Agency Japan held a signing ceremony for a Memorandum of Cooperation (the Ministry of Digital Transformation, the Administration of the State Service of Special Communications and Information Protection of Ukraine and the Digital Agency of Japan)with H.E. Mr. Mykhailo FEDOROV, Vice Prime Minister, Minister of Digital Transformation, Ukraine followed by the meeting.
After the signing ceremony, Minister Kono exchanged views with Ms. Valeriya IONAN, Deputy Minister of Digital Transformation of Ukraine and had lively discussions toward future cooperation and coordination based on the MoC.
1. Signing Ceremony and the Meeting with H.E. Mr. Mykhailo FEDOROV, Vice Prime Minister, Minister of Digital Transformation, Ukraine
During the meeting with Mr. Mykhailo Fedorov, Vice Prime Minister, Minister of Digital Transformation, Minister Kono stated, "We welcome the delegation's visit to Japan and your online participation today. Ukraine is one of the first country in the world to promote government digitalization initiatives, and generating an ecosystem, creating a digital culture, and providing good services to its citizens. We highly value and refer to your activities. Digital technology in Ukraine plays significant role in three phases as before unforeseen event, during unforeseen event, reconstruction and recovery. Japan has also experienced many natural disasters so far and has utilized and evolved DX in subsequent recovery. I believe that these exchanges of knowledge will be very meaningful in our partnership.”
Mr. Mykhailo Fedorov, Vice Prime Minister, Minister of Digital Transformation, responded, "Unfortunately, given the situation in Ukraine, I could not make this visit, but whenever I have time, I am always studying about Japanese innovations and inspired by what Japan has achieved so far. I believe that digitalization is the basis for Ukraine's recovery and reconstruction. We would like to cooperate with Japan in digitalization, innovation, and digital education. On behalf of all citizens of Ukraine, I would like to express my sincere gratitude to Japan for its great support.”
Then, MoC signing ceremony followed.
*The Ukrainian signatories to this MoC should be the Ministry of Digital Transformation and the Administration of the State Service of Special Communications and Information Protection, however, this time it was signed only by H.E. Mr. Fedorov, Vice Prime Minister and Minister of Digital Transformation. As the signature of head of the Administration of the State Service of Special Communications and Information Protection is required, the Digital Agency will continue to work with the Ukrainian side to proceed further to make the MoC commenced as soon as possible.
2. Summary of MoC

To establish partnerships between the Digital Agency of Japan and the Ministry of Digital Transformation and the Administration of the State Service of Special Communications and Information Protection in the field of digital transformation.

Duration
This MoC will commence on the date of signature and will remain continuing unless otherwise notified in writing by either Participant.

3. Exchange of views with Ms. Ionan, Deputy Minister of Digital Transformation
After the signing ceremony, Minister Kono and Ms. Valeriya Ionan, Deputy Minister of Digital Transformation of Ukraine exchanged their views. Ms. Ionan introduced the initiatives of the Ukrainian citizen platform "Diia" and explained the function of "Diia" as public service, the establishment of a digital ecosystem for society, the experience of fostering digital culture, and the cooperation with other countries. It became a constructive exchange of views towards the future collaboration.
After the dialogue with Minister Kono, Ms. Ionan discussed more specifically with the expert team of the Digital Agency. She introduced "Diia Digital Education" to improve digital literacy and "Diia Business" a platform for small and medium-sized enterprises.
Ms. Ionan, Deputy Minister of Digital Transformation also expressed her gratitude to Japan’s great support to Ukraine and said that “we would like to return it with Ukraine's expertise in digitalization” and promised to continue the dialogue for the digitalization in both countries.
