Special Measures Program for New Businesses, Gray Zone Elimination Program, and New Technology Demonstration Program (regulation Sandboxing Program)
1. About each system
Under the Act on Strengthening Industrial Competitiveness, which came into effect on January 20, 2014, the Special Measures System for New Businesses and the Gray Zone Elimination System were established to support businesses that challenge new businesses.
In addition, the Act on Special Measures Concerning improvements in productivity, which came into effect on June 6, 2018, established the New Technology Demonstration Program (project-type "regulation Sandboxing Program"). These programs were established with the aim of promoting regulatory reform in line with the individual businesses of companies.
(1) Special Provisions for New Business
In response to a proposal for special measures for regulation by a business operator who intends to engage in new business activities, this program allows the application of special measures for regulation on a "corporate basis" on the condition that safety, etc. is secured.
(2) Gray Zone Elimination System
This is a system that allows businesses to confirm in advance whether or not regulation is applicable in accordance with specific business plans so that they can engage in new business activities with peace of mind even if the scope of application of the current regulation is unclear.
(3) New Technology Demonstration Program (Project-type "regulation Sandboxing" Program)
It is a program to validation the possibility of practical application of innovative technologies and business models such as AI, IoT, and blockchains, and to review the regulation using data obtained from the demonstration.

2. Utilization Results
According to the "Action Plan for Strengthening Industrial Competitiveness" (decided by the Cabinet on January 24, 2014), each business jurisdictional minister is to organize and announce the status of use of both systems every fiscal quarter.
