The name of Digital Extraordinary Administrative Advisory Committee is a little long, so we call it Digital Rincho or Digiri in the shortest way, so I would appreciate it if you could use it as a familiar keyword.
Now, Slide 2, background.
The delay in digitalization through the public and private sectors is serious, and full-scale structural reforms are necessary. One of the reasons for this is that we want to create an environment in which people and businesses can enjoy the benefits of digital technology.
For the situation in each country, please refer to the materials.

Here, I would like to refer to Denmark. When legislating, Denmark has established a mechanism to examine in advance whether it is in compliance with the digital principles. Although the positioning varies from country to country, I believe that Japan must not only determine the digital principles, but also discuss how to utilize them.

From here on, depending on the digitalization, what issues there are in regulation, administration, and human resources are listed.
In the field of regulation, as shown in the examples on the next page, for example, as so-called smart security, by grasping the status of the plant through data collection and analysis, the frequency of periodic inspections, which impose a heavy burden on the site, can be streamlined, and by making it possible to respond online to matters that require qualified personnel to be stationed, safty and security of work at the site can be achieved while ensuring efficiency.
In addition, venture companies that provide such new methods using digital technologies are also emerging, so we believe that it is necessary to promote such initiatives more comprehensively.

In the field of public administration and semi-public sector, amid the progress of declining birthrate and aging population, it is important to build a mechanism to provide better services more efficiently by providing essential services to the people, such as education and medical care, on a common digital platform.

There are two things that I would like to realize at this conference. One is data portability, and the other is a major shift from an application system to a push type administration. I would like to realize these things.
The other day, at the time of the administrative project review in autumn, I talked about vaccinations as an easy-to-understand example. People who have moved recently have not received their third vaccination tickets. This is because under the current VRS and the operation of the My Number Law, it is impossible to understand whether a person has been vaccinated in the previous local government or not, and how long it has been since the second vaccination unless the consent of the person is obtained and the inquiry is made one by one.
In Fukuoka City, about 80000 people will move in in a year, so it is not realistic to obtain consent from 80000 people. In that case, the vaccination ticket will not be sent unless the person himself / herself tells the administration.
As the third dose of the vaccine is imminent, it will not be possible to amend the law in time, but I would like to ask you to respond this time in the form of an emergency measure.
At the same time, in the medium term, in addition to vaccination, I would like to see consideration, including revision of the law, of basic services for residents from local government so that they can continue to receive the same services even if they move by information linkages without their consent while making good use of their My Number.
Another is that, for example, acquisition of a My Number Card and registration of a public funds transfer account for receipt are now voluntary. If it is voluntary, there are two administrative operations. In addition, it is difficult for people who need a proactive support, such as children and single parents who are busy with work and childcare, to acquire a My Number Card. If you indicate the direction that it is basically a principle to acquire a card and register a public funds transfer account, for example, I think that the government can respond by focusing on following people who cannot have an account or who have special circumstances.
Of course, in order to coordinate such information, it is necessary to increase security, but I believe that we should consider using blockchain technology or toughening the penalties for data unauthorized access, so I would like to discuss this as well.

First of all, I am strongly aware that the building of a digital society is the twin wheels of a car in combination with structural reforms.
The decline in Japan's competitiveness is due to the fact that even though technology has evolved, the social framework and social system have not changed. I believe that this difference is dragging down Japan's technology. Therefore, I would like to recognize that structural reform is the same thing.
In addition, I am also conducting a thorough review of regulation that does not match digital society at the regulatory reform Promotion Conference. It is an exaggeration to say that this is due to the novel coronavirus, which has caused a major disaster. In fact, last year's regulatory reform Promotion Conference achieved significant results, including online medical care and online learning, including the issue of hanko. Nanba: I am in full agreement with your opinion that regulation and management should be thoroughly reviewed because it does not suit the digital society. I very much expect and participate in the Digital Rincho as a conference to accelerate that.
There are several points of view that I would like you to incorporate when considering the principles. When I went to the IT industry, I felt very strongly that the equal footing principle. Services in cyberspace do not have borders, and operators are exposed to fierce international competition, but I think that double standards in regulation application are a big problem.
In particular, domestic companies that are part of an industry organization, such as an independent regulation of the industry, follow it, but there are many overseas companies that do not follow it.
This is actually the case even if it is not a soft law. For example, regarding the Payment Services Act, in-app currency, and points, Japanese companies are fulfilling their obligations to deposit and report, and those that are not are being regulated, but companies without domestic bases are completely ignoring them.
I think the Japanese government is strict with domestic companies and lenient with foreign companies. I would like Issue to be sufficiently careful in terms of competition policy. I think we should take this opportunity to identify all of them and crack down on foreign companies, or we should eliminate regulation that did not cause problems even if foreign companies did not observe them. I think we should work to match the standards anyway. That is the equal footing principle.
The other is the preferential rule for venture startups. Startups aim for discontinuous growth by disruptive innovation in the first place. Most of the startups that have grown rapidly in recent years are leveraging digital technology, and we believe that starting a startup is directly linked to bringing value-creating DX to the world, not just business improvement DX.
I understand that the purpose of this meeting is to quickly remove the factors that are impeding DX, but it is very important to have an image that startups are dynamic in an environment prepared by digital principles. For example, in response to the development of remote technology, I think that the elimination of resident duties will be discussed in the future, but major companies are rich in human capital, and they may not move immediately to eliminate resident duties. In other words, they may not use what they have developed.
I would like you to use startups to verify the effectiveness of this new framework. I believe that it will be meaningful if people who could not do it without this reform can do it. That's all.

During the historic period in which Digital Agency was established, I believe that it is this Digital Rincho that is playing a very important part in changing the entire country. I hope that it will have such an effect. I would like to make three points.
One is that I have just returned to Japan from the World Economic Forum in Davos, Switzerland, where I am currently on a waiting period. When I was discussing the agenda with people around the world, I came to understand that the development of the world economy over the past 30 years has caused division.
Therefore, from now on, the world economy will be taking issue with this division, and I felt that the issue of not leaving a single person behind and the multiplication with the green is becoming a big topic. In other words, I think that the goal of not leaving a single person behind, as we are aiming for in Digital Agency and other places, is in line with the trend of the world. It is difficult to coordinate international relations well, and we have not been able to do so until now, but in light of this situation, I have high expectations for the Digital Policy Coordination as an international positioning. In particular, cybersecurity, Minister in charge of Administrative Reform Okada, and the green are within the scope of defense. The first point that I have high expectations for the Digital Policy Coordination is that this part will be coordinated with each ministry and agency, including the Prime Minister's Official Residence.
In addition, we have been saying since the creation of the Digi-cho that no one will be left behind, but this idea is gradually spreading around the world. However, this is easier said than done, and it is extremely difficult to implement.
I want the police to play a major part in making our society safe and secure. It is important to create a system in which the functions of private sector, such as Japan Post, which operates businesses throughout Japan, as well as people and education, work together from the perspective of all the people in all parts of Japan. Broadcasting is also located in each prefecture. Insurance companies are also located in each prefecture. High schools are all the responsibility of each prefecture. I don't think we can realize how to link these things without changing various rules.
As you mentioned earlier about technical colleges, there are high schools in each prefecture, including commercial, industrial, agricultural, forestry, and fishery high schools, and we are developing human resources who can work immediately after graduation. So, I think it would be really helpful if we could revise the rules such as the sixth level system in which all high schools cooperate.
Finally, I believe that the digital garden city-state should have a concept of a superhighway as a new infrastructure for the first time in 20 years. I believe that this is a very important situation in which 5G and the optical fibers that support it will be steadily developed throughout Japan. SHISHIDO Member: I am Shishido of the University of Tokyo, . I am a researcher on the Constitution and the Information Law, and I have expressed my opinion on pages 5 and 18 of your handout.
Here, I would like to offer three opinions on the relationship between digital reform, regulatory reform, and administrative reform, although it may be from a medium - to long-term perspective.
First of all, I believe that the Investigation Committee should commit itself to the fact that digital reform aims to enable individuals to enjoy value through technology and to actively encourage countries and companies to realize value, and should communicate this to society.
The key to linking digital reform, administrative reform, and regulatory reform is the perspective of individuals who should be the main characters of digital society. In order to eliminate concerns about digitalization and to be able to participate in digital society, I believe that in the future, we should consider the rights and interests of individuals, such as the Digital Rights Declaration, in addition to the already existing ten principles of digital society formation.
For example, I believe that privacy, data portability, which Mayor Takashima mentioned, and the right to receive appropriate treatment through digital procedures could be included in the content of the Digital Principles that you just explained, or as a premise for them, as a scale to evaluate individual measures.
In addition, I believe that the relationship between the State and local government should also be reconsidered as a division of roles that is appropriate for the organization in order to serve individuals, and that consideration should be given to the review of the distribution of the roles of basic digitalization, wide-area local government, and the State based on the local government, as well as to cooperation between local government or between local government and the State using the digitalization.
Next, digital reform should be promoted as an integral part of regulatory reform, so-called governance innovation. I believe that we should institutionalize a mechanism in regulation that constantly checks the compatibility with digital principles while listening to the voices of local government, including not only law's vertical regulation, the differences in regulatory reform by region, and the soft laws and guidelines that Nanba just mentioned. private sector
Third, as a public law scholar, I believe that digital reform is also the basis for administrative reform and should enhance the effectiveness of the rule of law or democratic responsible administration.
In relation to the rule of law, which was also mentioned at the Japan-U. S. Summit Meeting in April, I believe that it is necessary to connect administrative control by the Diet or the courts with mechanisms to enhance accountability, such as information disclosure and public records management, in relation to democratic responsible administration.
In addition, with regard to administrative reform to advance digitalization, in addition to promoting EBPM, I believe that we should consider administrative regulation systems such as Digital Legislation Bureau, which can increase the flexibility of civil service systems while maintaining the overall serviceability of organization, and can constantly review the methods and objectives of Okinawa.

First of all, I would like to highly welcome the establishment of the Digital Rincho as a organization that will realize digital reform, regulatory reform, and administrative reform in a trinity.
If we make effective use of digital and cutting-edge technologies to solve the difficulties of people in a area where the creative ingenuity of each citizen is easy to exert and the conditions are disadvantageous, we should be supported by the people.
The legal system, which was premised on manned operation, delayed the launch of an autonomous drones equipped with an image analysis camera in the Japanese air, and it has fallen behind the rest of the world in the drones market.
The legal system of the 20th century is hindering the development of Japanese society. It is a huge loss of time to revise a large number of legal systems with limited resources. I believe that a special team with a Digital Legislation Bureau function should be established in the digital legal system so that it can evolve into a new legal system premised on digital.
In order to catch up with and overtake the world at once, speed is more important than anything else. In addition, regarding responses to emergencies that have become apparent due to the response to the novel coronavirus, first of all, it is necessary to redefine the roles and responsibilities of the national government, the central government, and local government.
The second is to review the full investigation of the processes that are accumulated and used, and the ownership, management, and use of data.
Third, it is necessary to steadily promote a review of the entire My Number system.
Fourth, we will restructure our education and medical care systems by making effective use of digital and online services.
We recognize these four points as high-priority Issue.
Regarding DX human resources who promote digitalization, it is necessary to dynamically increase the number of students in the Department of Information Engineering. I would like it to be a pillar of the university reform promoted by the government.
In addition, the development of an environment in which it is possible to connect to the network is equal to or more than the supply of water and electricity, and I think it is the responsibility of the government. If fishing boats that travel close to the boundary of the Exclusive Economic Zone (EEZ) do not have access to the Internet, young fishermen will not be able to communicate with friends and family and will be completely isolated from society, so they will not be on board. I think this is an important perspective that will lead not only to the sustainability of fisheries but also to security.
Finally, the idea that cities are global and regions are local is now outdated. I would like to contribute to the creation of a society in which people everywhere in Japan can connect with the world and meet opportunities.

I started my own business six years ago and run an AI startup.
Public procedures were originally an area in which I was not very interested. It happened that I gave birth two months ago, and right after the cesarean section, when I could not walk, I needed to submit a birth notification and take procedures related to dependents, so my partner, an Austrian who could not speak Japanese, went to do the procedures for me, but they were not completed. In the end, I tried my best to go to the city public office, although I could not walk, but the information that the public office side should have was handwritten on paper every time, and the letters were dirty and needed to be redone, so in the end, the waiting time was one hour.
There are two kinds of waste I felt at that time.
First, waste of time.
The second stitch is still a waste of time. You have to go and do the procedures every time.
In other countries, such as Singapore, a world has already been created in which elementary school procedures and license renewals are completed online.
You may feel that it is difficult to share information and that administrative procedures do not proceed smoothly because information is managed vertically in each local local government and in the administration.
If it can be shared, I think it will be an opportunity to create a new industry.
It is the public service where people from overseas enjoy it but cannot because they are in Japan-the country should carry out environmental improvement.
As I interact with municipalities every day, I feel that there are starting to be differences in resident services due to differences in finance and differences in the awareness of mayors.
This is not appropriate in digital society, and the national government should take the initiative in this regard.
In my case, it was a birth, but I think there are many Issue like this. I think there will be many people who will be happy if a city Issue where you don't have to go is realized after cleaning up the public office, so I think I will be happy if the discussion progresses especially on the environmental improvement for data sharing.

I personally believe that the key to digital transformation is to achieve both the well-being of diverse individuals and the optimization of society as a whole, that is, to realize an all-inclusive society in which no one is left behind.
I would like to make two points.
The first is, as you stated, thorough implementation of the digital principle. The pandemic has highlighted the fact that Japan is far behind the rest of the world in terms of digital utilization.
It is undeniable that the legal system, vertically divided administration, lack of human resources, and barriers to maintaining the status quo have hampered digital transformation.
I believe that what the Digital Rincho should do is to build an environment in which the government, industry, and people can make the most of digital power in cooperation, and to create a system to continuously maintain such an environment.
First of all, I think it is necessary to thoroughly bring the law, regulation, systems, and customs of the analog premise into line with the digital principles. digitalization will expand new frontiers and will also induce private sector investment.
The second point is the thorough creation and utilization of data and the utilization of My Number.
For example, the acceleration of digitalization in the medical care and education fields, as well as the construction and utilization of data connections infrastructure, will greatly contribute to personal convenience and social efficiency.
In addition, we would like to discuss the utilization of My Number.
In order to realize the virtuous cycle of growth and distribution that the Kishida Administration is advocating, it is necessary to eliminate the people's concerns about the future, and I expect that discussions will be held on the review of social security system to realize appropriate burdens and appropriate benefits through the use of My Number.
We believe that a virtuous cycle of growth and distribution can be realized only when the resolution of concerns about the future leads to consumption stimulation without wage increases and cash benefits going into savings, which leads to growth.
I think that such a story has been discussed in various councils of the government.
Therefore, the question is whether to do it or not. In Mr. Murai's words, I believe that now or never, with the inauguration of Digital Agency and the establishment of the Kishida Cabinet, is a golden opportunity to boldly carry out various reforms that contribute to the convenience of the people.
As mentioned above, under the leadership of Prime Minister Kishida, I expect that discussions will be held at the Digital Dialogue in order to transform Japan into the world's most advanced digital nation.

Minister of Economy, Trade and Industry Hagyuda: Among the various Issue, I think the first thing to be addressed is to establish the principles required for the digital completion of procedural work and other regulation and systems in the digital age, full investigation existing law based on those principles, and review them collectively.
As a pioneer of regulation's digital response, the Ministry of Economy, Trade and Industry is considering systems to realize sustainable improvement in security levels using digital technology in the industrial security field such as electric power and city gas.
In addition, in response to requests from companies that utilize digital technology, we are promoting measures such as regulation sandboxes and gray zone elimination systems.
In the education field, we recognize that it is necessary to promote the compilation of timetables according to individuals using EdTech and the granting of a Teaching License to industrial human resources and professional human resources who can teach STEAM learning. However, I think that it is necessary to promote the creation of learning environments in which everyone can polish their creativeness regardless of the area where they were born or their home environments by firmly working on digitalization in the education field.
As you stated, GIGA School Concept was conducted at the Minister of Education, Culture, Sports, Science and Technology and one device was deployed for each elementary and junior high school student throughout Japan. At that time, not only the device but also the access infrastructure to the school was paid for from the national treasury, and various studies were conducted to ensure that the device would not be connected to local government throughout Japan in such a case, which would cause problems. Nevertheless, as of April, the new semester had begun with about 1,500 schools where optical fibers had not yet reached.
As Minister Makishima stated in his opening remarks, I believe that in the creation of the overall rules, municipalities must decide that it would be strange if they could never achieve this level of cooperation.
Also, the world's phase has changed through the COVID-19 pandemic. As you mentioned earlier, Chairman Tokura of the Japan Business Federation (Keidanren) said, the Kishida Administration will set up the Digital Agency, hold elections after properly showing the Minister for Digital Transformation to the people, and gain the trust of the people. As long as we have the My Number Card, we will not be in a world where people want to build the My Number Card and ask them to do so, but we will build the digital society and use it to change the world into this kind of world. I believe that we will not be able to achieve the World Cup we aim for unless we have the courage to make it a Number Card for all the people.
As long as the Digital Agency has been created, Minister Makishima will take the lead.
