Ensuring a Compliance System for the Establishment of Digital Agency

Digital Agency (scheduled to be inaugurated on September 1 this year) will promote the organization of society as a whole as a public-private digitalization, particularly through the centralized management of government information systems and budget execution.
Digital Agency is planning to recruit a large number of officials from private sector, and it is necessary to comply with the code, ensure the fairness of public duties, and ensure the transparency of procurement more than ever before.
From this perspective, we are currently preparing to launch a Compliance Committee consisting of outside lawyers, certified public accountants, etc., which is scheduled to be established in Digital Agency. In the future, the Compliance Committee will formulate and discuss Digital Agency's own procurement Rules and Code of Ethics.
In order to contribute to the formulation and examination of the Digital Agency's own procurement Rules and Code of Ethics, based on recent media reports related to the Office of Information and Communications Technology (IT), the Office of Information and Communications Technology (IT) established an investigation team (see Attachment 1) consisting of external lawyers and others to investigate the procurement of the Integrated System for Managing Health Information and Other Related Information for Foreign Nationals Entering Japan (so-called "Oripara System").
We are pleased to inform you that a report on the results of the investigation by the investigation team was compiled today as shown in Attachment 2.
The results will be reported to the Compliance Committee of the Information and Communications Technology Strategic Office of the Cabinet Secretariat, which is scheduled to be held within this month, and will be fully reflected in the procurement Rules in Digital Agency, which are currently under consideration.
