Ministerial Conference on Crime Measures: Compilation of "Comprehensive Measures to Protect Citizens from Fraud"

On June 18, 2024 (2024), the 39th Ministerial Conference on Crime Countermeasures was held at the Prime Minister's Official Residence, and the "Comprehensive Measures to Protect Citizens from Fraud" was compiled.
As measures related to My Number Card, the comprehensive measures include the following contents, which utilize My Number Card's IC chips to prevent crimes by ensuring identity verification.
- Since there have been a number of cases in which fraudulent contracts have been made by falsifying the face of identification documents when confirming the identity of subscribers to mobile phones and call forwarding services, non-face-to-face methods of identity verification based on the Act on Prevention of Transfer of Criminal Proceeds and the Mobile Phone Fraud Prevention Act will be integrated into the My Number Card Public Personal Authentication in principle, and reading of IC chip information of the My Number Card, etc. will be required even when face-to-face.
- It has been confirmed that there have been cases in which matching app accounts have been misused to make users trust them, leading to fraudulent damage. Therefore, the Government will encourage matching app operators to take voluntary measures against inappropriate use, such as implementing stricter identity verification by Japanese Public Key Infrastructure (JPKI), etc. at the time of opening accounts.
