We started the second public offering of the validation project to promote the shared use method and the cooperation between systems in multi-vendor for business operators.

Overview

1. Target Vendors

Vendors that have adopted the FY 2024 project and wish to continue to participate in the FY 2023 project or vendors that wish to start using Government Cloud between August and October 2024. In addition, in either case, it is possible to stop the use of environments and systems and delete data no later than March 31 of the twenty twenty-five, when the validation period ends.
*In this project, in order to efficiently carry out validation of cooperation between systems, joint application by multiple vendors is allowed.
*The information handled in this Project is premised on the use of dummy information that does not fall under the category of Sensitive Information. Therefore, connection to Government Cloud may be made via internet virtual private network.

2. Target Business System

Standard compliance system
A core business systems that conforms to the standardization standards (*); provided, however, that this shall not preclude systems that have not yet become compliant with the standards from being covered on the premise that they will become compliant with the standards in the future.
* Standards necessary for standardization prescribed in Article 6, Paragraph 1 and Article 7, Paragraph 1 of the Standardization Act
Related Systems
Refers to a system that performs file linkage, etc. of business data with standard compliance system, as well as a system that a vendor determines that it is efficient to build in Government Cloud as in standard compliance system.

*The data used in this project shall be dummy data.

3. validation Details

In this project, validation will be implemented to promote the use of Government Cloud by selecting from the validation items listed below.

We will conduct Government Cloud operations based on the assumption that multiple organizations will use the validation (shared use method).
Government Cloud shall be implemented for data connections, etc. between systems assuming the use environments of validation in multi-vendor.
As a validation that contributes to cloud optimizations, we will conduct standard configuration studies at the time of transition in Government Cloud and validation of infrastructure construction efficiency by IaC.

4. validation Items

Vendors selected through public solicitation shall select two or more items from the following items (a) through (r) and conduct validation.

Multi-Organization Segregated validation
- Validation of separation methods such as account separation, network isolation, and application separation
Validation of operation and administration environments
- Validation for efficient operation and management of multiple organizations
Validation of efficient operation methods
- Efficient operation method, validation of personnel allocation, etc., and validation of prorated cost calculation method
- Examination of the concept and method of calculation of prorated expenses according to the amount of resources
Security of security Audit Method (Confirmation of Response to validation Policy Guidelines)
Validation of matters to be discussed and matters to be set in data connections with other companies' systems
- Examination and validation of matters to be discussed between vendors such as the timing of authority setting and cooperation
- Validation about the recommended configuration of linkage settings
Data connections of validation with systems of other companies (file cooperation, API cooperation)
- Validation of file cooperation and API cooperation with other companies' systems
- Data connections validation with Onpre Environments
Validation of certification infrastructure in data connections
- Creating a Reference for the Authentication and Authorization Infrastructure
- Examination of the configuration using the certification and approval platform and validation of cooperation
Validation on development Environments
- Development Environmental validation Using CI/CD Environments
Validation on Multi-CSP Communications Environments
- Validation on communication environments between multi-CSP prepared in Digital Agency
Validation on Operational Management Indicators
- Validation in which operation management indicators are specified and KPI visualization is performed
Validation for Expense Sharing and Billing Flow
- Government Cloud related to the cost allocation work performed by the operation management assistant and the billing flow to local governments in the payment method of the validation usage fee
Validation on Cryptographic Key Management and Deletion
- Government Cloud on Encryption for Data Privacy and Key Management for Data Erasure in validation
Transition related to cooperation with validation difficulty system and original action plan system
- Validation related to the cooperation between the Government Cloud constructed on the standard compliance system and the transition difficulty system or the original action plan system
Design related to the validation and operation of common systems as shared use environments such as common infrastructure
- As a related system, validation related to the implementation and operation of shared use environments such as common infrastructure on Government Cloud design
Validation on Application Management System

In addition, validation shall be performed by selecting at least one item from A), B), and C), and at least two items in total including D) and E) as items that contribute to cloud optimisation (e.g., A) Select C) (two items), A) Select D) (two items), A) Select B) C) (three items)).

A) validation of the standard system configuration at the time of transition at Government Cloud
- Validation of Managed Services for Operational Functions
  *In any case, not only what can be done, but also which requirements can be changed. Not only non-functional requirements, but also trade-offs from the viewpoint of cost optimization should be identified, and Digital Agency should be conducted so that it can be judged in consultation with validation.
  - Validation replaces existing monitoring with just cloud-standard monitoring services
  - Replace existing backups with cloud-only backup services validation
  - Security replaces existing security functionality with cloud-standard validation services only
  - Validation of environmental management for automatic startup and automatic shutdown of validation environments and servers that operate only at night
B) validation of standard monitoring operation at the time of Government Cloud transition
- Monitoring Dashboard validation
  - Use the sample template for the monitoring dashboard provided by Digital Agency validation
- Validation of outline monitoring implementation measures
  - Validation for a guide from Digital Agency on how to achieve contour monitoring as a source of data for use in monitoring dashboards
- System KPI validation in visualization
  - Define the important KPIs (concurrent sessions, number of registered data, etc.) of the system, and visualization the validation on the dashboard.
C) Infrastructure construction with IaC (Infrastructure as Code) validation in efficiency
- IaC Templates / Code Only Infrastructure Build and Change Control validation
  - Infrastructure construction using sample IaC templates provided by Digital Agency or IaC templates / code prepared by validation Change management method
- Validation of CI / CD environments to utilize IaC templates / code
  - Build CI/CD environments following the CI/CD environments guide provided by Digital Agency and use them to validation IaC templates / code
- Development in Git validation environments to utilize IaC templates / code
  - Digital Agency on how to manage IaC templates / code by following the guide on Git environments provided by validation
- Validation the Cost-Effectiveness of Infrastructure Construction Change Control with IaC Templates / Code
  - Identification of validation, Issue, and problems that contribute to infrastructure construction and reduction of change control workload
D) Operation efficiency validation due to system modernization
- Validation of Measurement Methods for Operational Work
- An automated validation for operationally intensive work
E) validation of the mechanism to support sales companies (SIer)
- Validation of the full range of technical information to be provided (e.g., standard system configurations, ways to accommodate differences, etc.)
- Develop and share standard estimation methods
- Validation of information provision method and Q/A method
- Validation of the support system (number of qualified personnel with advanced CSP qualifications, etc.)
