This time, the results of the field survey of Digital Agency employees were announced. Regarding these administrative procedures, Mr. Nishimura said, "If you have to wait 90 minutes, the company needs to take a half day off. It is a considerable loss. It is important to make a visualization properly like this." He explained the necessity of turning around the PDCA cycle for improvement based on clear criteria.
Regarding "Japanese Digitality 2021," which quantitatively shows the current status of Japanese digitality, Mr. Ochiai said, "I think it is important to set KPIs, see the progress with data, and look back. For example, when we look at next year, if a miracle occurs, such as when the procedure that took 90 minutes this year was reduced to five minutes, we can grasp it because we set and follow indicators. On the other hand, I think it will become worse, so I feel that it is necessary to periodically review it, including that. #Let's Make Voices Heard ~ Digital Agency Idea Box ~

Digital Agency is working on the "digital society Idea Box," a forum to collect opinions and ideas from a wide range of people on the shape of digital reform and how to promote Digital Agency, and to share and discuss them openly. We are currently holding a demonstration projects on "PoliPoli Gov (beta version)" https://polipolily-gov.com/. Therefore, we collected opinions from the people on "What we are waiting for in digitalization" in several fields, and introduced the opinions that resonated with many people. At the event, we introduced posts based on four topics.
- Topic 1: What are your expectations for digitalization in education?
When I visited elementary schools in the Netherlands, I found that all of the classrooms were equipped with electronic blackboards and PCs. When I said, "That's wonderful," I was greeted with a suspicious look. "Is Japan different?"
When I told him that analog blackboards are still the norm in Japan, he looked even more suspicious and said, "These are all made in Japan."
Let's move forward with digitalization in education, which reduces the burden on teachers and promotes learning at the pace of each child.
When asked about the story of the poster, Mr. Ototake, he said, "There are still few developed countries that use analog blackboards for classes. - Topic 2: What is the problem of low information accessibility?

Right now, it is required to integrate medical care IDs of the people and build a platform necessary for the upcoming DX era.
In particular, it is a secure personal identification system that links My Number Card and health insurance card in a simple and secure way and can be shared by each medical institutions.
The My Number Card system being developed by the Cabinet Office will be transformed into a system that can be used as a digital patient registration card / health insurance card, and the functions will be expanded in order to promote its progressive use.
If these systems are realized, not only can they be utilized as a vaccination reservations management system and a general-purpose periodic vaccination management system in the With Corona era, but also can be expected to be used as a passkey for PHR, such as settlement, trace of medication information, and development of insurance products.
Mr. Aoki, the poster, says that he felt the need for systemization in the My Number Card field, saying, "Amid the spread of medical care, especially in medical care, I think it is a problem that the data is distributed among hospitals, pharmacies, and insurance." - Topic 4: If digitalization advances in the field of administration, what do you expect?
The COVID-19 pandemic exposed the vulnerability of Japan's information infrastructure, but I think the problems are simply as follows.

2. Data is fragmented (sic) and information is not integrated
To solve this Issue, it is essential to establish a common key to which all information is linked.
Without key data, no matter how much information is digitalization, it cannot be integrated and effectively used.
The best solution is to use My Number ID for this common key, but looking at the failures of Juki Net ID so far, there may be a problem of the national character of Japanese people, and I feel that it is a high hurdle.
However, if Japan is scared and does nothing as it is now, it will just fall behind the wave of the world of digitization and decline.
With the pandemic and the establishment of Digital Agency as the last chance, I hope that the spread of My Number will be the top priority and completed.
As the next step, I would like to see a system that uses blockchain for data storage, rather than the centralized system used until now.
Centralized data storage is an effective defense against hacking and cyber terrorism, and I think it is a good choice considering Japan's technological superiority.
Minister Makishima said, "It is really important to promote DX by taking into account data, as well as the foundation of My Number. I think you made a very important point." Mr. Wada said, "I think we need a gateway infrastructure to connect various applications. We announced the winners of the Minister's Awards (7 Silver Awards, 2 Gold Awards, and 1 Platinum Award) from the 20 winners selected by the Digital Day Review Committee. In addition, we invited the three winners of the Platinum and Gold Awards to participate online and listen to their stories.

At a local public high school with a full-time general course and a total of 203 students, we will use digital learning materials such as one device per person and AI-based learning applications to engage in "individual optimal learning" and "area collaborative exploration activities." The "Digital Solution Awards" recognize excellent digital-related policies in prefectural governments.
