Q2-1 When and how will I receive my My Number and when will I start using it?

The My Number was designated as a resident listed on the resident record as of the 5th, which is the first Monday in October 2015, and was sent by mail from the municipality to the address on the resident record by simplified registered mail. The My Number is designated as a resident even if you are a foreign national. After that, the My Number will be designated as a newly registered resident due to birth or moving in from overseas, and will be notified by mail from the municipality. (Updated in November 2017)
Q2-2 Is it necessary for a newly born child to apply for a My Number?

Your My Number will be created when you submit a birth notification and register your certificate of residence, so you do not need to apply again. (Updated in November 2017)
Q2-3 How is the My Number generated?

A 12-digit My Number will be created based on the Resident Register Code, but the number system will be such that the Resident Register Code cannot be restored from the My Number. (Answered in September 2015)
Q2-4: Can I change my My Number freely if I wish?

As a general rule, the same My Number will be used throughout your lifetime, and you will not be able to change it freely. However, only in cases where it is deemed that there is a risk that the My Number will be leaked and used illegally, you may change it upon application by the Principal or ex officio by the mayor of municipality. Q2-5 Will my My Number remain the same even if I transfer my resident record?

Except in cases where there is a risk that the My Number will be leaked and misused, the My Number will not change because the same number will be used for the rest of your life. (Answer in December 2015)
Q2-6 If I lose my notification card, is it possible to make a new Issue for it? If so, where and what procedures should I take?

The notification card was discontinued on May 25, 2020, so it can't be reissued.
In order to confirm or certify your My Number, please obtain a My Number Card, or a copy of your resident card or certificate of items stated in resident register with your My Number on it.
If you have lost your notification card, please report the loss to the municipal office where you live.

Q2-7 Does the notification card have an expiration date?

The notification card does not have an expiration date. The notification card notifies your My Number, so please keep it safe.
If you receive a Issue for a My Number Card (Individual Number Card), you will no longer need the notification card, and you will return it to the municipal government at the time of your Issue. (Answer in August 2015)
Q2-8 Can I continue to use the same My Number as before I moved out of the country even if I re-enter Japan after moving out of the country? Or will a new My Number be designated?

Q2-9: I live overseas. Will a notification of my personal identification number be sent to me?

If you are staying overseas and do not have a resident record in Japan, you will not be notified of your My Number, so a notification of your Individual Number will not be sent. When you move into Japan and a resident record is created, a notification of your Individual Number will be sent. (Updated in May 2020)
Q2-10 If I am an overseas employee (a non-resident who does not have a certificate of residence) and have not been assigned a My Number, is it okay not to enter my My Number as a non-resident in the special enrollment for social insurance, etc.? In addition, if I am an overseas employee and my family members remain in Japan, what should I do?

If you are living outside Japan as of October 5, 2015 and continue to work overseas to this day, you will not be assigned a My Number. Therefore, if you need to go through the procedures to obtain a My Number during this period, please submit it in the blank column. If you do not have a My Number, you are not required to fill out the form.
On the other hand, My Numbers are assigned to family members who reside in Japan. If your employer requests that you provide your family member's My Number, you are obligated to provide it. (Updated in November 2017)
Q2-11: Is it possible to request the presentation of the notification card as an identification card for personal identification in procedures other than those related to the My Number?

If you request the presentation of the notification card in the general procedures for identity confirmation, the My Number may be unintentionally collected due to an employee accidentally copying the My Number or the My Number being reflected in the security camera, which may violate the restrictions on the collection of My Number. For this reason, it is not appropriate to use the notification card in the general procedures for identity confirmation. Please do not request the presentation of the notification card in any procedures other than the procedures related to the My Number. (Response in February 2016)
Q2-12 Has the notification card been abolished?

The notification card will be abolished on May 25, 2020, and notification of My Number will be made by sending a notification of Individual Number.
For those who already have a notification card, the notification card will not be changed when the name, address, etc. on the notification card are changed. However, the notification card can still be used as a document to certify your My Number only if the name, address, etc. on the notification card matches the matters stated in your Issue. (Response in May 2020)

This revision was made due to the fact that the procedure for changing the description on the notification card at the time of moving, etc. is a burden on both residents and municipal officials, and there was a request for a review, and from the viewpoint of promoting social digitalization, from the viewpoint of early promotion of E-Certificate from a paper card to a My Number Card with a transition of Public Personal Authentication.
