We are soliciting proposals for planning competition through technical dialogue related to the Services as follows.
1. Public Offering Subject:
Survey and research on 3D urban models and BIM cooperation for digital twin construction
2. Outline, etc.
Digital Agency will cooperate with related ministries and agencies such as the Ministry of Land, Infrastructure, Transport, and Tourism and the Ministry of Economy, Trade and Industry to enable advanced operations such as real-time understanding of operating environments and route determination by automated driving vehicles, drones, and automatic delivery robots. In order to efficiently develop maps and infrastructure facilities that will be the basis of such mobility operations, will build a digital twin when promoting the development of digital infrastructure as a foundation to efficiently distribute real-time information such as 3D geospatial information including 3D city models, weather conditions, and traffic conditions in a machine-readable form after digitalization.
The purpose of this project is to promote the social development of digital twins through a survey on the implementation of 3D city model development and update methods using BIM models, which will be one of the important elements of 3D geospatial information constituting digital twins.

8. Eligibility
(1) A person who does not fall under the provisions of Article 70 of the Budget Settlement and Accounting Ordinance.
Provided, however, that this shall not apply to a minor, a person under curatorship, or a person under assistance who has obtained necessary consent for the conclusion of a contract.
(2) A person who does not fall under the provisions of Article 71 of the Ordinance on Budget, Settlement of Accounts and Accounting.
(3) A person who has been rated A, B, C, or D in the "Provision of Services, etc." in the 2022 / 5 / 6 Digital Agency Competition Participation Qualification Examination (uniform qualifications for all ministries and agencies).
(4) A person who has been judged by the Public Offering to be capable of performing the relevant operations based on a planning proposal.
(5) It is not during the period of suspension of designation based on the Guidelines for Suspension of Designation, etc. pertaining to the contract for goods, etc. in Digital Agency or another ministries and agencies, etc.
(6) A party that has not been designated as a company subject to bidding restrictions based on the Regulations on Bidding Restrictions, etc. in Digital Agency (determined by the Director in charge of accounting on September 1, 2021) (including a party that has been excluded from the application of bidding restrictions).
(7) A person who does not fall under any of the following Persons Excluded from Organized Crime Groups:
(I) A person who is inappropriate as a counterparty to the contract
(a) In case that an officer, etc. (meaning an individual in the case that such officer, etc. is an individual, an officer in the case that such officer, etc. is a corporation, or a representative of a branch office or business office (meaning an office that executes relevant contracts at all times) in the case that such officer, etc. is a corporation, or a representative, director, etc. or any other person who is substantially involved in management in the case that such officer, etc. is an organization; the same shall apply hereinafter) of a juridical person, etc. (meaning an individual, juridical person or organization) is an organized crime group (meaning an organized crime group prescribed in Article 2, Item (ii) of the Act on Prevention of Unjust Acts by Organized Crime Group Members (Act No. 77 of 1991); the same shall apply hereinafter) or an organized crime group member (meaning an organized crime group member prescribed in Article 2, Item (vi) of said Act; the same shall apply hereinafter)
(a) In case that an Officer, etc. has used, etc. an organized crime group or an organized crime group member for the purpose of attempting to gain illicit benefits for such Officer, etc., the company of such Officer, etc., or a third party or for the purpose of damaging a third party
(c) In case that an officer, etc. has directly or actively cooperated with or been involved in the maintenance or operation of an organized crime group, such as by supplying funds, etc. or providing benefits to an organized crime group or an organized crime group member
(d) In case that an officer, etc. has unjustly used, etc. an organized crime group or a member thereof while knowing that such officer, etc. is an organized crime group
(e) In case that an officer, etc. has a socially reprehensible relationship with an organized crime group or an organized crime group member
(ii) A person who acts inappropriately as a counterparty to a contract
(a) A person who makes a violent demand
(a) A person who makes an unreasonable demand that exceeds his / her legal responsibility
(c) A person who uses threatening words and actions or violence in relation to transactions
(d) A person who obstructs the operations of a Contract Officer, etc. by the use of fraudulent means or force
(e) Any other person who performs acts similar to those set forth in the preceding items.
(8) Not to be the counterparty to subcontracting or recommissioning with the knowledge that he / she is a person excluded from the aforementioned organized crime group.
(9) Documents, etc. submitted by persons who are not eligible to apply shall be invalid.

12 Other
The Applicant shall be deemed to have sworn, by submitting the Planning Proposals, to the effect that the Applicant does not fall under the provisions of 8. (7) and (8) above, and to have consented to the submission of a list of the Applicant's officers (including dates of birth stated in the securities report) at the request of the Digital Agency; provided, however, that if the securities report has not been prepared, a list of the Applicant's titles, names and dates of birth shall be submitted) and to the provision of the personal data included in such list, etc.
