At the beginning, Director-General Tomiyasu of Digital Agency made a speech.
Next, the committee members introduced themselves.
Next, the Chair was elected, and it was unanimously agreed by all Committee members that Professor Ichiro Sato of the National Institute of Informatics, who had been designated by the Secretariat, would serve as Chair.
Next, the Secretariat explained "Policy Evaluation in Digital Agency."
Next, the Secretariat explained (1) the Basic Plan for Digital Agency Policy Evaluation, (2) the Fiscal 2022 Digital Agency Policy Evaluation Implementation Plan, and (3) other (future plans), which are the topics of today's agenda, and then asked the Committee members for their opinions.
The main opinions are as follows.
- Since Digital Agency was established in September 2021, is there any item as a policy inherited from other ministries and agencies, and if so, what is the treatment of evaluation?
In addition, the title of Policy 1 of the draft master plan represents the content of the entire Digital Agency and seems to include Policy 2. However, the Secretariat explained that it is linked to the current budget structure of Digital Agency, so we understood the structure. - In P3 of the Basic Plan (draft), there is a phrase "agile process," but I am worried whether the word "agile" will be used in 10 years. At present, policy formulation and evaluation of agile type is being discussed at the Administrative Reform Promotion Council, but I do not know what form it will take, so I recognize that the content of specific agile type policy formulation and evaluation has not been decided at this stage. In this situation, I feel that it is inappropriate to let the phrase "agile" walk alone in the Basic Plan. I think it is better to carefully select the content by looking at 10 years from now.
- After listening to the explanation by the Secretariat, I have no objection to the direction, the basic plan, and the future schedule. Regarding the utilization of the phrase "agile," it has been used quite a lot, including by the current administration, and I personally think there is no problem. However, I can understand that it is premature to include it in the basic plan when a specific direction cannot be seen, so I think it is necessary to consider it carefully.
- Policy evaluation is not a goal in itself. It is important to efficiently achieve goals and produce results with limited financial resources. What is worrisome is that policy evaluation takes a lot of time and human resources, and if it has to be turned around fairly quickly, as the word "agile" appears, the burden on staff will increase accordingly. In order not to increase the burden on staff, I feel that it is necessary to firmly establish a framework for policy evaluation.
- At the stage of creating the design of EBPM, I would like to carefully combine the idealism that such a policy can essentially grasp the point if you measure such a point with actual data observation.
- In education, there is a serious shortage of human resources who can utilize digital technology, and there are an increasing number of cases in which prefectures and municipalities ask universities belonging to the prefecture or municipality to develop human resources who can utilize digital technology. If there are measures (projects) in Digital Agency such as cooperation with various universities working on adult regions and support for human resource utilization, I would like to pay attention to them.
- Policy evaluation in Digital Agency has just started, and there are many characteristic measures. Therefore, I would like policy evaluation to be actively promoted so as not to become bureaucratic and document-based.
