In the event of an Armed Attack Disaster, the Counselor (in charge of general affairs) and each department shall, after giving consideration to ensuring safety, conduct an emergency inspection of facilities and equipment as soon as possible after the occurrence of the Armed Attack Disaster, understand the damage situation, etc., and carry out emergency restoration with the highest priority given to preventing secondary disasters and securing the lives of disaster victims. In particular, in the event of the failure of communication facilities that are important for the implementation of Civil Protection Measures, alternative means shall be secured as necessary.
For disaster restoration, the damage situation and the amount of damage shall be promptly and accurately grasped, and appropriate measures shall be taken, such as the prompt implementation of various disaster restoration projects, securing of necessary financial resources, and support for restoration carried out by the local governments. In this case, the direction of immediate restoration, etc. specified by the area having jurisdiction over the affected local governments shall also be taken into consideration.
