Business Continuity Plan in Response to the Digital Agency Novel Influenza

Plan Overview

The purpose of the Digital Agency Business Continuity Plan in Response to a New Strain of Influenza, etc. is to determine in advance the measures to be taken by the Digital Agency to maintain its functions and continue necessary business in the event of an outbreak of a new strain of influenza, etc. (meaning the "New Strain of Influenza, etc." set forth in Article 2, Item (I) of the Act on Special Measures Concerning the New Strain of Influenza, etc. (Act No. 31 of 2012)), in light of the expected social and economic conditions.
For details, please refer to the Data.

Chapter 1 Basic Concept

1-1 Purpose

New strains of influenza occur in cycles of about 10 to 40 years, due to the emergence of new strains of influenza viruses that differ significantly in their antigenicity from those that have repeatedly circulated each year. As seen in the recent novel coronavirus infection, most people have not acquired immunity to the new virus, and there are concerns that it will become a global pandemic, causing major health damage and social impact. There are also concerns that the emergence of a new strain of a known pathogen, such as the coronavirus, to which most people are not immune due to mutation, could lead to a pandemic. In addition, new infectious diseases, which are unknown infectious diseases, may have a large impact on society due to their high infectivity. Therefore, in the event of an outbreak, it is necessary to control the spread of infection as much as possible, protect the lives and health of the people, and minimize the impact on the lives of the people and the national economy. It is necessary to respond as a national crisis management.
In Digital Agency, even in the event of an outbreak of a new strain of influenza, etc. (meaning the "new strain of influenza, etc." set forth in Article 2, Item (I) of the Act on Special Measures Concerning the New Strain of Influenza, etc. (Act No. 31 of 2012; hereinafter referred to as the "Special Measures Act"); the same shall apply hereinafter), it is necessary not only to implement tasks related to measures against the new strain of influenza, etc., but also to maintain the decision-making function of the national government and smoothly continue the tasks necessary for maintaining the minimum standard of living of the people, etc. It is also necessary to appropriately provide information and support to the people, including local governments, without causing confusion.
The purpose of the Digital Agency Business Continuity Plan in Response to a New Strain of Influenza (hereinafter referred to as the "Plan") is to determine in advance the measures to be taken by a Digital Agency in order to maintain its functions and continue necessary business even in the event of an outbreak of a new strain of influenza, in light of the assumed social and economic conditions.

1-2 Background

In Digital Agency, the "Digital Agency Business Continuity Plan" was formulated on the assumption of an earthquake occurring directly beneath the Tokyo Metropolitan Area. However, the earthquake disaster and the pandemic influenza are quite different in terms of the type of damage and the response based on it. Therefore, this plan was formulated based on the "Business Continuity Guidelines for Central Ministries and Agencies Responding to the Pandemic Influenza" formulated in March 2014.
Subsequently, based on the experience of the response to the novel coronavirus infection since 2020, the "Guidelines for Continuing Operations of Central Ministries and Agencies Responding to the Novel Influenza" were revised in September 2024 in conjunction with the revision of the "Government Action Plan for Measures against the Novel Influenza" (hereinafter referred to as the "Government Action Plan") in July 2024. Therefore, this plan was reviewed and revised in March 2025.

1-3 Implementation System

1-3-1 System in Normal Times

In normal times, it is important to accurately grasp the situation and promote government-wide efforts in preparation for an outbreak or suspected outbreak of a new strain of influenza in Japan or overseas. Therefore, the government will comprehensively promote government-wide efforts through the framework of the "Ministerial Meeting on New Strain of Influenza" (hereinafter referred to as the "Ministerial Meeting") and the "Ministerial Meeting on New Strain of Influenza" that assists the Ministerial Meeting.
In Digital Agency, in order to unify the intentions of the Agency regarding the contents of this Plan and to appropriately and promptly respond to situations associated with the outbreak of a new strain of influenza, etc., a system shall be developed to establish the Minister for Digital Transformation New Strain of Influenza Task Force (hereinafter referred to as the "Digital Agency Task Force") headed by the Digital Agency. The composition, meetings, secretariat, and other necessary matters of the Digital Agency Task Force shall be as specified in of the Annex.
In addition, the Government will steadily implement measures against new strains of influenza, which have been placed in the preparatory phase in the Government Action Plan, and will strive to inspect and improve measures against new strains of influenza through periodic training.

1-3-2 System in the Event of a New Influenza

In the event of an outbreak of a new strain of influenza, etc., the Government Task Force (hereinafter referred to as the "Government Task Force") will be established in accordance with Article 15, Paragraph 1 of the Act on Special Measures. The Government Task Force will hear the opinions of the Council for the Promotion of Novel Influenza Countermeasures (hereinafter referred to as the "Council for the Promotion of Novel Influenza Countermeasures") and make decisions, etc. on basic response policies (meaning the basic response policies prescribed in Article 18, Paragraph 1 of the Act on Special Measures). In addition, the Central Agency for Infectious Disease Control (hereinafter referred to as the "Central Agency") will be jointly appointed to executive officials of the Cabinet Office and each Ministry, including Digital Agency, who are engaged in duties related to infectious disease response, and the government will take unified responses under the management of the Central Agency.
In addition, when necessary, the relevant ministries and agencies will work together with the Agency to address important issues in the initial response, such as collecting information on the outbreak trends from the WHO, providing and sharing information to the public and business operators, strengthening quarantine measures and border measures such as entry restrictions, developing the public health center system necessary for surveillance and active epidemiological investigation, developing consultation centers, securing the medical care provision system necessary for accepting patients, and securing anti-infectious disease supplies. Digital Agency will also make necessary efforts within its jurisdiction.
In Digital Agency, in close cooperation with the Supervisory Agency, the Digital Agency Task Force will be held to promptly decide on the activation of this Plan. Each department (meaning an organizational unit headed by a Digital Agency as prescribed in the Director-General Organization Order (Cabinet Order No. 192 of 2021); the same applies hereinafter) will carry out necessary work by reducing some work based on this Plan with a personnel system, etc. specified in advance.
When determining the personnel structure, etc., it should be kept in mind that support personnel may be dispatched to a Ministry of Health, Labor and Welfare.
In addition, in the performance of duties under this Plan, flexible operation shall be carried out according to the actual situation, such as changing the infection control measures at the workplace and the contents of work to be continued according to the time division indicated in the Government Action Plan.

1-4 Basic Policy of the Business Continuity Plan

In order to minimize the impact on the lives of the people and the national economy in the event of an outbreak of a new strain of influenza, etc., it is not permitted to suspend the work related to measures against a new strain of influenza, etc. in Digital Agency and the work necessary for maintaining the minimum level of living of the people, etc., and it is required to continue such work based on appropriate decision making.
On the other hand, in the event of an outbreak of a new strain of influenza, etc., there is a possibility that many employees may take leave for the purpose of infection of themselves or caring for people living with them, etc., and there is also a possibility that employees who have been in close contact with infected persons may be requested to refrain from going out and may not be able to come to work. Furthermore, in the event of an outbreak of a new strain of influenza, etc., it may be difficult to secure goods and services necessary for operations.
In order to continue necessary operations while protecting the lives and health of employees, this plan will be formulated on the basis of thoroughly implementing infection control measures in the workplace, narrowing down operations, and concentrating resources on truly necessary operations.

1-5 Estimation of Damage Situation

The impact of a pandemic such as a new influenza on people's lives, health, and socioeconomic activities depends on the pathogenicity and infectivity of the pathogen, and it is difficult to predict accurately at present. For this reason, the Government Action Plan also assumes a scenario that can be widely dealt with, assuming that multiple waves of infection may occur in the medium to long term, with respiratory infections other than the new influenza and the novel coronavirus in mind. However, when formulating the Business Continuity Plan, it is indicated that the scale of the impact on the socioeconomic activities should be estimated, for example, assuming that up to 40% of employees will be absent.
This plan is to be formulated based on the above assumptions of the damage situation. However, the scale of the pandemic and the degree of damage caused by new strains of influenza, etc., are affected by the pathogenicity and infectivity of the emerging new strains of influenza, etc., and it is difficult to predict them at the present time. Therefore, in reality, we will respond flexibly according to the damage situation and the progress of the situation.

Chapter 2 Business Continuity in the Event of a New Strain of Influenza

2-1 Basic Policy on Business Continuity

2-1-1 Roles Expected of Digital Agency

In Digital Agency, in order to protect the lives and health of the people and minimize the impact on the lives of the people and the national economy, based on appropriate decision making, priority should be given to the implementation of tasks that are to be addressed in the Government Action Program, etc. and that are newly generated or whose workload will increase due to the outbreak of a new strain of influenza, etc. (hereinafter referred to as "enhanced / expanded tasks"). At the same time, it is required to continue the tasks that are necessary for maintaining the minimum level of people's lives, etc. and whose workload is difficult to significantly reduce even under the situation where the infection is spreading and spreading in Japan (hereinafter referred to as "general ongoing tasks") because the reduction or suspension for a certain period will have a serious impact on the lives of the people, socioeconomic activities, and basic functions of the nation.

2-1-2 Basic Policy on Business Continuity

In order for the Digital Agency to fully fulfill the above-mentioned roles, it is necessary to take all possible measures to ensure the lives and health of staff members and to continue necessary work.
For this reason, necessary personnel, materials, information acquisition systems, mutual cooperation systems, etc. shall be secured so that strengthening / expanding operations and general ongoing operations (hereinafter referred to as "Ongoing Operations in the Event of Occurrence") can be implemented and continued on a priority basis. In particular, depending on the situation, if it is determined that the implementation and continuation of Ongoing Operations in the Event of Occurrence may become difficult, operations other than Ongoing Operations in the Event of Occurrence shall be temporarily significantly reduced or suspended, and such personnel shall be secured as replacement personnel in the event that there is a vacancy in the position of Employees engaged in Ongoing Operations in the Event of Occurrence, based on the following approaches.

  • Among operations other than ongoing operations at the time of occurrence, operations that may lead to the spread of infection shall be suspended as much as possible.
  • In particular, with regard to services that establish a place where an unspecified large number of people can gather (briefing sessions, advisory councils, etc.), alternative means such as the use of online meetings or e-mail will be considered, and if this is difficult, suspension or postponement will be considered.
  • In order to appropriately implement and continue ongoing operations at the time of occurrence, thoroughly implement infection control measures in the workplace and devise a work system to reduce the risk of infection, such as working in shifts.
  • For operations that have a high risk of infection but are required to be continued, consider changing the implementation method to one that has a lower risk of infection.
  • In order to ensure the steady execution of ongoing operations at the time of occurrence, it is important to sort out operations such as ongoing operations at the time of occurrence from normal times, and to reduce the amount of operations other than ongoing operations at the time of occurrence in a planned manner based on the concept of the amount of operations at each of the following periods in light of the development of the situation.
(Initial phase)
  • While confirming the policies of the Supervisory Agency and Ministry of Health, Labor and Welfare in a timely manner, and bearing in mind the launch of the Government Task Force and the implementation of measures against new strains of influenza, etc., a system will be developed to flexibly respond to temporary increases in the amount of work, reconfirm the ongoing work at the time of the occurrence, and reduce the amount of work other than the ongoing work at the time of the occurrence promptly and systematically.
(Timing of response with containment in mind)
  • In addition to expanding infection control measures, efforts will be made to gradually reduce the amount of work other than ongoing work in the event of an outbreak as necessary to implement and continue ongoing work in the event of an outbreak.
(Timing of Response according to the Properties of Pathogens)
  • In line with the spread of infection, preventive measures against spread measures will be strengthened, and it is expected that it will become more difficult to implement and continue ongoing work in the event of an outbreak due to an increase in absence rates, etc. Therefore, efforts will be made to implement and continue ongoing work in the event of an outbreak while reducing the amount of work other than ongoing work in a planned and phased manner while taking into account the trend of the spread of infection.
(Timing when the response capability is enhanced by vaccines and therapeutic drugs, etc., or timing when basic measures against infectious diseases not based on the Act on Special Measures are implemented
  • While gradually recovering the amount of work other than on-going work at an appropriate timing, continue necessary infection prevention measures, and consider a gradual transition to a normal system.

2-2 Classification of Services

2-2-1 Strengthening and Expansion Operations

Tasks to be addressed in the Government Action Program, etc., which are newly generated or whose workload will increase due to the outbreak of a new strain of influenza, etc., in Digital Agency, the following are considered.

  • Work to prevent social and economic disruption in the event of a new strain of influenza, etc., and support local governments, etc.
  • Collection and analysis of information on measures against new strains of influenza, and liaison and coordination
  • Infection control activities (distribution and replenishment of masks and disinfectant, disinfection of areas where there is a risk of infection transmission, restriction of entry of visitors, restriction of interview sites, etc.)
  • Public relations work
  • Work related to urgent revision of laws and ordinances in the event of outbreak of a new strain of influenza, etc.
2-2-2 General Ongoing Operations

It is necessary for the maintenance of the minimum standard of living of the people, and since the reduction or suspension of work for a certain period of time will have a significant impact on the lives of the people, socioeconomic activities, and basic functions of the state, it is difficult to significantly reduce the amount of work even under the situation where the infection is spreading and spreading in Japan. In Digital Agency, the following can be considered.

  • Operations to maintain the environment for continuing ongoing operations at the time of occurrence (response to purchase and contract of goods, safety and health, management of government buildings, etc.)
  • Budget-related services (budget and settlement of accounts, tax system, organization and staff, response to audit, etc.)
  • Parliamentary affairs (responding to questions and requests for materials)
  • Maintenance and operation of systems managed by Digital Agency
In addition, some general continuous operations may be able to be suspended for a certain period or the amount of work may be reduced due to a decrease in administrative demand in the situation where the infection is spreading in Japan. Therefore, the contents of operations and work procedures will be carefully examined and efforts will be made to implement them efficiently in a short time with fewer personnel.
2-2-3 Services other than Ongoing Services at the Time of Occurrence (Reduced or Suspended Services)

In the event that it is determined that the implementation and continuation of ongoing operations may become difficult at the time of the outbreak, operations shall be gradually reduced from the initial response period and suspended as much as possible in the situation where the infection is spreading and spreading in Japan. In addition, each department shall consider in advance the procedure for reduction or suspension and the method of informing the public and related parties. In the event that the response to the infection extends over the medium to long term, the reduction or suspension of operations shall be reviewed as necessary in consideration of the possibility that other operations may be affected by continuing to reduce or suspend operations.

Chapter 3 Securing of Personnel and Materials

3-1 Securing the Chain of Command

In order to prevent the stagnation of decision-making in the event of an outbreak of a new strain of influenza, etc., assuming that an executive who is a decision-maker in the course of business may be infected, measures will be taken to minimize the risk of infection for the executive who is engaged in ongoing operations in each department, etc. at the time of the outbreak. In addition, measures will be taken to secure a substitute in the event that the executive is infected and it becomes difficult to perform his / her duties, and measures will be taken to work in shifts so that the executive and the substitute are not infected at the same time.

3-2 Securing Personnel

Each department shall formulate a plan in advance to secure personnel necessary for the performance of ongoing operations in the event of occurrence.
The plan will specifically identify employees who may have difficulty in commuting to work due to the temporary closure of schools, childcare facilities, etc., and the reduction of some welfare services, as well as employees who are difficult to substitute because they have specialized knowledge and special skills necessary for the performance of ongoing operations in the event of occurrence, and will be formulated so that the entire system functions even if the amount of work increases for strengthening and expanding operations, while the absence rate of employees is assumed to be 40%.
In this regard, in order to reduce infection opportunities during commuting and working hours, consideration will be given to staggered working hours through the use of telework, flexible working hours, early and late attendance, and commuting by bicycle or walking.

3-3 Securing of Goods and Services

With regard to supplies and services that need to be continuously secured even in the event of an outbreak of a new strain of influenza, such as management and security of government buildings, cleaning and disinfection services, inspection and repair of various facilities, supply of consumables, etc., the Government will request providers to cooperate in ensuring business continuity. Assuming that it is difficult for the provider itself to continue its business, the Government will consider alternative measures in advance. In addition, the Government will systematically stockpile supplies necessary for business continuity.

3-4 Maintenance of Information Systems

In the event of an outbreak of a new strain of influenza, it is important to collect information from overseas and disseminate information to the public, business operators, and related organizations. Therefore, it is essential to maintain information systems. Therefore, we will take all possible measures to develop and manage not only the information systems used by Digital Agency, but also all other information systems operated by Digital Agency. We will also take measures on the assumption that there will be a shortage of operators due to the spread of infection, resident contractors in government buildings, and maintenance services in the event of equipment failure.

Chapter 4 Consideration and Implementation of Infection Control Measures

It is necessary to take necessary and sufficient infection control measures to prevent the spread of infection in government buildings in the event of an outbreak of a new strain of influenza. Therefore, infection control measures to be implemented, including those to be started in peacetime, shall be determined.

4-1 Consideration of infection control measures in peacetime

The risk of infection in the workplace will be evaluated for each workplace in consideration of the work contents, and in order to reduce the risk of infection, measures to prevent the entry of infected persons, such as encouraging employees with symptoms such as fever and cough to refrain from attending work, will be considered. In addition, since it is particularly necessary to enhance infection control measures when there are opportunities to contact a large number of people, it will be considered to request the implementation of infection control measures while gaining the understanding of visitors, etc.

4-2 Infection Control Measures in the Event of an Outbreak

Examples of general measures against infectious diseases are shown below. Since measures against infectious diseases vary depending on the characteristics of infectious diseases, and measures against infectious diseases change every moment in an emergency, it is important to obtain information through websites, etc. * and take measures based on the latest knowledge.

* See below.

  1. Ministry of Health, Labor and Welfare, Ministry of Economy, Trade and Industry, Consumer Affairs Agency Special Page, "Disinfection and Disinfection Methods for the Novel Coronavirus"
  2. Cabinet Office for Infectious Diseases Crisis Management, "To Business Operators"
(1) General points to note
  1. Patients should be encouraged to refrain from going to work if they have symptoms such as fever, cough, or general malaise.
  2. Basic infection control measures such as ventilation, cough etiquette such as wearing a mask, and hand washing should be taken.
  3. When going out for business trips, etc., avoid crowds as much as possible by avoiding travel to endemic areas and avoiding rush hours of public transportation.
(2) Implementation of infection control measures in the workplace (cleaning, disinfection, and ventilation of the workplace)
  1. In order to prevent contact transmission in the workplace, clean and disinfect the workplace by the following methods * as necessary.
    1. In addition to regular cleaning, perform wiping cleaning of frequently touched areas, especially desks, door knobs, switches, stair handrails, tables, chairs, elevator push buttons, toilet flush levers, toilet seats, etc.
    2. If an employee is found to be infected and has been working in the workplace immediately before the infection, wipe and clean the area around the employee's desk and areas touched by the employee with disinfectant.
  2. Depending on the characteristics of new strains of influenza, it may be necessary to respond to aerosol infection in addition to droplet infection and contact infection. As a measure against aerosol infection, ventilate the building within the possible range according to the building structure, indoor temperature, and outdoor temperature (as a method of confirming whether the necessary ventilation volume is secured, the use of a carbon dioxide concentration measuring device (CO2 sensor), etc., can be used). For effective ventilation, the following methods should be taken into consideration as necessary.
    1. Since it is important to regularly check the mechanical ventilation device and clean the filter, open the window when mechanical ventilation is not installed. When opening the window, the ventilation effect is large if the window of 2 directions is opened. The ventilation method should be selected in consideration of the indoor environment in consideration of the outside air conditions such as summer heat.
    2. Consideration should also be given to air flow in order to prevent infection. In addition to sufficient intake and exhaust of outside air, local stagnation of air caused by air flow should be eliminated. It is possible to effectively reduce airborne aerosols by exhausting air from an area with high aerosol generation and taking in outside air from the opposite side.
    3. Care should be taken to ensure that partitions, curtains from the ceiling, etc. that are higher than eye level are placed parallel to the air flow so as not to impede the air flow.

It is desirable to implement any of the infection control measures described in (2) 1 and 2 above, especially during the period when the characteristics of the pathogen are unknown, such as the initial stage of the outbreak.

* See below.
When an infected person touches a desk, doorknob, or switch after holding down a cough or sneeze or wiping a runny nose, the virus adheres to the place. Depending on the type and condition of the virus, the virus contained in the droplets is considered to remain infectious to some extent in the place, but cleaning and disinfection can remove the droplets containing the virus.

(3) Confirmation of health conditions of employees

In each field of work, guidance will be given to confirm the health condition of the absent employee or his / her cohabitants (whether or not he / she has a fever and whether or not he / she may have contact with a person who has contracted the disease), understand the reasons for absence, and contact him / her if he / she or his / her cohabitants are suspected of being infected.

(4) Measures to be taken in the event that an Employee becomes ill in the Government Building
  1. Depending on the situation such as pathogenicity, move the person suspected of having the disease to another room such as a conference room to prevent contact with others. If the person with the disease cannot move to another room by himself / herself, a person wearing personal protective equipment will assist the person with the disease by having the person wear a mask.
  2. In the event of a health condition that is difficult for the employee to directly contact, or in the event that it is not possible to immediately contact the employee's family, the employee will contact a consultation center established by the prefectural government, etc., inform them of the date of onset and current symptoms, and receive instructions on the future treatment plan (destination and method of transport).
(5) Measures to be taken when a person living with the Employee develops the disease
  1. It is desirable to understand not only the symptoms of the employees themselves but also the symptoms of their cohabitants, etc. and their contact with infected persons.
  2. In the event that a person living with the Employee, etc. develops an illness, the Employee himself / herself may be judged as a close contact person and may be requested by the prefectural government, etc. to refrain from going out. Therefore, information such as standards for the period of self-quarantine, etc. shall be checked.
  3. In particular, with regard to employees who are guardians or caregivers, consideration will be given to the possibility that they may need to take leave or telework in order to take care of their children or caregivers if they are infected.

4-3 Responses to Employees, etc. Working Overseas

In the event of an outbreak of a new strain of influenza, etc., the following measures, etc. shall be taken as necessary in order to prevent infection of Employees, etc. working or traveling overseas and their families.

  1. For employees, etc. stationed in countries and regions where infectious diseases have occurred and their families, consideration will be given to safe methods of stay and the possibility of evacuation in the host country, based on the Travel Advice and Warning on Infectious Diseases issued by Ministry of Foreign Affairs and information from local diplomatic missions.
  2. With regard to business trips to countries and regions where infections have occurred, suspension of business trips will be considered if they are unnecessary or non-urgent. In addition, with the global spread of infections, there is a possibility that it will be difficult to return to Japan due to the suspension of regular flights, etc., and even if infected, there is a possibility that they will not be able to receive sufficient medical care in Japan, and if there is a possibility that they may be infected when they return to Japan, they may be detained for a long period of time in medical institutions, accommodation facilities, etc. In view of these factors, consideration will be given to suspending or postponing business trips to countries and regions other than those where infections have occurred.
  3. With regard to the acceptance of business travelers from overseas, measures such as entry restrictions will be taken by border control measures, and it is expected that this will affect the entry of business travelers (including re-entry after temporary return to overseas). Therefore, the Government will consider specific response policies, etc., with reference to the latest information and requests, etc., transmitted by the Government.

Chapter 5 Implementation of the Business Continuity Plan

5-1 Activation

In the event of an outbreak of a new strain of influenza in Japan or overseas and the establishment of a government task force, etc., the Digital Agency Task Force shall decide to activate this plan in close cooperation with the Supervisory Agency and promptly shift to a personnel structure, etc. that has been determined in advance.
Since there is a high possibility that the pathogenicity, infectivity, etc. of an outbreak of a new influenza, etc. are unknown, operations other than those continuing at the time of the outbreak (reduced or suspended operations) shall be reduced or suspended as necessary.

5-2 Response depending on the situation

After the implementation of the Plan, the personnel structure, etc. will be changed in accordance with the Plan according to the progress of the situation. In this case, information on problems that have occurred in the course of business will be collected by the Digital Agency Task Force, and necessary adjustments will be made.
Even in the situation where the staff member who developed the disease recovers and gradually returns to his / her duties, there is a possibility that another wave of infection will occur later. If the pathogen did not significantly mutate during this period, he / she would become immune once he / she developed the disease and would be unlikely to become seriously ill. However, if the pathogen significantly mutates during this period, there is a risk that the recovered person will become infected again and become seriously ill. In addition, there is a possibility that the person who was thought to have been infected with a new strain of influenza, etc., has actually only been infected with a normal seasonal influenza and has not developed immunity. In consideration of this possibility, we will consider responses without relaxing infection control measures even if the situation has subsided once.

5-3 Return to Normal Operations

If the government's task force is abolished and the government shifts to basic measures against infectious diseases not based on the special law, the government will consider a gradual shift to a normal system.

Chapter 6. Maintenance and Management of Business Continuity Plan

6-1 Coordination with Relevant Organizations

With regard to this Plan, the Government will ensure cooperation with the Cabinet Office, Ministries and Agencies, and local governments that are involved in the implementation of the Plan, and actively coordinate with them.

6-2 Education and Training

The Director (in charge of general affairs) shall ensure that all employees are thoroughly informed of the Plan in order to effectively implement it. In particular, employees engaged in ongoing operations at the time of an outbreak shall be informed of the measures to be taken in the event of an outbreak of a new strain of influenza, etc., so that they understand them, and shall regularly conduct education and training.
In addition, for employees who need to take appropriate personal protection measures, such as those who respond to the occurrence of a disease in government buildings, practical education and training will be provided, including training in how to put on and take off personal protective equipment.

6-3 Inspection and Improvement

In order to effectively implement this plan, each department, etc. shall reflect personnel information, etc. and continuously update plans for personnel structure, etc.
This Plan shall be revised as necessary when new knowledge on the new influenza is obtained or when the Government Action Plan is revised.

Chapter 7 Response to the Declaration of a State of Emergency and Other Government-wide Policies

In addition to the Plan, when a declaration of a state of emergency based on Article 32, Paragraph 1 of the Act on Special Measures, a quasi-state of emergency based on Article 31-4, Paragraph 1 of the Act on Special Measures, and other government-wide policies are announced in accordance with the spread of the novel influenza, restrictions on attendance and methods of work will be flexibly reviewed as necessary.
