Digital Agency Business Continuity Plan in Response to Pandemic Influenza

Outline of the plan

The purpose of the Digital Agency Business Continuity Plan in Response to Pandemic Influenza and New Infectious Diseases is to determine in advance the measures that Digital Agency should take to maintain its functions and continue necessary business in light of anticipated social and economic conditions, even in the event of a pandemic influenza or new infectious disease (meaning a "pandemic influenza or new infectious disease" as set forth in Article 2, Item 1 of the Act on Special Measures Concerning Pandemic Influenza and New Infectious Diseases (Act No. 31 of 2012)).
For details, please refer to Material.

Chapter 1 Basic Concept

1-1 Objectives

Pandemic influenza occurs in a cycle of approximately 10 to 40 years due to the emergence of a new virus whose antigenicity is significantly different from that of the influenza virus that has been circulating every year. As seen in the recent outbreak of COVID-19, since most people have not acquired immunity to the new virus, it is feared that it will become a global pandemic, causing major health damage and accompanying social impacts. In addition, even if it is a known pathogen such as coronavirus, if a new virus emerges to which most people have not acquired immunity due to virus mutation, etc., it is feared that it will become a pandemic. Furthermore, new infectious diseases, which are unknown infectious diseases, may also have a significant social impact due to their high infectivity. Therefore, in the event of an outbreak, it is necessary to control the spread of infection as much as possible, to protect the lives and health of the people, and to minimize the impact on the lives of the people and the national economy, and it is necessary to respond as a national crisis management.
In Digital Agency, even in the event of outbreak of a new strain of influenza, etc. (i.e., a "new strain of influenza, etc." as defined in Article 2, Item 1 of the Act on Special Measures concerning Measures against New Strains of Influenza, etc. (Act No. 31 of 2012; hereinafter referred to as the "Special Measures Act"); the same shall apply hereinafter), in addition to carrying out duties related to measures against new strains of influenza, etc., it is necessary to maintain the decision-making function of the national government and to smoothly continue duties necessary for maintaining the minimum standard of living of the people, etc. At the same time, it is required to appropriately provide information and support to local governments and the people without confusion.
The purpose of the Digital Agency Business Continuity Plan in Response to Pandemic Influenza (hereinafter referred to as the "Plan") is to determine in advance the measures to be taken by Digital Agency in order to maintain its functions and continue necessary business in light of expected social and economic conditions even in the event of an outbreak of a pandemic influenza.

1-2 Background

In Digital Agency, the "Digital Agency Business Continuity Plan" was formulated on the assumption of an earthquake occurring directly beneath the Tokyo metropolitan area. However, since the nature of damage and the response based on it differ considerably between an earthquake disaster and a pandemic influenza, etc., this plan was formulated based on the "Guidelines for Business Continuity by Central Government Ministries and Agencies in Response to Pandemic Influenza, etc." formulated in March 2014.
Subsequently, based on the experience of responding to COVID-19 since 2020, the "Government Action Plan for Pandemic Influenza and New Infectious Diseases" (hereinafter referred to as the "Government Action Plan") was revised in July 2024, and the "Guidelines for Continuing Operations of Central Government Ministries and Agencies in Response to Pandemic Influenza and New Infectious Diseases" were revised in September 2024. Therefore, the Plan was revised and revised in March 2025.

1-3 Implementation System

1-3-1 Structure in Normal Times

In normal times, it is important to accurately grasp the situation and promote government-wide efforts in preparation for the outbreak or suspected outbreak of a new strain of influenza, etc. in Japan and overseas. Therefore, the government will comprehensively promote government-wide efforts through the framework of the "Ministerial Council on New Strains of Influenza, etc." (hereinafter referred to as the "Ministerial Council") and the "Council of Ministries and Agencies Concerned with New Strains of Influenza, etc." that supports the Ministerial Council.
Digital Agency shall establish a system to establish the Minister for Digital Transformation Pandemic Influenza Task Force (hereinafter referred to as the "Digital Agency Task Force") headed by Digital Agency in order to unify the opinions of the Agency on the contents of this Plan and to respond appropriately and promptly to situations associated with the outbreak of a pandemic influenza, etc. The composition, meetings, secretariat, and other necessary matters of the Digital Agency Task Force shall be as prescribed in of the Appendix.
In addition, the Government will steadily implement measures against new strains of influenza, etc., which are positioned in the preparatory stage in the Government Action Plan, and will strive to inspect and improve measures against new strains of influenza, etc., through periodic training, etc.

1-3-2 System for Outbreak of New Influenza, etc.

In the event of an outbreak of a new strain of influenza, etc., the Task Force on New Strains of Influenza, etc. (hereinafter referred to as the "Government Task Force") will be established pursuant to Article 15, Paragraph 1 of the Act on Special Measures, and the Basic Response Policies (meaning the Basic Response Policies prescribed in Article 18, Paragraph 1 of the Act on Special Measures) will be decided upon after hearing the opinions of the Council for the Promotion of Measures against New Strains of Influenza, etc. (hereinafter referred to as the "Promotion Council"). In addition, the Agency for Crisis Management of Infectious Diseases (hereinafter referred to as the "Agency") will be concurrently appointed to senior officials of the Cabinet Office and each Ministry, including the Digital Agency, who are engaged in duties related to infectious disease response, and the government will implement unified responses under the management of the Agency.
Furthermore, when necessary, the relevant ministries and agencies will work together with the Agency to tackle important issues in the initial response, such as collecting information on outbreak trends from the WHO, etc., providing and sharing information to the public and business operators, strengthening quarantine measures and border control measures such as immigration restrictions, developing the health center system necessary for surveillance and active epidemiological investigation, developing consultation centers, securing the medical care system necessary for accepting patients, and securing anti-infectious disease supplies, etc. Digital Agency will also take necessary measures within the scope of its jurisdiction.
In Digital Agency, in close cooperation with the Agency, the Digital Agency Task Force shall be held and the activation of this Plan shall be decided promptly. Each department (which means an organizational unit headed by the Digital Agency as prescribed in the Director-General Organization Ordinance (Cabinet Order No. 192 of 2021); the same shall apply hereinafter) shall reduce part of its work and perform necessary work based on this Plan by the personnel system, etc. determined in advance.
When determining the personnel structure, etc., it should be noted that support staff may be dispatched to Ministry of Health, Labor and Welfare.
In addition, in the execution of work based on this Plan, flexible operation will be implemented according to the actual situation, such as changing infection control measures in the workplace and the content of work to be continued according to the time division indicated in the Government Action Plan.

1-4 Basic Policy of Business Continuity Plan

In the event of an outbreak of a new strain of influenza, in order to minimize the impact on the lives of the people and the national economy, it is not permissible to suspend work related to measures against a new strain of influenza in the Digital Agency or work necessary for maintaining the minimum standard of living of the people, and it is required to continue such work based on appropriate decision making.
On the other hand, in the event of an outbreak of a new strain of influenza, etc., there is a possibility that many employees may take leave to care for their own infection or those living with them, etc. In addition, employees who have been in close contact with infected persons may be asked to refrain from going out and may not be able to come to work. Furthermore, in the event of an outbreak of a new strain of influenza, etc., it may be difficult to secure goods and services necessary for business operations.
In order to continue necessary operations while protecting the lives and health of employees, this Plan shall be formulated on the basis of thoroughly implementing infection control measures in the workplace, narrowing down operations, and concentrating resources on truly necessary operations.

1-5 Assumption of Damage Situation

The impact of epidemics of pandemic influenza on the lives and health of the people and socio-economic activities depends on the pathogenicity and infectivity of pathogens, and it is difficult to predict accurately at present. For this reason, the Government Action Plan also assumes that multiple waves of infection will occur in the medium to long term, taking into account respiratory infections other than pandemic influenza and COVID-19, and assumes scenarios that can be widely handled. However, when formulating a business continuity plan, it is indicated that the scale of the impact on the socio-economy should be estimated, for example, by assuming absence of up to about 40% of employees.
This plan is to be formulated based on the above-mentioned assumption of the situation of damage, etc. However, the scale of the epidemic and the degree of damage of a new type of influenza, etc. will depend on the pathogenicity and infectivity of the emerging new type of influenza, etc., and it is difficult to predict at this point in time. Therefore, in reality, flexible responses will be made according to the situation of damage and the progress of the situation.

Chapter 2 Business Continuity in the Event of Pandemic Influenza, etc.

2-1 Basic Policy on Business Continuity

2-1-1 Roles Expected of Digital Agency

In Digital Agency, in order to protect the lives and health of the people and minimize the impact on the people's lives and the national economy, based on appropriate decision making, it is required to give priority to the implementation of tasks that are required to be addressed in the Government Program of Action, etc. and that newly arise or have their workload increased due to the outbreak of a new strain of influenza, etc. (hereinafter referred to as "enhanced and expanded tasks"). At the same time, it is required to continue the tasks that are necessary for maintaining the minimum level of people's lives, etc. and that, if reduced or suspended for a certain period, will seriously affect the people's lives, socio-economic activities and the basic functions of the State, and therefore, it is difficult to significantly reduce the workload even under the situation where the epidemic is spreading and spreading in the country (hereinafter referred to as "general continuous tasks").

2-1-2 Basic Policy on Business Continuity

In order for Digital Agency to fully fulfill the above-mentioned roles, it is necessary to take all possible measures to ensure the life and health of its staff and to continue necessary operations.
For this reason, necessary personnel, materials, information acquisition systems, mutual cooperation systems, etc. shall be secured so that enhancement and expansion operations and general continuous operations (hereinafter referred to as "Continuous Operations in Case of Occurrence") can be implemented and continued with priority. In particular, in case that it is determined that implementation and continuation of Continuous Operations in Case of Occurrence are likely to be difficult based on the following concepts depending on the situation, operations other than Continuous Operations in Case of Occurrence shall be significantly reduced or suspended temporarily, and such personnel shall be secured as substitute personnel in case that there are no employees engaged in Continuous Operations in Case of Occurrence.

  • As much as possible, suspend operations that may lead to the spread of infection other than continuous operations in the event of an outbreak.
  • In particular, alternative means, such as the use of online meetings and e-mail, shall be considered for operations that establish a place where many and unspecified people gather (briefing sessions, advisory councils, etc.), and if it is difficult to do so, suspension or postponement shall be considered.
  • In order to appropriately implement and continue operations that will continue in the event of an outbreak, thoroughly implement infection control measures in the workplace and devise a work system to reduce the risk of infection, such as working in shifts.
  • For operations that have a high risk of infection but are required to be continued unavoidably, consider changing the implementation method to one with a lower risk of infection.
  • In order to ensure the steady execution of work that continues to be performed in the event of an emergency, it is important to sort out work that continues to be performed in the event of an emergency from normal times, and to reduce the amount of work other than work that continues to be performed in the event of an emergency in a planned manner based on the concept of the amount of work in each of the following periods and in light of the development of the situation.
(Initial Response Period)
  • While keeping in mind that the Government NERHQ, etc. will be established and measures against pandemic influenza, etc. will be implemented, while confirming the policies of the Agency and the Ministry of Health, Labor and Welfare in a timely manner, a system will be established so that the work volume other than the work continuing at the time of outbreak can be promptly and systematically reduced by reconfirming the work continuing at the time of outbreak while flexibly responding to the temporary increase in the work volume.
(Timing of response with containment in mind)
  • Infection control measures shall be expanded, and efforts shall be made to gradually reduce the volume of work other than that for continuing operations in the event of an outbreak, as necessary, in order to implement and continue operations in the event of an outbreak.
(Timing of Response According to the Properties, etc. of Pathogens)
  • It is expected that preventive measures against spread measures will be further strengthened in line with the spread of infection and that the implementation and continuation of work to be continued in the event of an outbreak will become more difficult due to an increase in absence rates, etc. Therefore, efforts will be made to implement and continue work to be continued in the event of an outbreak while reducing the amount of work other than work to be continued in the event of an outbreak in a planned and phased manner while taking into account the trend of the spread of infection.
(Period when response capabilities are enhanced by vaccines and therapeutic drugs, etc., or when basic measures against infectious diseases not based on the Act on Special Measures are taken)
  • While gradually recovering the amount of work other than continuous work at the time of occurrence at an appropriate timing, necessary infection prevention measures will be continued, and a gradual shift to a normal system will be considered.

2-2 Classification of Duties

2-2-1 Enhancement and Expansion Operations

These are the tasks to be addressed in the Government Action Plans, etc., which will newly occur or the workload will increase due to the outbreak of a new strain of influenza, etc., and the following tasks are possible in Digital Agency.

  • Work to prevent social and economic confusion and provide support to local governments, etc. in the event of an outbreak of a new strain of influenza, etc.
  • Collection, analysis, and coordination of information on measures against pandemic influenza, etc.
  • Infection control operations (distribution and supplementation of masks and disinfectants, disinfection of sites where there is a concern about transmission, restriction of visitors' entry, restriction of interview sites, etc.)
  • Public relations service
  • Work relating to urgent revision, etc. of laws and ordinances at the time of outbreak of pandemic influenza, etc.
2-2-2 General Continuing Operations

The work is necessary for maintaining the minimum standard of living of the people, etc. If the work is reduced or suspended for a certain period, it will have a serious impact on the people's lives, socio-economic activities, and basic functions of the state. Therefore, it is difficult to significantly reduce the work volume even in the situation where the infection is spreading and spreading in the country. In Digital Agency, the following can be considered.

  • Operations to maintain the environment for continuing continuous operations at the time of occurrence (procurement of goods and contracts, safety and health, response to building management, etc.)
  • Budget-related work, etc. (budget and settlement of accounts, tax system, organization and capacity, response to audit of accounts, etc.)
  • Parliamentary affairs (responding to questions and requests for materials, etc.)
  • Maintenance and operation of systems managed by Digital Agency
Even for general continuous operations, it may be possible to suspend operations for a certain period or reduce the volume of operations due to a decrease in administrative demand in the situation where the infection is spreading and spreading in Japan. Therefore, the content of operations and work procedures will be carefully examined and measures will be taken to efficiently implement operations in a short time with fewer personnel.
2-2-3 Operations other than continuous operations at the time of occurrence (reduced / suspended operations)

In the event that it is judged that the implementation and continuation of ongoing operations may be difficult, operations shall be reduced in stages from the initial stage and suspended as much as possible in the situation where the infection is spreading and spreading in Japan. In addition, each department shall consider in advance the procedures for reduction or suspension and the method of informing the public and related parties in such case. In the event that the response to the infection extends over the medium to long term, the reduction or suspension of operations shall be reviewed as necessary in consideration of the possibility that other operations may be affected by continuing to reduce or suspend operations.

Chapter 3 Securing of Personnel, Supplies, etc.

3-1 Secure Chain of Command

In the event of an outbreak of a new strain of influenza, etc., it is assumed that executives who are responsible for business decisions will be infected. In order to prevent the stagnation of decision-making, measures will be taken to minimize the risk of infection as much as possible for executives who are involved in ongoing business at each department, etc. In addition, in the event that such executives become infected and it becomes difficult to execute their duties, a substitute will be secured, and measures will be taken such as rotating work so that executives and substitutes will not be infected at the same time.

3-2 Securing Personnel

Each department shall establish in advance a plan to secure the personnel necessary for the execution of continuous operations in the event of occurrence.
The plan specifically identifies employees who may have difficulty in coming to work due to the temporary closure of schools, childcare facilities, etc. and the reduction of some welfare services, etc., and employees who have special knowledge, special skills, etc. necessary for the execution of continuous operations in the event of occurrence and who are difficult to substitute. The absence rate of employees is assumed to be 40%, while strengthening and expanding operations are formulated so that the entire system functions even if the volume of operations increases.
In doing so, in order to reduce the chances of infection during commuting and work, staggered working hours through the use of teleworking, flextime systems, and early and late attendance, as well as commuting by bicycle or on foot will be considered.

3-3 Securing goods and services

The Government will request suppliers of goods and services that need to be continuously secured even in the event of an outbreak of a new strain of influenza, etc., such as building management and security, cleaning and disinfection, inspection and repair of various facilities, and supply of consumables, to cooperate for business continuity. The Government will consider alternative measures in advance on the assumption that the business continuity of the supplier itself is judged to be difficult. The Government will also systematically stockpile goods necessary for business continuity.

3-4 Maintenance of Information Systems

In the event of an outbreak of a new strain of influenza, the collection of information from overseas and the dissemination of information to the public, business operators, and related organizations will be important, and the maintenance of information systems will be indispensable. Therefore, all possible measures will be taken to ensure the development and management of not only the information systems used by Digital Agency itself but also all other information systems operated by Digital Agency, and measures will be taken on the assumption that there will be a shortage of operators due to the spread of infection, residents of entrusted business operators in government buildings, and maintenance services in the event of equipment failure.

Chapter 4 Consideration and Implementation of Infection Control Measures

In order to prevent the spread of infection in government buildings in the event of an outbreak of a new strain of influenza, etc., it is necessary to take necessary and sufficient infection control measures. Therefore, infection control measures to be implemented, including those to be started in normal times, shall be established.

4-1 Consideration of Infection Control Measures in Normal Times

Evaluate the risk of infection in each workplace based on the nature of work, and consider measures to prevent the entry of infected persons, such as encouraging employees with symptoms such as fever and cough to refrain from coming to work in order to reduce the risk of infection. In addition, consider requesting the implementation of infection control measures while obtaining the understanding of visitors, etc., as it is particularly necessary to enhance infection control measures when having contact with a large number of people.

4-2 Infection Control Measures at the Time of Outbreak

The following are examples of general measures taken against infectious diseases. Measures against infectious diseases vary depending on the characteristics of the infectious disease, and in addition, the measures may change from moment to moment in an emergency. Therefore, it is important to obtain information through websites, etc. * and take measures based on the latest knowledge.

* The following is for reference.

  1. Ministry of Health, Labor and Welfare, Ministry of Economy, Trade and Industry and Consumer Affairs Agency Special Page, "About the Method of Disinfection and Eradication of Novel Coronavirus"
  2. Cabinet Infectious Disease Crisis Management Agency, "To All Business Operators"
(1) General Considerations
  1. Patients should be advised to refrain from going to work if they have symptoms such as fever, cough, or general malaise.
  2. Basic infection control measures such as ventilation, cough etiquette such as wearing masks, and hand washing should be taken.
  3. When going out for business trips, etc., avoid moving to an epidemic area, avoid rush hours for public transportation, and take actions to avoid crowds as much as possible.
(2) Implementation of infection control measures in the workplace (cleaning, disinfection, and ventilation of the workplace)
  1. In order to prevent contact transmission in the workplace, clean and disinfect the workplace as necessary by the following methods, etc. *.
    1. In addition to regular cleaning, wipe down areas that are often touched by people, especially desks, door knobs, switches, stair railings, tables, chairs, elevator push buttons, toilet flush levers, and toilet seats.
    2. If an employee is found to be infected and has worked in the workplace immediately prior to the infection, the area around the desk of the employee and areas touched by the employee should be cleaned with a disinfectant.
  2. Depending on the characteristics of a new strain of influenza, etc., it may be necessary to respond to aerosol infection in addition to droplet infection and contact infection. As a measure against aerosol infection, ventilate as much as possible according to the structure of the building, indoor temperature, and outside air temperature. (As a method of confirming whether the necessary amount of ventilation is secured, use of carbon dioxide concentration measuring devices (CO2 sensors), etc.). For effective ventilation, pay attention to the following methods as necessary.
    1. It is important to periodically check the mechanical ventilation device and clean the filter, etc. Therefore, when mechanical ventilation is not installed, open the window. When opening the window, opening the window in two directions has a large ventilating effect. The ventilation method should be selected in consideration of the indoor environment in consideration of the outside air conditions such as the summer heat.
    2. In order to prevent infection, it is necessary to pay attention to the air flow. In addition to sufficient intake and exhaust of outside air, local air stagnation caused by the air flow should be eliminated. It is possible to effectively reduce airborne aerosols by evacuating from the area where aerosol generation is high and taking in outside air from the opposite side.
    3. Be careful to place partitions higher than eye level or curtains from the ceiling parallel to the air flow so as not to obstruct the air flow.

It is desirable to implement the infection control measures described in (2) 1 and (2) above, especially during the early stage of an outbreak when the nature of the pathogen is unknown.

* The following is for reference.
When an infected person touches a desk, doorknob, or switch after holding down a cough or sneeze or wiping off a runny nose with his or her hands, the virus adheres to the place. Depending on the type and condition of the virus, the virus contained in the droplets is considered to remain infectious to some extent in the place, but cleaning and disinfection can remove the droplets containing the virus.

(3) Confirmation of employees' health conditions, etc.

In charge of each duty, employees who have been absent from work and those who live with them shall be instructed to confirm their health status (whether or not they have a fever and whether or not they have contact with an infected person), to understand the reason for their absence from work, and to contact them if they or those who live with them are suspected of being infected.

(4) Measures to be taken in the event that an employee develops symptoms in the Government Building
  1. Depending on the situation of pathogenicity, etc., the person suspected of having the disease should be moved to another room such as a conference room to prevent contact with others. If the person with the disease is unable to go to another room on his / her own, a person wearing personal protective equipment should assist the person with the disease after having him / her wear a mask.
  2. In the event that it is difficult to contact the employee directly, or if it is not possible to immediately contact the employee's family, contact a consultation center established by the prefecture, etc., and inform the date of onset and current symptoms, and receive instructions on the future treatment plan (transport destination and transport method).
(5) Measures to be taken in the event that a person living with an Employee develops the disease
  1. It is desirable to understand not only the employee himself / herself, but also the onset of illness of persons living together, etc. and the employee's contact with infected persons.
  2. In the event that a person living together, etc. develops symptoms, the employee himself / herself will be determined to be a close contact person and may be requested by the prefecture, etc. to refrain from going out, etc. Therefore, information such as the criteria for the period of refraining from going out, etc. will be confirmed.
  3. In addition, it should be taken into consideration that employees who are guardians or caregivers, in particular, may need to take leave or telework in order to take care of children or care recipients when they are infected.

4-3 Response to Employees, etc. Working overseas

In the event of outbreak of a new strain of influenza, etc., the following measures, etc. shall be taken as necessary in order to prevent infection to Employees, etc. working or traveling overseas and their families.

  1. For Employees, etc. and their families stationed in countries and regions where outbreaks have occurred, based on the Warning on Infectious Diseases issued by Ministry of Foreign Affairs and information from local diplomatic missions, etc., the possibility of safe stay and evacuation in the affected areas will be considered.
  2. Consider suspending business trips to affected countries and regions if they are not necessary or urgent. In addition, consider suspending or postponing overseas business trips to countries and regions other than affected countries and regions in consideration of the possibility that it will be difficult to return to Japan due to the suspension of regular flights and other flights as the infection spreads worldwide, the possibility that patients will not be able to receive sufficient medical care in Japan if infected, and the possibility that patients will remain in medical institutions or accommodation facilities for a long period of time if they are likely to be infected when they return to Japan.
  3. Regarding the acceptance of business travelers from overseas, measures such as immigration restrictions will be taken through border control measures, and it is expected that this will have an impact on the entry of business travelers (including re-entry after temporary return to overseas). Therefore, the GOJ will consider specific measures, etc. by referring to the latest information and requests issued by the national government.

Chapter 5 Implementation of Business Continuity Plan

5-1 Activate

In the event that an outbreak of a new strain of influenza occurs in Japan or overseas and a Government Emergency Response Center is established, the Digital Agency Emergency Response Center, in close cooperation with the Agency, will decide to activate the Plan and promptly transfer to the personnel system specified in advance.
As it is highly likely that the pathogenicity, infectivity, etc. of the outbreak of a new strain of influenza, etc. are unknown, operations other than those continuing at the time of outbreak (i.e., operations to be reduced or suspended) shall be reduced or suspended as necessary.

5-2 Response according to the situation

After the activation of this Plan, the personnel system, etc. will be changed in accordance with the progress of the situation in accordance with this Plan. In doing so, information on problems that have occurred in the course of business will be collected by the Digital Agency NERHQ and necessary adjustments will be made.
Even in a situation where employees who have developed the disease recover and return to work one after another, there is a possibility that another wave of infection will occur later. If the pathogen does not change significantly during this period, it is considered that once they develop the disease, they will be immune to it, making it difficult for them to become seriously ill. However, if the pathogen changes significantly during this period, even those who have recovered may become infected again and become seriously ill. In addition, there is a possibility that those who were thought to have been infected with a new strain of influenza, etc., have actually been infected with a normal seasonal influenza and are not immune to it. In consideration of this possibility, measures will be considered without relaxing infection control measures even if there is a lull.

5-3 Return to Normal Operations

If the government's task force is abolished and the government shifts to basic measures against infectious diseases that are not based on the special measures law, the government will consider a gradual shift to a normal system.

Chapter 6 Maintenance, Management, etc. of Business Continuity Plan

6-1 Coordination with Relevant Organizations

With regard to this plan, the GOJ will ensure cooperation and actively coordinate with the ministries and agencies and local governments that are related to the implementation of the plan.

6-2 Education and Training

In order to effectively implement this Plan, Director (in charge of General Affairs) shall thoroughly inform all employees. In particular, employees engaged in continuous operations at the time of an outbreak shall be made aware of and understand the response to an outbreak of a new strain of influenza, etc., and education and training shall be provided on a regular basis.
In addition, practical education and training, such as training in putting on and taking off personal protective equipment, will be provided to employees who need to take appropriate personal protection measures, such as employees who respond to an outbreak of disease in government buildings.

6-3 Inspection and Improvement

In order to effectively implement this Plan, each department, etc. shall continuously update the plan for personnel system, etc. by reflecting personnel information, etc.
This Plan shall be revised as appropriate when new knowledge on pandemic influenza, etc. is obtained or when the Government Action Plan, etc. is changed.

Chapter 7 Response to the Declaration of a State Emergency and Other Government-wide Policies

Not limited to this Plan, when a state of emergency is declared based on Article 32, Paragraph 1 of the Act on Special Measures, a priority preventative measures is declared based on Article 31-4, Paragraph 1 of the same Act, or other government-wide policies are presented in accordance with the spread of pandemic influenza, etc., restrictions on attendance and work methods, etc. will be flexibly reviewed as necessary.
