Plan Overview
The purpose of the Digital Agency New Influenza Response Business Continuity Plan is to determine in advance the measures to be taken by Digital Agency in order to maintain its functions and continue its necessary business in the event of the outbreak of a new type of influenza, etc. (meaning the "new type of influenza, etc." set forth in Article 2, Item 1 of the Act on Special Measures Concerning New Types of Influenza, etc. (Act No. 31 of 2012)), based on the expected social and economic conditions.

Chapter 1 Basic Concept
1-1 Purpose
New strains of influenza occur in cycles of approximately 10 to 40 years due to the emergence of a new strain of influenza virus that is significantly different in antigenicity from the influenza virus that has been circulating every year. As seen in COVID-19 pandemic, most people have not acquired immunity to the new strain of influenza, and there is concern that it will become a global pandemic and cause major health damage and associated social effects. In addition, among new infectious diseases that are unknown, there is a possibility that some will have a large social impact due to their strong infectivity, as with the new strain of influenza. Therefore, in the event of an outbreak, it is necessary to control the spread of the infection as much as possible, protect the lives and health of the people, and minimize the impact on the lives of the people and the national economy.
Even in the event of an outbreak of a new type of influenza, etc. (meaning the "new type of influenza, etc." set forth in Article 2, Item 1 of the Act on Special Measures Concerning Measures against New Types of Influenza, etc. (Act No. 31 of 2012; hereinafter referred to as the "Special Measures Act"); the same shall apply hereinafter), it is necessary for Digital Agency to carry out operations concerning measures against new types of influenza, etc., maintain the decision-making function of the national government, and smoothly continue operations necessary for maintaining the minimum standard of living of the people. At the same time, it is required for local governments, etc. to appropriately provide information and support to the people without confusion.
The purpose of the Digital Agency Novel Influenza Response Operations Continuity Plan (hereinafter referred to as the "Plan") is to determine in advance the measures to be taken by Digital Agency in order to maintain its functions and continue necessary operations in the event of the outbreak of the Novel Influenza, etc., based on the expected social and economic conditions.
1-2 Background
Digital Agency has formulated the "Digital Agency Business Continuity Plan" based on the assumption of a Tokyo Inland Earthquake. However, since the mode of damage and the response based on it are considerably different between earthquake disasters and H1N1 influenza, this plan will be formulated based on the "Guidelines for Business Continuity of Central Government Agencies in Response to H1N1 Influenza, etc." formulated in March 2014.
1-3 Implementation System
1-3-1 System under Normal Conditions
In preparation for the outbreak of new strains of influenza, Digital Agency will participate in the Conference of Relevant Ministries and Agencies on New Strains of Influenza, etc., and will make efforts and exchange information with the relevant ministries and agencies. Based on this Plan, Tokyo will comprehensively promote measures against new strains of influenza, etc.
In addition, in order to unify the intentions of the Agency regarding the content of this Plan and to appropriately and promptly respond to situations associated with the outbreak of new strains of influenza, etc., a system shall be developed to establish the Minister for Digital Transformation Novel Influenza Response Headquarters (hereinafter referred to as the "Digital Agency Response Headquarters") headed by Digital Agency. The composition, meetings, secretariat, and other necessary matters of the Digital Agency Response Headquarters shall be as specified in the of the Attachment to the .
1-3-2: System for Outbreak of Novel Influenza, etc.
In the event of the outbreak of a new type of influenza, etc., the Novel Influenza Response organization (hereinafter referred to as the "Government Response Center") will be established pursuant to Article 15, Paragraph 1 of the Special Measures Act, and the Basic Response Plan will be decided. In addition, the Secretariat of the Novel Influenza Response Center (hereinafter referred to as the "Government Response Center Secretariat"), headed by the Assistant Deputy Chief Cabinet Secretary (Internal Affairs), will be established in the Cabinet Secretariat, and various measures will be coordinated.
In Digital Agency, the Digital Agency Response Headquarters shall be held in close cooperation with the Secretariat of the Government Response Headquarters, and the activation of this Plan shall be promptly decided. Each department (meaning a unit of Digital Agency headed by the Director-General prescribed in the Ordinance of organization, organization (Cabinet Order No. 192 of 2021); the same shall apply hereinafter) shall perform necessary services by reducing part of the services based on this Plan by using a personnel system, etc. specified in advance.
When performing operations based on this Plan, flexible operations shall be carried out according to the actual situation, such as changing infection control measures in the workplace and the contents of operations to be continued according to the stage of the outbreak of new strains of influenza, etc.
1-4 Basic Policy of the Business Continuity Plan
In the event of the outbreak of a new type of influenza, etc., in order to minimize the impact on the lives of the people and the national economy, it is required to continue the work related to measures against new types of influenza, etc. in Digital Agency and the work necessary for maintaining the minimum standard of living of the people, etc., based on appropriate decision making without interruption.
On the other hand, in the event of the outbreak of a new type of influenza, etc., many employees may take leave to care for themselves or their families, etc., and employees who have been in close contact with infected persons may be asked to refrain from going out and may not be able to go to work. Furthermore, in the event of the spread of a new type of influenza, etc., it may be difficult to secure goods and services necessary for business operations.
In order to continue necessary operations while protecting the lives and health of Employees, this Plan shall be formulated on the basis of thoroughly implementing infection control measures in the workplace, narrowing down operations, and concentrating resources on operations that are truly necessary.
1-5 Estimation of Damage Situation, etc.
In the Government Action Program (meaning the plan concerning the implementation of measures against new strains of influenza formulated by the Government pursuant to Article 6, Paragraph (1) of the Special Measures Act; the same shall apply hereinafter), the following is assumed as an example, based on current scientific knowledge and information on influenza epidemics that occurred worldwide in the past. (In addition, the Government Action Program shall be reviewed as necessary based on the subsequent validation of information on COVID-19 pandemic.)
- If it is assumed that 25% of the total population is affected by the new influenza, the number of patients who visit the medical institutions is estimated to be about 13 million to 25 million.
- Regarding the number of inpatients and deaths, based on the upper limit of approximately 25 million in this estimate, and using the data of influenza pandemic in the world in the past, and assuming that the moderate case has a fatality rate of 0.53% based on the data of Asian influenza, etc. and the severe case has a fatality rate of 2.0% based on the data of Spanish influenza, it is estimated that the upper limit of the number of inpatients will be approximately 530,000 and the upper limit of the number of deaths will be approximately 170,000 in the case of moderate influenza, and the upper limit of the number of inpatients will be approximately 2 million and the upper limit of the number of deaths will be approximately 640,000 in the case of severe influenza.
- Under the assumption that 25% of the total population is affected and that the epidemic lasts for about eight weeks in each area, the maximum number of hospitalized patients per day is estimated to be 101,000 (in the fifth week from the outbreak of the epidemic) in the case of moderate disease and 399,000 per day in the case of severe disease.
- In addition, although there are many discussions on the assumption of the impact of new strains of influenza and the like on society, the following impact is assumed as an example when referring to the data of influenza pandemic in the world in the past.
- 25% of the population is affected sequentially, with a peak during the epidemic period (about 8 weeks) in each area. Affected patients are affected for about 1 week to 10 days and are absent from work. Most affected employees recover (become immune) and return to work after a certain period of absence from work.
- The percentage of employees who are absent from work due to the onset of the disease during the peak period (approximately two weeks) is estimated to be no more than 5%. However, in addition to the employees themselves, it is expected that some employees will have difficulty in going to work due to the care and nursing of their families (due to the temporary closure of schools and childcare facilities, the reduction of some welfare services, and medical treatment at home), and some employees will not go to work due to anxiety. Therefore, it is expected that up to 40% of employees will be absent from work during the peak period (approximately two weeks).
This Plan is formulated based on these assumptions of the damage situation, etc., but since the scale of the epidemic and the degree of damage from the New Type of Influenza, etc., depend on the pathogenicity and infectivity of the New Type of Influenza, etc., which has appeared, and it is difficult to predict at the present time, in reality, a flexible response shall be made according to the status of the damage and the progress of the situation.
Chapter 2 Business Continuity in the Event of an Outbreak of a New Type of Influenza
2-1 Basic Policy for Business Continuity
2-1-1 Roles Expected of Digital Agency
In order to protect the lives and health of the people and to minimize the impact on the lives of the people and the national economy, Digital Agency is required, based on appropriate decision making, to prioritize the implementation of work that is required to be addressed in the Government Action Program, etc., and that is newly generated or whose workload increases due to the outbreak of a new strain of influenza, etc. (hereinafter referred to as "enhancement and expansion work"), and to continue the continuation of work that is necessary for maintaining the minimum standard of living of the people, etc., and that is difficult to significantly reduce the workload even during the domestic infection period because it has a significant impact on the lives of the people, economic activities, and the basic functions of the nation if it is reduced or suspended for a certain period of time (hereinafter referred to as "general continuation work").
2-1-2 Basic Policy for Business Continuity
In order for Digital Agency to fully perform the roles described above, it is necessary to ensure the lives and health of its employees and to take all possible measures to continue the necessary operations.
For this reason, necessary personnel, goods, information acquisition systems, mutual cooperation systems, etc. shall be secured so that enhancement and expansion operations and general continuing operations (hereinafter referred to as "Ongoing Operations at the Time of Occurrence") can be implemented and continued on a priority basis. In particular, with regard to personnel, based on the following concept, operations other than Ongoing Operations at the Time of Occurrence shall be temporarily and significantly reduced or suspended, and such personnel shall be secured as substitute personnel in the event that there is a vacancy for employees engaged in Ongoing Operations at the Time of Occurrence.
- Among operations other than those to be continued at the time of occurrence, operations that may lead to the spread of infection shall be suspended as much as possible.
- In particular, with regard to services that set up places where a large number of unspecified people gather (briefing sessions, advisory councils, etc.), alternative means such as the use of the Internet and e-mail shall be examined, and if it is difficult to do so, such services shall be suspended or postponed.
- In order to appropriately implement and continue continuous operations in the event of an outbreak, thorough infection control measures will be taken in the workplace, and work systems will be devised to reduce the risk of infection, such as shift work.
- For operations that have a high risk of infection but are required to be continued unavoidably, consider changing the implementation method to one that has a lower risk of infection.
2-2 Classification of Services
2-2-1 Enhancement and Expansion Services
Operations to be undertaken under the Government Action Program, etc. that are newly generated or whose workload increases due to the outbreak of a new strain of influenza, etc. In Digital Agency, the following operations are conceivable.
- Work to prevent social and economic turmoil in the event of an outbreak of a new type of influenza, etc., and work to support local governments, etc.
- Information collection, analysis, and liaison and coordination concerning measures against novel influenza, etc.
- Infection control activities (distribution and replenishment of masks and disinfectants, disinfection of areas where there is a risk of transmission, regulation of visitors, restriction of interview places, etc.)
- Public Relations Services
- Services related to urgent revision, etc. of law in the event of the outbreak of new strains of influenza, etc.
2-2-2 General Continuing Operations
The work is necessary for maintaining the minimum standard of living of the people, etc., and it is difficult to significantly reduce the amount of work even during the domestic infection period because the reduction or suspension of work for a certain period of time has a significant impact on the lives of the people, economic activities, and the basic functions of the state. In Digital Agency, the following can be considered.
- Services to maintain an environment for continuing operations at the time of occurrence (such as purchasing goods, regulations, safety and health, and management of government buildings)
- Budget-related services, etc. (budget and settlement of accounts, tax system, organization and headcount, response to audit, etc.)
- Parliamentary affairs (responses to questions and requests for materials, etc.)
- Maintenance and operation of systems under the jurisdiction of Digital Agency
Even if it is general continuing operations, it may be possible to suspend operations for a certain period of time or reduce the amount of operations due to a decline in administrative demand during the domestic infection period. Therefore, the details of operations and work procedures will be carefully examined, and efforts will be made to implement them efficiently in a short time with fewer personnel.
2-2-3 Services other than those to be continued at the time of occurrence (reduced or suspended services)
With regard to reduced operations (operations related to the examination of medium - to long-term measures and operations for which demand is expected to decrease due to the stagnation of society and the economy caused by the spread of a new strain of influenza, etc.) and suspended operations (operations that are unlikely to have an immediate impact on the lives of the people even if they are postponed), depending on the situation, the operations shall be gradually reduced from the occurrence of the outbreak and shall be suspended as much as possible during the domestic infection period. In addition, each department shall consider in advance the procedures for reduction and suspension and the method for notifying the people and related parties.
Chapter 3 Securing of Personnel, Supplies, etc.
3-1 Ensuring Chain of Command
In order to prevent the stagnation of decision-making in the event of the outbreak of a new strain of influenza, etc., each department, etc. shall take measures to minimize the risk of infection for executives involved in ongoing operations at the time of the outbreak. In addition, measures shall be taken to secure a substitute in the event that the executive becomes ill and it becomes difficult to perform his / her duties, and measures shall be taken to ensure that the executive and the substitute do not become ill at the same time, such as working in shifts.
3-2 Securing of Personnel
Each department shall formulate in advance a plan for securing the personnel necessary for the performance of continuing operations at the time of occurrence.
The plan will specifically identify employees who may have difficulty in attending work due to family reasons due to the temporary closure of schools, childcare facilities, etc., or a shortage of nursing care services, as well as employees who are difficult to substitute due to their specialized knowledge, special skills, etc., necessary for the performance of continuing operations at the time of occurrence. The plan will be formulated so that the entire strengthening and expanding operations will function even if the workload increases, while the absence rate of employees is assumed to be 40%.
In doing so, consideration will be given to staggered working hours and commuting by bicycle, foot, etc. in order to reduce the chance of infection during commuting or work.
3-3 Securing Goods and Services
With regard to goods and services that need to be continuously secured even in the event of a new strain of influenza, etc., such as management of government buildings, security, cleaning and disinfection, inspection and repair of various equipment, and supply of consumables, cooperation for business continuity shall be requested from service providers. Assuming that it is difficult for the service provider itself to continue its business, alternative measures shall be considered in advance. In addition, goods necessary for business continuity shall be systematically stockpiled.
3-4 Maintenance of Information Systems
In the event of a new strain of influenza, etc., it is essential to maintain information systems because it is important to collect information from overseas and to transmit information to the public, business operators, and related organizations. Therefore, not only the information systems used by Digital Agency itself, but also all other information systems operated by Digital Agency will be fully developed and managed, and measures will be taken based on the assumption that there will be a shortage of operators, contractors stationed in government buildings, and maintenance services in the event of equipment failure due to the spread of infection.
Chapter 4 Thorough Infection Control Measures
Although the route of infection of novel influenza, etc. cannot be identified at this stage, it is presumed that droplet infection and contact infection are the main routes of infection. Therefore, Digital Agency shall take measures to prevent infection based on the assumption of droplet infection and contact infection.
4-1 Infection Control in the Workplace
The Counselor (in charge of general affairs) and each department shall clarify in advance the Infection Control Implementation Manager and employees, etc. engaged in infection control operations so that the infection control measures in the government building can be appropriately implemented.
Basic infection control measures may include the following.
- Cough etiquette
- Wearing a mask
- Hand washing
- Maintenance of interpersonal distance
- Cleaning and Disinfection
1. Cough Etiquette
When coughing or sneezing due to a cold, etc., it is important to ensure strict cough etiquette so that an infected person does not expel droplets containing the virus and infect others around him.
- Methods
- When coughing or sneezing, cover your mouth and nose with a tissue, turn your face away from other people, and keep at least 1 to 2 meters away from them as much as possible. If you do not have a tissue, hold your mouth with your forearm (cuff) to prevent the spread of droplets as much as possible. Holding with your forearm reduces the chance of contact transmission because you do not touch other parts of the body. Immediately throw any tissue that contains respiratory secretions (such as nasal discharge or phlegm) into the trash.
- Hands and arms held during coughing or sneezing should be washed immediately afterward, but care should be taken not to touch the surroundings unnecessarily before washing hands to avoid contact transmission. It is recommended that a portable alcohol-based hand rub be available in case there is no place to wash hands.
- Actively encourage people who are coughing to wear a mask. Proper mask wearing can prevent the spread of droplets.
2. Wear a mask
Patients can reduce infection to others by wearing a mask. In order to prevent infection from others, it has been reported that a certain preventive effect has been achieved by combining with hand washing, etc., but the pros and cons of the preventive effect against influenza are divided, and the scientific basis has not yet been established.
- Methods
- Since pathogens can adhere to the surface of masks, in principle, masks should be disposable (about one mask per day). Attention should also be paid to where and how to dispose of masks so that other people do not touch them.
- Non-woven fabric masks are recommended for use in the workplace during a H1N1 outbreak.
- Non-woven fabric masks are classified into home use and medical care use (surgical masks) as product names, but it is considered that home use and medical care use have almost the same effect in daily life during the H1N1 influenza epidemic.
- Highly airtight masks such as N95 masks (dust masks DS2) are not expected to be worn in daily life, but are recommended for medical care workers and others who are likely to be in contact with patients with H1N1 influenza. Since these masks are not fully effective if they cannot be worn correctly, education and training for wearing them is required in advance.
3. Hand washing
After returning home from an outing, frequent hand washing after touching an area that may be touched by an unspecified number of people can prevent contact transmission to the person and others. Hand washing with running water and soap removes adhered viruses and reduces the risk of infection. In addition, the virus is killed by touching an alcoholic preparation with a concentration of 60 to 80%.
- Methods
- Hand washing or hand hygiene should be performed after removing gloves when cleaning and disinfecting areas likely to be touched by infected people or areas where patients have been.
- Washing hands with running water and soap is recommended for no less than 15 seconds. It is important to thoroughly dry the hands after washing. For alcohol-based hand rubs (disinfectants containing 60-80% alcohol), rub the hands together until the alcohol has completely evaporated.
4. Maintenance of personal distance
The risk of infection can be greatly reduced by maintaining an appropriate distance from infected people. Conversely, it can be said that the risk of infection is increased when people engage in social activities. (Usually, droplets fall within 1 to 2 meters of the person who emits them because they have a certain weight. In other words, the risk of infection is reduced if the person is more than 2 meters away.)
Restrictions on the entry of patients, wearing masks, and installing barriers, as well as maintaining social distancing, are intended to reduce the risk of infection, and it is necessary to take measures according to the situation.
- Methods
- The basic rule is to stay no closer than two meters from an infected person.
5. Cleaning and Disinfection
If an infected person touches a desk, doorknob, or switch after holding down a cough or sneeze or manually wiping the, the virus will stick to the location. Depending on the type and condition of the virus, the virus contained in the droplets will continue to be infectious to some extent at the location, but cleaning and disinfection can remove the droplets containing the virus.
- Methods
- In addition to the usual cleaning, as a general rule, the person in charge of the administration of the government office shall wipe down and clean the common areas of the government office, such as doorknobs, switches, stair railings, elevator push buttons, toilet flush levers, and toilet seats, which are particularly well touched by people, using water and detergent, and as a general rule, the work member of group (the person in charge of general affairs of each department, etc.; the same shall apply hereinafter) shall wipe down and clean the desks, tables, chairs, etc. in each section and room. The frequency shall be examined depending on the degree to which the patient is likely to be touched, but it is desirable to do it at least once a day.
- Wipe and clean the area around the infected person, areas touched, walls, floors, and cars used with disinfectant. Workers should wear a commercially available non-woven mask and gloves to disinfect them, if necessary. Wash hands with running water, soap, or alcohol hand rub after work. Wash work clothes used for cleaning and disinfection, wash brushes and rags with water, and do not touch them.
- As for disinfectants, sodium hypochlorite (* 1), isopropanol, and rubbing alcohol (* 2) are effective against influenza viruses. Spraying of disinfectants should not be performed because of the risk of incomplete disinfection, the possibility of virus levitation, and the health hazard to the disinfector.
* 1: For sodium hypochlorite, dilute the undiluted solution and use a solution of 0.02 to 0.1w/v% (200 to 1,000 ppm), for example, chlorine bleach. Disinfect the area by wiping with a towel or cloth soaked in the disinfectant solution, or soak the area directly in the disinfectant solution.
* 2: Isopropanol or rubbing alcohol
Disinfect the skin by wiping with a towel, paper towel, or absorbent cotton soaked in 70v/v% isopropanol or rubbing alcohol.
4-2 Response to Infected Persons, etc.
- Employees (*) with H1N1-like symptoms shall be requested to take sick leave and, at the same time, to refrain from going out.
* Regarding the symptoms of "employees with H1N1-like symptoms," "pyrexia of 38 ° C or higher, coughing, sneezing, pneumonia, etc." are assumed. If a H1N1-like influenza actually occurs, the Ministry of Health, Labor and Welfare shall promptly publicize the symptoms. In the case that it may be difficult to distinguish the symptoms from those of normal influenza, employees with H1N1-like symptoms shall be requested to take sick leave. In addition, employees who have symptoms but do not take sick leave and try to go to work may be asked to see a doctor for a temporary medical examination (Article 21 of the National Personnel Authority Rules 10-4). Based on the results of the examination, the employees shall be asked to take sick leave and focus on treatment and medical treatment. (In the case of patients with H1N1-like influenza or carriers of the H1N1-like influenza virus, they may be prohibited from working under Article 24, Paragraph 2 of the National Personnel Authority Rules 10-4.) At the same time, thorough self-restraint from going out is requested. - Employees who have been requested to refrain from going out, etc. as close contacts in accordance with the provisions of Article 44-3, Paragraph (2) of the Act on the Prevention of Infectious Diseases and the medical care for Patients with Infectious Diseases (Act No. 114 of 1998; hereinafter referred to as the "Infectious Diseases Act") shall be permitted to take special leave and shall be requested to thoroughly refrain from going out.
- In the event of an outbreak in a Government Building, the following shall apply.
- Have the affected person wear a mask and, depending on the situation of the affected person, wear a mask or other personal protective equipment.
- If the member of group is in the overseas outbreak period or in the early stage of the outbreak in Japan, contact the Returnees & Contact Persons Consultation Center (hereinafter referred to as the "Center") established in the neighboring health center, and if it is in the domestic outbreak period, contact the nearest hospital or clinic to confirm the response.
- The work member of group shall take the sick person to the medical institutions designated by the above organization by the medical institutions or the transport vehicle of the health center.
- During the overseas outbreak period and the early stage of the domestic outbreak, the Work member of group shall contact the Center and follow the instructions of the Center for employees who may have been in close contact with the infected person, such as those who have worked at the same workplace. Employees who have been requested to refrain from going out, etc. pursuant to the provisions of Article 44-3, Paragraph (2) of the Infectious Diseases Act shall be granted special leave for the period of the request to refrain from going out (up to seven days), and thus the Center shall have the said employees request special leave.
Chapter 5 Implementation of the Business Continuity Plan
Activate 5-1.
In the event of the outbreak of a new strain of influenza, etc. in Japan, the Digital Agency Response Headquarters shall decide to activate this Plan in close cooperation with the Secretariat of the Government Response Headquarters, and shall promptly make a transition to the personnel system, etc. determined in advance.
In the initial stage (overseas outbreak period, early outbreak period in Japan), operations other than those to be continued at the time of occurrence shall be reduced or suspended as necessary, assuming that the new-type influenza, etc. that has occurred is serious.
5-2 Responses depending on the situation
After the activation of the Plan, the personnel structure, etc. shall be changed according to the development of the situation in accordance with the Plan. In doing so, information on problems that have occurred in the course of business execution shall be collected by the Digital Agency Response Center and necessary adjustments shall be made.
5-3 Return to Normal Operations
If the Government Task Force declares that it has entered a period of lull, the Digital Agency Task Force will consider a transition to the normal regime.
Since there is a possibility that a second or third wave will come after a lull, consider responses to prepare for the second or third wave without relaxing infection control measures.
Chapter 6 Maintenance, Management, etc. of Business Continuity Plan
6-1 Cooperation with Relevant Organizations
In relation to the Plan, the Company shall ensure cooperation with ministries and agencies, local governments, etc., with which the Company has a business relationship, and shall actively coordinate such cooperation.
6-2 education and Training
In order to effectively implement the Plan, the Director (in charge of General Affairs) shall ensure that all employees are fully aware of the Plan. In particular, employees engaged in ongoing operations at the time of occurrence shall be made aware of and made aware of the response to be taken at the time of occurrence, and periodic education and training shall be conducted.
In addition, detailed education and training shall be provided to employees who need to take appropriate personal protection measures, such as employees who will respond to the occurrence of the disease in the government building.
6-3 Inspection and Improvement
In order to effectively implement the Plan, each department, etc. shall continuously update the plan for the personnel system, etc. by reflecting human resources information, etc.
This Plan shall be revised as appropriate when new knowledge on the new influenza, etc. is obtained or when the Government Action Plan, etc. is changed.
Chapter 7 Responses to the Declaration of a State Of Emergency and Other Government-wide Policies
In addition to this Plan, when a state of emergency has been declared pursuant to Article 32, Paragraph (1) of the Special Measures Act, a priority preventative measures has been issued pursuant to Article 31-4, Paragraph (1) of the same Act, or other government-wide policies have been announced depending on the spread of the novel influenza, etc., restrictions on work attendance and work methods will be flexibly reviewed as necessary in accordance with these policies.
