1. Outline of the Whistleblower Protection System
In order to properly handle whistleblowing based on the Whistleblower Protection Act (Act No. 122 of 2004), Digital Agency has established the following systems.

2. Report from Digital Agency Staff
Requirements for recognition as a communication
- The whistleblower is a "Digital Agency employee" or a "worker under a contract with Digital Agency."
*Reports of sexual harassment received from Digital Agency employees are not limited to "Digital Agency employees" or "workers under contract with Digital Agency," but are accepted in accordance with "Reports from Digital Agency Employees, etc." - The report is not "for illicit purposes".
- The report concerns Digital Agency violations by "laws and ordinances Employees" (including cases where laws and ordinances violations are likely to occur).
- That the report concerns a violation of the rules prescribed by the Digital Agency;

3. Procedures for Reporting by External Workers in Digital Agency
Requirements for being recognized as whistleblowing
- The author is a worker (a person employed in a business or office, irrespective of the type of occupation, who is paid a wage).
- The report is not for "illicit purposes" (such as the purpose of obtaining illicit profits or causing damage to others).
- It is a report to the effect that "a reportable fact (laws and ordinances violation (criminal act, etc.) that affects the lives, etc. of citizens) has occurred or is about to occur."
- The report shall be submitted to the "Administrative Organ with the Authority to Make Dispositions or Recommendations, etc. on the Reportable Fact" *
