(1) Arrangement of use cases and data items based on the previous discussion

Based on Material 1, Digital Agency explained the following about the support dependents by the cooperation of various data on demonstration projects.

To summarize the previous examples, the flow of data utilization is as follows.
(1) Primary filtering using digital data

There are four phases described above, and (2) and (3) were implemented in an integrated manner in many cases.
Regarding the differences in the cases of the previous examples, there were cases in which only existing data was collected, cases in which data newly obtained through a commissioned survey to a private sector company was also used, and cases in which analog information was mainly collected and judged through discussion.
In the field of data, there were cases in which both education and welfare data were used, cases in which education data was mainly used, and cases in which welfare data was mainly used.
As for the assessment system, there were cases in which the head office, especially the welfare Office, was the center, cases in which the education Committee or the school site was the center, cases in which an external cooperation organization such as Yotaikyo was utilized, and cases in which it was outsourced to an NPO corporation.
In use cases, it seems that the above options will be combined. In any local government, there were many opinions that the establishment of an outreach system by specialized staff is very important.
As a survey research related to education data items, we conducted a survey research on the ideal way of education information systems and a survey on the implementation status of local government data utilization in advanced education, etc.
In the investigation and research on the ideal way of education information systems, the whole image of information systems held by education Committee and schools was grasped, and main data items held by each system were identified, the possibility of cooperation of data items, and Issue for promoting information linkages were arranged.
We conducted a survey on the actual situation of education data utilization in developed local government, and found that it is used to grasp the current situation and to promote EBPM, to support individual students, and to understand class groups. Overseas examples include Denmark, where the national government acquires and manages data in an integrated manner; the United Kingdom, where data management is carried out in each region, but the Department of education periodically collects data through school censuses and special guidance facility surveys; and Florida, in the United States, where data is basically managed by each school district, but data from the school district to the state is integrated into information systems through automatic transmission.
In any case, unlike in Japan, a considerable amount of data items are obtained and used for various purposes such as budget allocation, school evaluation, and policy formulation.

(2) Progress of support dependents through cooperation of various data on demonstration projects, treatment of local government in the preceding personal data, and main issues related to this demonstration projects in the personal data Protection Act of after amendment

Based on Material 2, Digital Agency explained the announcement of support demonstration projects organizations and the handling of personal data in the preceding local government.

We invited applications from a total of 20 organizations to participate in the support demonstration projects from February 4 to 28, 2022. Of the applied organizations, three are prefectural governments, two are ordinance-designated cities, and three are core cities. A total of seven organizations were selected: Toda City in Saitama, Akishima City in Tokyo, Kaga in Ishikawa, Aichi, Amagasaki in Hyogo, Hiroshima, and Fukuoka in Fukuoka.
The budget is 730 million yen in total in the supplementary budget for fiscal 2021, and as the content of the project, the verification of data connections measures in validation and local government in Issue in terms of the purpose survey of data connections, necessary data items, systems, and operations is considered.
In the future, it plans to apply as a validation contractor in April and start demonstration in May and June.
As a follow-up to the First dependents Information and data connections Senior Vice-Minister Project, the Government is not considering the establishment of a database to centrally manage dependents information.
Regarding the handling of personal data in the preceding local government, specific efforts have been organized. There are local government, which has revised the personal data Protection regulation and stipulates the use of some information for purposes other than the original purpose, and local government, which has consulted and obtained approval from the personal data Protection Review Board established in each local government.
In FY 2023 and beyond, it will be implemented based on the digital society Conservation Law of after amendment under Article 51 of the personal data Formation Development Law. Therefore, it is necessary to consider future prospects with related ministries and agencies, especially Personal Information Protection Commission. We will proceed with consideration while informing local government.

(3) Child care support under the Children's welfare Act Revision Bill

Based on Material 3, Ministry of Health, Labor and Welfare explained the content of child care support related to the Children's welfare Law Revision Bill.

At present, a bill to revise the Children's welfare Law has been submitted to the National Assembly. The dependents Family Center under the bill will provide various support based on consultations from expectant and nursing mothers, child-rearing generations, and dependents, as well as information coordinated from consultation organizations in nearby child-rearing bases such as nursery schools.
The dependents Family Center is positioned as an organization to be established by reorganizing / integrating the dependents Family Comprehensive Support Center, which will be established from the viewpoint of the current children's welfare, and the Parenting Generation Comprehensive Support Center, which will be established from the viewpoint of the Maternal and Child Health.
With regard to the enhancement of support for families with children in municipalities, the first new project is the Visiting Support Project for Families with Children. This is mainly to support their lives by visiting them. To be specific, it includes children requiring support, Aid-requiring Child, their guardians, and Young caregivers. It is to visit their homes to provide information on childcare and support for housework and childcare. Examples of housework include cooking and cleaning.
The Child Rearing Support Base Project provides support for the location of children in a dependents other than school or home. The target is to establish a base as a location for children who are at high risk of abuse as a Issue for childcare environments, etc., or who have problems such as school refusal, etc., and provide a location, meals, and learning support.
The parent-child relationship formation support project promotes support for the establishment of parent-child relationships through lectures or group work.
Expansion projects include Short-Term Child-Rearing Support Services and Temporary Child Care Projects. Short-Term Child-Rearing Support Services will be made available for parents to enter and use with dependents. In addition, it will be clarified that Temporary Child Care Projects can be used for the purpose of reducing the burden of childcare.
The newly established project will be located in the area Child and Child Care Support Project.
It is scheduled to be enforced in April, 2024 (twenty twenty-five).

Based on Material 4, Digital Agency explained the draft outline of the summary of issues in this project.

I would like to summarize the purpose of data connections by utilizing use cases so that I can explain it in an easy-to-understand manner. In addition, I will summarize the target data items for demonstration projects in the future. Regarding the ideal system and system to realize data connections, I plan to summarize the issues on how to manage the data in each demonstration local government and how to create the system. I would like to examine the Issue of the system through demonstration projects, but I would like to implement it after summarizing the issues that can be summarized by the start of the demonstration.
As for demonstration projects, we would like to respond to the extent that we can connect it to a push type. We will share it with related ministries and agencies and consider measures. We will also consider holding a Senior Vice-Minister project team again if necessary.

As for the purpose of the project, it is important not only to find people with difficulties, but also to deliver concrete support.
It is necessary to improve various specialized human resources such as school social workers for support, but it takes time to develop them. It would be ideal if all area such as junior high school districts and elementary school districts eventually had specialized human resources, but as a mechanism to compensate for this, various efforts to support people who provide consultation support in area such as NPOs and People's Livelihood and Children Committee members are important. It is necessary to create child-rearing centers in combination with existing Civil Affairs Committee members and various area organizations, as well as public-private cooperation.
At the same time, in demonstration projects, we would like to ask that the management of data connections be handled appropriately by organizing and examining personal data's efforts, including who can use them, so that they can be understood by the residents.

The information data connections in dependents handled by this project team is an advanced initiative, so there are various Issue and issues as shown in the draft outline. We believe that more content will be added to this issue summary based on the results of demonstration projects, etc., and we would like to continue cooperation.
In addition to efforts to identify dependents and child-raising households, it is also important to improve support measures for identified dependents.
It is considered that the number of families with burdens and worries about child rearing is increasing due to the dilution of area relations and the nuclear family in recent years. The number of abuse consultations to child guidance centers was more than 200,000 in fiscal 2020, and the number of households with difficulties in child rearing is more apparent than ever.
Based on this situation, in order to strengthen support for families and prevent the occurrence of welfare, the aforementioned Children's abuse Law Revision Bill will be expanded in type and quantity, such as the establishment of the dependents Family Center, which provides integrated consultation support to all expectant and nursing mothers, childcare, families, and dependents, and the creation of domestic support.
In addition, in order to ensure that childcare support measures are connected to the dependents, etc. in need of support, the creation of a support plan was positioned as a task of the municipality, and content was also included to enable more push-type support when the municipality judges it necessary.
By combining these efforts with those related to data connections, we would like to further enhance support for dependents and child-raising households.

In order to promote information data connections on dependents, it is important to understand what kind of information is currently held by local local government, education Committee, and schools, what kind of Issue can be solved by linking these information, and how to handle personal data.
In Ministry of Education, Culture, Sports, Science and Technology (MEXT), we grasped the whole image of the information systems held by the education Committee and schools, and organized what data items are held.
Among the data items held by the education Committee and schools identified in this survey and research, we believe that there are data items that contribute to the discovery of poverty, abuse, and other dependents and families that truly need support, and proactive support that meets needs, which is the purpose of this project team.
In order to realize the cooperation between the education Bureau and the welfare Bureau, there are various Issue not only in terms of systems but also in terms of systems and operations. We believe that this data connections is a key initiative to enable the administration to provide detailed and prompt support to dependents and households with needs, and we will continue to actively discuss this issue.

I would like to further sort out the project purpose, data items, etc. of the draft outline presented as a draft proposal based on the efforts made by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) and the Cabinet Office.
Looking at the data connections and utilization of advanced cases shown by the Cabinet Office, I feel that it is not possible to apply the method of cooperation and utilization as a model to one type, and I do not think it is necessary to apply it. Based on these, I would like to further deepen the examination on the survey and research project related to data items, etc., and utilize it for demonstration projects in local government.
In addition, it is a major premise to protect personal data in data connections. We would like to clarify the purpose and system of demonstration projects and points to be noted regarding the protection of local government so that validation participating in data connections can work on personal data with peace of mind.
With the revision of the personal data Protection Law, it is time for each local government to unify the personal data protection systems stipulated in regulation and other prefectures. I would like to make sure that everyone involved in the support does not hesitate.
We would like to proceed with discussions in cooperation with relevant ministries and agencies toward the compilation of the report in May and June, including the above points.
As for the participating local government of demonstration projects, we received 20 applications and seven were selected. We will prepare quickly so that demonstration projects can start around the same time as the next event.
This initiative was positioned as an important project to support the system of Children and Families Agency by the Cabinet decision at the end of last year. We would like to finish it so that a certain mechanism can be provided by the time Children and Families Agency is completed.
