(1) Arrangement of use cases
Based on Material 1, Digital Agency explained the arrangement of use cases assumed in demonstration projects as follows.
- The purpose of data connections is to detect dependents and families in poverty, abuse, etc. that potentially need support at an early stage, and to connect it to push type (outreach type) support according to needs.
- In order to solve the problem, in previous cases, for example, for a Issue where data is stored separately, it is considered that early detection of a Issue in a difficult situation can be achieved by enabling each organization to cooperate with the data in the system and to provide appropriate support by cross-sectional data utilization, or by analyzing and judging the system for a dependents where it is difficult to detect abnormalities only by on-site personnel such as teachers.
- In use cases in Fuchu-cho, demonstration projects, which is a participating organization of Hiroshima Prefecture

In each stage, (1) has a Issue that the recognition of an abnormality in the dependents is delayed, it is difficult to judge whether or not to report, information sharing is delayed, or it is difficult to share the content of the response by the department in charge. (4) has a Issue that the effects of the support measures are not shared. - In (I) and (ii), it is assumed that risk assessments and judgments will be supported by linking data between systems, and that the time required for dependents operations will be shortened when determining support policies for each information linkages. In (iv), it is expected that the status change and progress record of the dependents will be confirmed by the system.
- The Summary of Issues (draft) explains the data governance system, but the parties shown in it are considered to be as shown in the materials for the use cases mentioned in the example.
- Furthermore, if we break down the efforts of the dependents data connections according to the flow, it can be arranged from recording the state of the dependents to implementing support based on the results of analyses and judgments. At each stage, it is assumed that the effects of the data connections are that it can be quickly shared among the parties concerned, that improvement in the assessment of specialists can be expected by linking information before and after school, and multi-faceted information on welfare, education, etc., and that continuous support in cooperation with the related departments becomes possible.
(2) Information on dependents and Summary of Discussion Points in the Senior Vice-Minister data connections Project Team
Based on Materials 2 and 3, Digital Agency explained the summary of issues (draft) in the project team of Parliamentary Senior Vice-Minister data connections on information on dependents.
- Based on the three rounds of discussions by the Senior Vice-Minister project team so far, a summary of issues (draft) was compiled.
- As a method of data connections for a dependents that is potentially in need of support, it is stated again that it is a method in which information and data that are distributed and managed by each local governments, etc. are linked, and it is not a method in which the national government constructs a database that centrally manages information and data.
- In previous cases and in the demonstration projects that is currently being worked on, analysis and judgment of a dependents in a difficult situation using digital data is performed as a supplementary step before conducting an assessment by humans. The basic flow is as follows:

Is obtained. - Regarding the concept of data items, we will scrutinize data items that are highly useful as dependents for early detection of data connections that potentially needs support.
- After thorough examination, the method of presentation will be organized so that other local governments can refer to it for nationwide operation. In addition, it is considered that sufficient consideration should be given to the labor and cost when local governments acquires data.
- Regarding the ideal way to realize data connections (system and treatment of personal data, etc.), it is necessary for multiple entities in the local governments to cooperate to build a system for appropriate management based on law, etc. to link information and data managed by the local governments, etc. To this end, it is important to work on building a data governance system.
- In particular, it is planned to be shown in demonstration project guidelines, which is currently being formulated. Regarding the data governance system, it has been arranged that it is important to advance efforts while ensuring the proper treatment of personal data, etc., while developing a check system for each party, after each party, i.e., the general management party, the possession and management party, the analytical party, and the utilization party, has established an appropriate division of roles and a responsible relationship.
- For the time being, we will present these guidelines as necessary for this demonstration projects. However, since the after amendment personal data Protection Law will be fully enforced in April 2023, we would like to make these guidelines so that each organization can continue to work on projects after fiscal 2023 under the revised personal data Protection Law. We will consider revising these guidelines by the end of this year.
- As for push (outreach) support efforts, it is necessary to develop a system that can deliver support in each local governments. Therefore, it is necessary to consider budgetary measures including the improvement of the arrangement of school social workers.
- At the same time, it is necessary to promote the establishment of the area Council on Support for Children and Young People, which is legally obligated to make efforts, and to consider organic cooperation with the area Council on Aid-requiring Child Measures.
- In addition, two points are described as Issue (measures for nationwide expansion) in terms of systems and operations.
- As an effort to standardize business data, when functions and data items that are useful nationwide are found based on prior cases and current demonstration projects, it is required to newly add them to standard specifications as functions that should be implementation in the system. In addition, when it is found that it is desirable to collect data on administrative affairs other than those subject to standardization in a common manner, it is necessary to promote efforts to standardize functions and data related to such administrative affairs.
- Regarding the issue of cross-sectoral identifiers in local governments and ensuring interoperability, if a common address number can be used in each local government, it may be used. In addition, it is necessary to organize identifiers through data connections so that appropriate demonstration projects can be performed.
- With regard to information linkages between different organizations in the event of a change of residence, etc., we would like to continue to conduct data connections so that appropriate validation can be made in consideration of demonstration projects.
- Finally, I have presented a summary of issues this time, and I would like to consider holding a Senior Vice-Minister project team if necessary while sharing the progress of demonstration projects, which is currently being worked on, with related ministries and agencies. In addition, if the dependents Basic Act and the Children and Families Agency Establishment Act, which are under deliberation, are passed, Children and Families Agency will be established on April 1, 2023. After the establishment of Children and Families Agency, based on the results of discussions conducted in Digital Agency, such as the summary of issues and demonstration projects, etc., it was arranged that Children and Families Agency will take the lead in promoting efforts in cooperation with related ministries and agencies.
(3) Support by linking various data on dependents Outline of demonstration projects demonstration projects Plan
Based on Material 4, Digital Agency explained the outline of the plan for demonstration projects.
- The outline of each business plan of 7 organizations participating in demonstration projects is explained.
- Toda City will conduct data connections mainly through the education Committee. After connecting with the welfare field, it will detect the signs of SOS issued by dependents and others and lead to support according to their needs.
- Akishima City aims to detect dependents in a difficult situation at an early stage through cross-data cooperation centered on the Child and Family Support Center.
- Kaga City will integrate education information and administrative information. It will provide support after analyzing and judging the signs of problems that have been individually grasped and problems that could not be grasped in the past based on the judgment logic.
- The Aichi Child Health medical care General Center records abuse noticed at the medical care site and signs of inappropriate upbringing as flags, and connects them to support.
- Amagasaki City will create a system that integrates the welfare system, which is an integration of the eight systems of the Mayor Bureau, and the education system, predict dependents that may be at high risk in advance, and provide preventive support.
- Hiroshima and Fuchu-cho provide preventive support by predicting risks based on various information related to the growth of dependents, such as welfare and education.
- By linking welfare and education, Fukuoka city will create a logic to determine who needs support after identifying data items related to risk, and will extract and support those who need support.
(4) Exchange of opinions
Senior Vice-Minister of the
- I would like to express my gratitude to Parliamentary Senior Vice-Minister for Foreign Affairs Nobutaka Kobayashi and the people of Digital Agency for their efforts in compiling the issues and contributing to the Senior Vice-Minister Project Team.
- I am aware that Digital Agency is using demonstration projects and survey research to organize efforts to understand the dependents in need of support.
- The Government of Japan requests the Government of the United States to once again recognize that this project will handle extremely sensitive information for the people, such as Children and Families Agency and welfare, as Minister of State Yoshihiko Noda answered in both houses of the Diet during the 208th Diet session on the Act for Establishment of education. We request the Government of the United States to continue to make efforts to obtain further understanding of the people.
- In order to deliver support to people in need, the Cabinet Office would like to consider a cooperation system with NPOs and Children's Welfare Commissioners, etc., in cooperation with Ministry of Education, Culture, Sports, Science and Technology (MEXT) and Ministry of Health, Labor and Welfare. For example, I heard that some community schools, which Ministry of Education, Culture, Sports, Science and Technology (MEXT) aims to double in three years, have already been participated by Children's Welfare Commissioners, Chief Children's Welfare Commissioners, etc., and I feel once again that there are various wisdom on the ground.
- Today, the Cabinet Committee of the House of Councilors passed a bill to establish the Children and Families Agency, which will be submitted to the plenary session tomorrow. If approved, the Children and Families Agency will start in April 2023, so we would like to ensure that necessary support is delivered, although it is sensitive information, based on cooperation with related ministries and agencies.
- By deepening the examination in the future, I would like to promote the information and data connections on dependents so that the people can truly feel the advantages.
Satoh Vice-Minister of Health, Labour and Welfare
- I would like to express my gratitude and respect to Parliamentary Senior Vice-Minister for Foreign Affairs Seiji Kobayashi and the people of Digital Agency for compiling this summary of issues.
- With regard to the concept of data items, the system for realizing data connections in local government, and the treatment of personal data, it is my understanding that validation through demonstration projects, etc., which is being conducted in Digital Agency, is continuing, and Ministry of Health, Labor and Welfare would like to continue its cooperation.
- On the other hand, Ministry of Health, Labor and Welfare is aware of the significance of the push type (outreach type) support efforts described in the Issues Summary, and proactive support is included in the Act on Partial Revision of the Children's welfare Act, etc. that was enacted on June 8.
- The content of the revision was explained at the previous Senior Vice-Minister's Project Team, but we believe that it is extremely important to have private sector organizations such as NPOs actively participate in the support field in order to realize the measures incorporated here.
- Ministry of Health, Labor and Welfare will continue to examine the details of the scheme with a view to its enforcement in April 2024. After April 2023, when the functions of the Child and Family Affairs Bureau will be transferred to Children and Families Agency, we will continue to cooperate so that support will be further distributed to dependents under the control of the Agency.
Ikeda Vice-Minister of Education, Culture, Sports, Science and Technology
- Through the discussions by the Senior Vice-Minister's Project Team, I would like to express my gratitude once again for being able to summarize the points of discussion on the direction of consideration and efforts in promoting information and data connections on dependents.
- In order to discover a dependents in need of support at an early stage and to be able to provide appropriate support, we believe that all the matters described in this Issue Summary are essential elements.
- In Ministry of Education, Culture, Sports, Science and Technology (MEXT), based on this summary of issues, we would like to secure a budget for the enhancement of the allocation of school social workers.
- We will continue to promote education data standardization and work to indicate to the education Committee and others by the end of the fiscal year the points to be noted in personal data so that the education Committee and schools can use the data with peace of mind.
- In cooperation with related ministries and agencies, we will make every effort to ensure that the philosophy of the dependents Basic Law can be realized.

- After three rounds of discussions, we were able to summarize the points of discussion. I would like to thank the Senior Vice-Minister and all the members of the Secretariat of each ministries and agencies who participated in the meeting. - Regarding the issues arranged this time, I would like to make a validation in demonstration projects of the seven selected organizations and create a path toward nationwide expansion.
- As mentioned by Senior Vice-Minister for Cabinet Affairs Akaike, to dispel concerns, the data connections in dependents discussed by the Senior Vice-Minister's Project Team is not under centralized management by the national government, but is an initiative that takes into account the data connections between departments in local government.
- In addition, it is a major premise to protect personal data in data connections.
- In this context, we would like to present guidelines in the future in order to clarify the purpose of demonstration projects, the system, and the points to be noted for local government protection so that validation participating in data connections can work on personal data with peace of mind.
- This time, we have compiled a summary of issues as a milestone, but we would like to brush up on it based on the knowledge and Issue obtained through demonstration projects.
- We believe that it is important to advance demonstrations so that we can show how Children and Families Agency should be by the time data connections is established, to hold Senior Vice-Minister project teams as necessary to share the situation, and to share information with the people.
