Digital Agency will be the control tower for the formation of a digital society aimed at realizing the sustainable and healthy development of the Japanese economy and the happy lives of its people. The expectations of the people of Digital Agency are extremely high, and Digital Agency has an extremely heavy responsibility.
At today's meeting, lively discussions and exchanges of views were held on matters such as "disciplinary action against employees and recurrence prevention measures" and "compliance training".
The results of today's discussions will be fully reflected in the formulation of various norms and rules in Digital Agency.

Disciplinary Action and Recurrence Prevention Measures for Employees
- In the private sector, I think that there are similar cases that have been punished more severely, but what kind of judgment was used to decide the details of the punishment?
(Statement from the secretariat that "the decision was made after comprehensive consideration, including daily work attitudes and responses after illegal acts, while referring to National Personnel Authority's' Guidelines for Disciplinary Action' and similar cases in the past") - What was the reason for not being able to grasp the illegal receipt for two years?
(Statement from the secretariat: "Although the staff member's superiors, etc. were aware that the staff member was mainly conducting telework, it was not possible to ascertain that the staff member had made a false report to the person in charge of commuting allowances, and the person in charge had also paid based on the staff member's report. We would like to prevent a recurrence by thoroughly ascertaining the actual situation of work.") - Shouldn't the system of human confirmation be eliminated as much as possible by linking attendance management with terminal location information, etc.?
- In recent years, when living at two bases and working vacation are recommended, it may be necessary to consider how "commuting allowances" should be.
- Considering the fact that there are many transfers in public officer and that people coming from the private sector receive training from their respective companies, it may be necessary to restrict them to some extent by regulations.
- This kind of illegal receiving is not a problem that can be dealt with by training, and it is necessary to control it or impose severe punishment when it occurs.
- Instead of having them work as part-time staff, shouldn't a "performance-based outsourcing" work style be considered as an option?

(Comment from the secretariat: "In addition to ensuring transparency by selecting companies that meet certain criteria, we are working to maintain competitiveness by increasing the number of target companies, and we recognize that arbitrariness can be eliminated.") - It is necessary to consider not only the technology but also the price, and it is also necessary to check the security so that products containing problematic items are not provided.
(Comment from the Secretariat: "There is a mechanism that allows us to determine prices by requesting quotations on an individual basis. As for security, in principle, we will procure SW registered with ISMAP (Security Assessment System for Government Information Systems) and treat it in accordance with each Ministry's IT Procurement Agreement.")
Participation in Procurement of Digital Agency by Concurrent Business Operators
