Material Description
Digital Agency looked back at the previous Review Meeting and explained Digital Agency's future response policies based on the history and arrangement of the discussions to date. The outline is as follows.
- For the transition to standard compliance system by the end of FY 2025, on the premise that standard compliance system is moving from development to the introduction and operation stage, local governments would like to fully support the facilitation of consensus building between the parties concerned by working on the preparation of references (recommended guidelines), etc. for certain matters to be coordinated between Digital Agency and the operators in terms of operation. We would like to ask for the continued cooperation of the members and observers. transition
- Regarding the creation of references (recommended guidelines), a questionnaire will be conducted for development business operators in early September, and regarding the further elaboration of cooperation specifications such as the latest flag and history number, the direction to be recommended will be organized and released promptly from those that have been agreed upon. In addition, regarding the Basic Resident Register operations that require cooperation with many operations, the contents that are frequently requested will be organized in advance.
- With regard to the provision of the list of main confirmation items, upon transition to standard compliance system, Digital Agency shall be provided with the cases that have already been adjusted to the extent possible, and after analysis, a list of main confirmation items that can be commonly used by business operators shall be prepared and provided. With regard to the sharing of prior cases, efforts shall be made to share prior cases related to the adjustment made between local governments and development business operators.
Questions and Opinions
The main questions and opinions of the attendees are as follows.
- Member : We would like to support and cooperate with the policies for the creation of the reference (recommended guidelines). In addition to matters for which problems will be revealed through inter-operator coordination, it is assumed that when local governments employees use the EUC function, etc., necessary information may not be obtained due to differences in rules such as the latest flag and history, and problems may be revealed. In addition, we would like to request that Issue be appropriately extracted from operators, etc. and examined, such as overall version management. In addition, what are the plans for future disclosure?
- Member : For operation by the end of fiscal 2025, it is unavoidable to proceed with adjustment between business operators based on the reference (recommended guidelines).
- Secretariat : In preparing the Reference (Recommended Guidelines), we will proceed based on the opinions of the business operator questionnaire. In addition, we would like to utilize the Issue Review Meeting on Common Functions, etc., such as sharing the disclosure schedule, and devise methods of communication.
- Member : After clarifying local governments's roles in inter-operator coordination, we would like local governments to explain carefully.
- Member : If it is reflected in the standard specifications after fiscal 2026, is the cost burden in the case of rework and financial support for local governments considered? In addition, I would like you to share the recognition of today's explanation with related ministries and agencies regarding data requirements and cooperation requirements.
- Secretariat : With various system configurations such as multi-vendor, we recognize that the roles that local governments plays in transition to standard compliance system and operation are important, and we would like to carefully explain it at the briefing for local governments scheduled in early September. Regarding the consideration of the specification after fiscal 2026, it is difficult to present a specific proposal at this point because the impact on cost will change depending on how much is specified, but we would like to make it easier for development operators and local governments to make a forecast. We would like to continue to share information with related ministries and agencies.
- Observer : At present, compliance with the cooperation requirements alone does not guarantee all interoperability. However, most of the aspects are covered. It is necessary to arrange the scope of the coverage that can be guaranteed, the scope of validation in the Government Cloud Priority Project, the scope of compliance confirmation by the compliance confirmation test, and the scope that must be clarified in the guidelines. We would like to cooperate in creating an environment in which there is no difference in interpretation of the cooperation requirements between business operators.
- Member : In the standardization by the end of FY 2025, the standard of the cooperation requirements is only to align the format, but there may be many parties concerned who do not recognize it as such. Is it possible to clarify it in documents, etc. so that a discrepancy in recognition does not occur?
- Secretariat : We would like to make it known that the compliance verification test confirms the standard of the data format and does not cover the interpretation of data items. In addition, although it is arranged that compliance with the standard of the cooperation requirements will help ensure interoperability, we would like to obtain an understanding of the necessity of adjustment of specifications and cooperation testing so that a difference in recognition does not occur.
- Member : Is it possible to consider relaxing the essential functions of the transition in some form because the burden of operating the system by the implementation deadline by the end of FY 2025 is large due to the implementation of adjustment between business operators?
- Secretariat : Issue is aware of this, and is considering future policies while understanding the current situation by conducting questionnaires, etc.
