Overview
(1) Results of the public solicitation of opinions on the Interim Report (Draft) and the Outline of the Interim Report of the Next Personal Identification Number Card Task Force
- Digital Agency explained the results of the public consultation on the Interim Report (Draft) and the Interim Report Outline based on Materials 1 and 3.
(2) Exchange of opinions
- In response to the explanation from Digital Agency, opinions were expressed by each member. Main remarks are as follows.
[Interim Summary (draft) as a whole]
- I participated in the WG and proceeded with the compilation work, but I think everything has basically settled down.
- Overall, there are many parts that are not significantly different from the previous time, and I think this direction is good.
- I think the interim summary proposal is very well done.
- In the future, new ones will come out, and Individual Number Cards will be easy to use for people who can't respond to digital so quickly, and people who are more used to digital will feel like they are moving forward. When creating an interim report and advancing various projects in the future, I think it is most important for Digital Agency and others to take a stance of making it more convenient and listening to the voices of users and related people.
- Assuming the current period and the period in which the next Individual Number Card will be used, the overall content is considered to be very balanced. In the latter half of the period in which the card will be used, digitalization will progress more, and I think that various discussions will occur when considering the card in the next period, but at this point, I think this is the best.
- The Individual Number Card is a hybrid or combined environment that includes both physical and cyber elements. If this point is carefully explained, the public will understand more about why the Individual Number Card is necessary. I think this notation is fine for the interim summary. However, since the Individual Number Card will be closer to cyber in the future, it would be good to consider this point and make an organized explanation in the future.
- I received a comment from the members about carefully explaining to the outside world. Material 2 describes it in more detail, but I think it is necessary for the Government to explain in an easy-to-understand manner what the discussions are aiming for regarding the purpose of using individual number cards and the purpose of expanding Japanese Public Key Infrastructure (JPKI).
- We believe that it is necessary to carefully explain the importance of widely utilizing Japanese Public Key Infrastructure (JPKI) as the infrastructure of digital society. In any case, it is not enough for the government alone to transmit information. Therefore, we would be grateful if experts could actively transmit information while taking into account their individual opinions.
- Based on the opinions heard from the members, we believe that there is no need to make any particular amendment to the proposed interim report. Therefore, we would like to keep the interim report as it is.
- There were some items to be continuously examined, but I would like to firmly work on them after the beginning of the New Year. To be specific, I think that the schedule for the introduction of the next card, the design of the ticket surface, and the ideal way of renewal are the remaining examination Issue.
- In order to prepare a "Final Report" with the end of the fiscal year in mind, the task force would like to hold another meeting at the end of the fiscal year to compile it.
- I think it is important for those who are familiar with it to communicate it to the outside world in various ways. In addition to the discussions at the task force, I would like to ask for your cooperation on the significance of Japanese Public Key Infrastructure (JPKI) and individual number cards, and I would like to continue to communicate the utility of them to the world. Therefore, I would like to ask for your continued guidance.
[1. (1) Matters to be stated on the face of the card]
- I can understand the opinion that it is better to keep the additional information column in consideration of the administrative aspect, so I think it cannot be helped to keep it. On the other hand, if the additional information column is expanded, there may be less room to put the security on the ticket from the viewpoint of the authenticity of the ticket. However, considering that the real Individual Number Card is distinguished by the ticket, we would like to consider installing a sufficient security on the ticket while leaving the additional information column.
- We received opinions on the additional information column and the security on the ticket, but we would like to make efforts in terms of design. In terms of smartphone installation, we are considering not only the installation of the E-Certificate, which has already released its service, but also the installation of the matters described on the ticket, and we believe that this will be a technical foundation for expanding the utility. We will naturally discuss the handling of the additional information column on the card thoroughly while making the smartphone installation successful, but in any case, we would like to advance our policy while carefully examining both the physical form of the card and the usability to be aimed at at the time of the smartphone installation.
- Based on the results of the public comment, if it is to be considered in the future that the Roman letters of the name should be written on the face of the card instead of the postscript column, it is considered that it is necessary to use the Hepburn method in principle for non-passport holders who do not hold passports, and to discuss with the relevant ministries and agencies in order to formulate more unified rules in the future on how to respond when they wish to write their name in a form other than the Hepburn method.
- We will continue to work closely together to ensure that passports and cards do not fall apart.
- Regarding the information to be stored in the IC chip, as a measure against linking errors, there are cases in which the input of the date of birth, the name in kana, etc. is required in addition to the My Number at the time of online procedures. Therefore, storing the reading of the name, etc. in the IC chip will lead to the prevention of input errors and the reduction of labor for the user. We would appreciate it if you could consider doing so.
- The name reading is to be mounted on the IC chip.
- It is understood that the details of the name, date of birth, and address on the ticket will continue to be the same as before. However, in particular, regarding the address, the address changes every time the person moves, and it is necessary for the municipality to enter the address in the additional information column. It is considered that entering the address on the ticket will be a Issue in the future. Since the government will make a development for an app that can read IC chips, if it becomes popular, the method of identity verification will change, and such details will also change.
[1. (2) (ii) User convenience, etc. for entering a personal identification number]
- Reviewing the system to reduce the number of password entries will improve convenience for users and promote online procedures, so we would like to ask you to consider doing so. In the future, we believe that eliminating the need to enter a password by using biometric authentication on a smartphone will further improve convenience, so we would like to ask you to actively consider doing so.
[1. (2) ③ Renewal of the J-LIS My Number Related System]
- Regarding the renovation of the J-LIS My Number-related system, the Interim Report includes a large number of development projects, and it is expected that many related systems will be renovated. Therefore, we would like to ask you to pay close attention to the details of the renovation and to ensure the consistency of the schedule.
[1. (3) (I) System for prompt issuance of cards]
- We are working on the integration of the residence cards and the Individual Number Card. The residence cards is a permit and is essential for foreign residents because they are required to carry it at all times with penalties. Therefore, we would like to ask you to continue to consider shortening the issuance period of the card that combines the Individual Number Card and the residence cards so that it can be issued at the same speed as or faster than the Limited Express.
[1. (3) (ii) How to renew]
- Regarding the online renewal of the E-Certificate for the current card, since it affects not only JPKI but also many related systems including business operators, the introduction period of the next card and the transition to the new code may be further delayed. In addition, since it is necessary to consider the institutional aspect of the issuance of the E-Certificate, we would like to ask for consideration from a wide range of perspectives, such as the development of a renewal system at municipal counters and post offices. We would like to ask for sufficient consideration so that problems such as the burden on the test process will not occur because the schedule is too tight and there is no time to respond when problems occur.
- The Government of Japan will continue to consider the ideal way of renewal, but if there is anything you can tell us at this point about the direction of consideration of the renewal procedure without coming to the window, please tell us.
- The details of how E-Certificate should be renewed have not yet been decided, but some members said that they would like to thoroughly consider it because there is a risk that the entire chart will be shifted to the back if it is rushed. Since many people acquired cards last year and this year, it is fine if they can make it in time for the fifth year renewal, but we will issue a direction to consider a method that does not have to go to City public office when renewing E-Certificate in the fifth year. However, we would like to leave the rest as Issue for consideration regarding the specific method of renewal and the introduction period.
- In extending the validity period of the E-Certificate to 10 years, the current RSA encryption, which is the recommended encryption by the end of 2030, will be transition to a method that can withstand a validity period of 10 years. Even if the transition of the encryption method is completed at the beginning of 2026, the current method will inevitably overlap by about three months in 2031, and there will be a problem of encryption compromise. We must consider measures to deal with this. I may not be able to give an answer here, but please tell us your thoughts on what policy you will take.
- It has been pointed out that RSA2048 is the recommended encryption until 2030, and if the introduction of the next card is delayed, the expiration date will be more than 2031 years when a new current card is issued. Therefore, regarding the fact that encryption must be used after 2031, we would like to consult with specialized organizations and experts on the extension of the use of encryption. In addition, when the E-Certificate of the current card is renewed, the E-Certificate of the current encryption method will be included in the current card, but since 2031 is approaching, from the viewpoint of convenience for the people and the administrative burden on municipalities, we also plan to recommend the acquisition of the next card when the E-Certificate is renewed. We would like to work together with related ministries and agencies and J-LIS.
[2. (2) Impact on card-using institutions, etc. due to the switching of old and new cards]
- I think it is important to convey the significance of this interim report in an easy-to-understand manner to general card users and institutions, regarding the use of two passwords and the impact on institutions, etc. due to the next card switch. Since consideration has been made to ensure that the security and use period of passwords are not affected, when the interim report is issued, it is desirable to provide accurate communication in various situations. It would be good to convey that it will ease the burden on the site and that it can be used safely and conveniently.
- Along with this change in specifications, it is expected that the system using Individual Number Cards such as e-Tax of the National Tax Administration Agency will need to be renovated. In addition, it is expected that there will be a certain period of time when both new and old cards must be handled. We would like to ask for information on securing a budget, the time of implementation, the method of transition, and the renovation schedule in advance, and we would like to consult with you about the content. In particular, more than 2000 people file final tax returns for income taxes and other taxes from February to March every year, and currently 60 to 70 percent of people use e-Tax. The utilization rate is improving year by year, and it is a procedure that has a significant impact on Individual Number Card users, so we recognize that how to smoothly overcome this is the Issue. From such a perspective, we would like to consult with you well.
- In the process of system modification, there are many related parties such as the National Tax Administration Agency, health insurance card, and others, and I have not been able to consult with J-LIS about drawing a specific schedule. However, while drawing a line chart, I would like to proceed while consulting not only with us but also with the users of the related systems about the consistency of the line chart.
- I understand that the content of this interim report is in consideration of the integration of Individual Number Cards and driver's license card, which is scheduled to start operation by the end of fiscal 2024, and I have no objection to it. I would like to continue to consult with you toward the introduction of the system.
- We are interested in whether the card reader introduced in medical institutions can be used continuously, and it is most important to be able to use it continuously, so I would like you to proceed with it. We would like to make efforts to spread and promote the use of Maina Health Insurance Card and to eliminate the Issue.

- I would like to ask if you can talk about the outlook for the introduction of the next card in 2026.
- With regard to the prospect of aiming for 2026, the basic requirements for cards will be finalized this time, and based on this, we would like to draw a firm line table. Since there is an inexhaustible time such as the time for procedures to acquire ISO certification, we would like to consider a schedule with feasibility in the future.
- In order to proceed with the development of the next card, we believe that it is necessary to revise the system and secure a budget. As I heard from the members earlier, a large-scale system renovation will be necessary, so we believe that it is necessary to consider a specific schedule, etc., while consulting well so that it can proceed smoothly.
- In local government, we are busy with the work of standardization of 20 services, and in such a situation, the operation of the office work of local government will be newly affected. Therefore, I think it is necessary to fully inform the people of local government, who are having great difficulty in the field, and then seek their understanding. While fully understanding the opinions of the people of local government, we will continue to deepen our discussions and make every effort to realize a better next Individual Number Card.
