- Local government has expressed several opinions from the perspective of the operation of the window and the burden on the residents, and we thank you for your consideration. I think there are still issues to be discussed, but we would appreciate if you could continue to consider them while taking into account the burden on the residents and the operation of the window.
[1. (1) Matters to be stated on the face of the card]
- Regarding the romanization of names, we believe that it is necessary to ensure consistency with the notation rules for passports, which are the only notarized romanization. We would like to thoroughly discuss this together with the relevant ministries and agencies.

In addition, it will be necessary to respond to the coexistence of the new and the old E-Certificate. Therefore, in promoting the development of the next card, we would like to ask you to pay close attention to the detailed examination of the details of the renovation, to ensure the consistency of the renovation schedule, and to ensure a sufficient testing period.

- It says that applications for renewal can be made one year in advance, but it does not say when it will actually be issued. Even if applications are accepted one year in advance, I would like you to decide in more detail when the Issue will be made. - I fully understand the purpose of requiring face-to-face contact. On the other hand, the burden on local government is expected to be quite large. I would also like to ask for financial support for securing equipment, places, people, etc. for card renewal.
- Regarding outsourcing to the post office, we would like to ask you to consider increasing the number of things that the post office can do.
- Regarding the renewal of the E-Certificate in the fifth year, we have considered various ways to make it fully online. However, we have decided that it will be difficult to make it fully online in comprehensive consideration of the need for terminals, on-the-spot assistance, possible confusion, etc. We will continue to conduct technical discussions, but we would like to ask you to make a final report in this way.
- It seems that there are considerable concerns on the ground in the municipalities. Regarding online renewal in E-Certificate, there are international standards such as NIST standards, so it has been difficult in some aspects. However, we would like to continue to examine how to reduce the burden on the municipalities.
[2. (1) Handling of E-Certificate for cards issued immediately before the issuance of the next card]

- The development of the next card will be accompanied by major improvements in various related systems. Needless to say, since the My Number Card is a card closely related to the lives of the people, it is extremely important to be able to smoothly make a transition to the next card. We believe that it is necessary to appropriately manage the schedule while taking into consideration the resources of the people involved in the development while consulting well with the J-LIS and the development vendor.
- At the National Tax Agency, systems such as e-Tax need to be upgraded. We would like to continue to receive extensive information so that we can take necessary measures in terms of system design and budget request. In particular, regarding this case, it is necessary to take measures to enable the system to use two types of cards, new and old, in parallel, and there are many matters to be considered, such as the handling of passwords. Therefore, we would like to consult with you carefully about the timing and content of the renewal.
- As a problem peculiar to national taxes, there is a final tax return from February to March every year, and many people use My Number Card with e-Tax. Since this is a procedure that has an extremely large impact due to the change in the specifications of the card, it is necessary to consider such a period. In addition, the core system of the National Tax Agency is scheduled to be extensively upgraded in fiscal 2026 (2026), and I think that it is necessary to think very carefully about updating it in parallel with this. Based on these points, we would like to consult with you carefully so that we can respond smoothly to the new card.
- It is stated that support measures will be considered due to the impact on card-using institutions associated with the switching of old and new cards. We would like to ask for continued consideration so that the burden on medical care sites does not increase.

- Regarding the introduction period of the next card, the transition of the card means that the entire system, including the code, will be changed, so it is very important to consider it as a considerable system transition. End users, or the people, can see the card, so it may seem like only the card will be changed, but regarding the system in the backyard, it is necessary to think very carefully about creating the same thing in a sense. I think we will all cooperate on this, so I think we will firmly integrate it under the lead of Digital Agency.
- There are many related systems, and the three large systems of Juki, Card Management, and Card Issuance must work together appropriately. Therefore, it seems that there are parts that I would like to proceed carefully and carefully on the ground. I would like to decide while taking a good balance.
- At present, preparations are underway for the integration of My Number Card and driver's license card, but when the next card is introduced, it will be necessary to renovate the police system. In this final draft report, it was stated that sufficient consideration will be given to the response of the related system. However, we would like to make thorough preparations from now on, so we would like to continue to receive information on the next card.
- We are preparing with related ministries and agencies to start using My Number Card cards outside Japan, which is scheduled to start at the end of May this year. In addition, we are planning to introduce integrated terminals at overseas diplomatic missions in the future, and we would like to respond firmly while looking at the relationship with the transition period of the next card.
- We will continue to consider the timing of the introduction of the next card. However, depending on the timing of the introduction, the response of the Health Insurance Claims Review & Reimbursement Services, which implements the online credential verification system, will be greatly affected. - As for the design, when the number of cases in which Japanese and foreign nationals overseas acquire cards increases, it is likely that there will be considerable variation in the notation of names and addresses. What will be done about this? Will the parts that can be displayed be displayed, and the parts that cannot be displayed be included in the card?
- As for the design, I considered various situations in which foreigners and Japanese living overseas would use it, as well as the situation when it was integrated with driver's license card. The more English language is considered in writing, the more difficult it is to see the design. Therefore, I was aware that even if I look at only English words, such as "Date of Birth," I would be able to understand what they are saying. On top of that, I am looking for a simple design with the fewest characters. The upper right corner of the card also has a Maina-chan that has disappeared and is written as "Japan Japan," but if you have any ideas, please let me know.
- I used to manage a repository of students at my university, but once I started accepting foreign students, I found that there were many people from countries where the first name didn't end with just the last name and name. If you interview the university, you may be able to get good data.
- There are people who have middle names, and people who have longer names if they use the alphabet, so I will ask them if they can really fit in.
- Regarding the design, I would like to leave a comment on the point that we would like you to decide the actual face of the card to be issued while carefully considering the balance with the face security. Considering the integration with the residence cards, I think that the possibility of a considerable number of counterfeit cards cannot be denied, and in that case, in the business of verifying identity only with the face of the card, it is necessary to make it possible to know at a glance whether or not it is really an individual number card, so I would like you to give sufficient consideration to that.
- I think it is as you have advised us about counterfeit card measures and ticket security. I will make it simple, but I would like to consult with the designer about the point that making it simple does not lead to the ease of counterfeiting.
- There is also the problem of braille. Regarding the design of the back side, I think it cannot be dropped when considering the response to people with visual impairments, such as universal design, so I would like you to continue to carefully consider it.
- On March 15, the Cabinet approved a bill to partially amend the Immigration Control Act, etc., concerning the integration of My Number Card and residence cards, and it has been submitted to the current Diet session. Regarding the integration of My Number Card and residence cards, since the matters to be stated on the ticket are legal matters, we would like you to understand that the design needs to be adjusted so that all the matters will be stated even if it is integrated with the next card.
- Regarding the ticket design, although it is just an image, we would like to ask you to consider the expansion of the additional description column described in the final draft, anti-counterfeit measures, braille support, etc., based on the opinions of the people concerned, including the local governments on site.
