Overview
(1) Interim Summary Outline (Draft) of the Next Personal Identification Number Card Task Force
Digital Agency explained the outline of the interim report (draft) based on Material 1, and then the members expressed their opinions. The main opinions are as follows.
[Interim Summary Outline (draft) as a whole]
- There were many points of discussion, and it was difficult to summarize all of them in a short time, but we believe that the general direction has been reached.
- Considering the period required for crypto implementation and the period for obtaining CC certification, there is a limit to what can be actually implemented, but we have advanced the discussion on what must be implemented.
- Although the schedule is not included in the outline (draft) of the interim report this time, I believe that we must reach a conclusion by the time of the final report, such as the introduction period of the next card.
- It is necessary to write a schedule not only for the card but also for the peripheral system, including whether the system that is actually using the My Number Card can make a transition properly.
- As for how it will change by becoming the next card, I think it should be presented including the fact that it will make local government's business easier.
[1. (1) Matters to be stated on the face of the card]
- At present, there is an opinion that it is troublesome if there is no description because the ticket is used. However, if there are various problems in the system due to transcription errors caused by transcribing the information submitted in the form of a copy of the ticket, etc., it is considered that there is a merit in holding the My Number Card and reading and recording the information electronically. Therefore, it is necessary to consider which is better in total. Based on this, it is necessary to collect and summarize your opinions by the time of the final compilation. We would like you to do so.
- For those who wish to use a My Number Card, their name must be written in Roman letters on the ticket. For those who already hold a passport, the name must be written in the same Roman letters as on the passport. For those who do not hold a passport, the name must be written in Roman letters in the same manner as on the passport, in principle, but it is necessary to formulate uniform rules among related ministries and agencies, including measures for those who wish to use a name other than the Hepburn name.
- In tax procedures, there are still people who prepare and submit tax documents such as tax returns in writing. At the window of the tax office, we are also implementing administrative work to confirm the My Number on the face of the My Number Card. Considering the situation that a certain number of people who perform procedures face-to-face or in writing are expected to do so in the future, we would like to ask you to consider writing the My Number on the face of the tax return as in the Interim Summary Outline (draft).
- If it is possible to expand the information stored in the IC chip, such as the furigana of the name, it will be possible to acquire information from the chip more accurately and conveniently in the system, for example, to prevent users from making input errors. From such a perspective, we would like to request that the Government of Japan continue to consider this matter.
- The plan is that the address will remain on the ticket, but there will be a window service to add the address every time the house is moved. In order to realize the digital society, while the One-Stop Counter / non-going window is being considered, I feel a sense of Issue that face-to-face window service is necessary due to the entry of the address on the ticket.
- In the matters to be stated on the face of the certificate, it is stated that the possibility of placing it on the back of the postscript column will be examined. However, if it is realized, the My Number, which is a specific personal data, and information for personal identification will be mixed on the back. Since it is expected that it will interfere with various procedural work that requires the submission of the face of the certificate, we would like to ask you to make a design under the system including that point.
- 4. With regard to apps that can read information and My Number, etc., it is necessary to take measures to prevent the centralized accumulation and outflow of personal data that has been read, and to develop public relations related to the security measures in a unified manner in the national and local local government.
[1. (2) (I) Ideal form of encryption method]
- It is quite understandable that the content of the code will be used for the time being.
- Along with the change in the encryption method, it is expected that the driver management system developed by the National Police Agency will also need to be upgraded. When considering the schedule for the introduction of the next card, we would like you to give sufficient consideration to the upgrade schedule of the related system.
- Overseas continuous use is about to start. The extension of the validity period of the E-Certificate will lead to a reduction in the number of times Japanese nationals living abroad will present themselves at embassies and diplomatic missions overseas, thereby contributing to reducing the burden on Japanese nationals living abroad.
- It may be necessary to modify the online qualification confirmation system, etc. in accordance with the modification or replacement of the related systems. However, it is requested that consideration be continuously given to securing sufficient time and providing information, including confirmation of the necessity thereof.
[1. (2) (ii) User convenience, etc. for entering a personal identification number]
- There are cases in which taxpayers abandon the use of e-Tax by forgetting the password of the My Number Card. As for the password for the next Individual Number Card, improving the convenience of users may lead to the convenience of online procedures at each ministry and agency. We would like to continue to consider the ideal password so as to improve the convenience of users.
- This time, the configuration of the AP has changed, and it is not necessary to enter the password when signing the AP after the password is entered when reading the AP and entering the matters on the certificate. Please confirm whether there is any problem in terms of identity verification.
- I feel that it will be easier to understand because the password will be organized into two large parts. The current E-Certificate password for signature uses uppercase letters of the alphabet, but there are cases in which the password is locked because lowercase letters are mistakenly used when entering information for various procedures. I would like you to consider how to set the password from the user's perspective.
- We understand that there is a time constraint in the system renewal, but could you please prepare the specifications and make a development after hearing the opinions of the municipal contact staff who use the system? The reduction of the burden of entering a personal identification number is also listed in the outline proposal, but for example, during the procedures for moving in, there are situations where we ask people to come to the contact point several times and enter their personal identification number each time they enter the relevant procedures. We would appreciate if you could give us time to hear the opinions of local government.
- There are many people who do not understand the difference between a 4-digit password and a password for signing, and confuse them. We believe that the best convenience is to set a single password on the card, and we would like to ask for your consideration. If you could consider improving the number of times the card is held up and the number of times the password is entered, the burden on the user will be reduced.
[1. (2) ③ Renewal of the J-LIS My Number Related System]
- The draft outline includes a large number of development projects, and many related systems are expected to be upgraded. We would like to ask you to pay close attention to the details of the upgrade so that we can focus on what is necessary for the introduction of the next card, and to ensure consistency in the schedule of the upgrade.
[1. (3) (I) System for prompt issuance of cards]
- Under the current system, it is difficult to issue all of them by limited express. Therefore, from the viewpoint of becoming a Trust anchor, it is meaningful to confirm the identity of the person once every 10 years. Therefore, it may be better to issue them by carefully confirming the standard procedure instead of limited express.
- We believe that it is important to promote the renewal of cards in a planned manner. We would like to consider extending the renewal period from the perspective of reducing the burden on applicants or municipalities.
- Regarding the further shortening of the card issuance period, it is important to discuss the issue based on the current personnel allocation, system structure, etc., to confirm the cost-effectiveness, and to consider it in coordination with the J-LIS.
- Regarding the integration with residence cards, residence cards has the nature of a permit for Issue when granting permission for status of residence, and is required to be carried at all times with penalties, which is extremely important for the social life of foreign nationals. Therefore, it is requested that consideration be given so that the integrated card can be issued in a short period of time, like the issuance of limited express.
- Regarding the further shortening of the issuance time, we would like to ask for thorough consideration, including cost-effectiveness, taking into account that the renewal of cards will be the main issue in the future, and that those who really need early issuance of cards, such as newborns and those who have lost their cards, will be dealt with by limited express issuance.
- From the perspective of citizens' needs, we believe that it is best for cards to be issued immediately. We would like to see a long-term study of a mechanism that would allow immediate issuance.
[1. (3) (ii) How to renew]
- In light of the revision of the Post Office Business Handling Law this year, we are proceeding with the renewal of cards for card applications at post offices. We would like to further consider this matter based on the legal arrangements so far.
- Regarding the renewal of the current card in E-Certificate, it is necessary to consider how to respond to the peak of many renewals. Therefore, we would like to promote the development of a renewal system at municipal counters and post offices as described in the draft outline.
- It is my understanding that increasing the number of online procedures, such as smartphone, that can be performed only with one's own terminal will contribute to the spread and promotion of use of My Number Card, and Japanese nationals living abroad will also be able to enjoy significant benefits. In this regard, I would like to ask you to continue to consider a system that also takes into account those who move out of Japan.
- Regarding the consideration of online renewal, in addition to the impact on many related systems including business operators, it is necessary to consider the institutional aspects related to the issuance of E-Certificate. We would like to ask for consideration from a wide range of perspectives, such as the development of a renewal system at municipal counters and post offices.
- Although there is recognition of the necessity and importance of identity verification at the time of card renewal in the 10th year, it would be appreciated if the procedures for the entire card, including not only renewal but also online procedures, and procedures at the counter, are organized.
- It is considered that the validity period of the E-Certificate and the simplification of the password will greatly improve convenience for the people and the local local government, so it is a very welcome direction.
- Regarding the use of post offices in My Number Card, the scope of business handling has been expanded due to the revision of the Law. However, it is not possible for post office employees to confirm their identity at the time of Issue, etc., and it is necessary to confirm the identity of local local government employees online. This will cause inefficiencies for the people, post offices, and local local government.
- In light of the fact that many people own cards, we would like to ask you to consider completing your work only at the post office.
[2. (1) Handling of E-Certificate for cards issued immediately before the issuance of the next card]
- When the E-Certificate of the current card, which will be issued immediately before the issuance of the next card, is renewed, it is said that the transition to the next card is recommended. I assume that the expression "recommended" is used because the card is made at the request of the people. However, I would like to ask all countries to create a momentum in which the people will naturally choose the transition to the next card.
- It is concerned that if all current cards are switched to the next card at the same time, people who want to issue cards will rush to the counter.
[2. (2) Impact on card-using institutions, etc. due to the switching of old and new cards]
- Page 5, 2 (2): Regarding the response to software on the user's terminal side, support measures such as the provision of software seem to be appropriate, but it is necessary to promote public relations to the user institutions at a fairly early stage.
- In order to integrate My Number Card and driver's license card, the equipment maintained by the prefectural police may be affected. Therefore, in the future, we would like to closely cooperate and consider specific support measures to reduce the burden of response on the user organizations.
- At the medical care site, more than 90% of medical institutions and pharmacies have already started using card readers with facial recognition. We would like to ask for continued consideration so that the switch will be made to further improve convenience so that there is no excessive burden on people who receive medical care at the medical care site and at the My Number Card, and we would like to continue to participate in the study from such a perspective.
- We would like to request the disclosure of the specifications as soon as possible because the impact on the systems in operation in local government is considered to be caused by the impact on the institutions using the cards due to the switching between the old and new cards.
[2. (3) Free space of IC chip]
- If the license AP is installed in the IC chip in advance and the My Number Card is issued, the license holder does not have to wait for the AP to be installed at the police window, which contributes to improving convenience. Therefore, we would like you to consider it positively.
- You explained that it is difficult to increase the memory size of IC chips, but I understand that specific specifications for the allocation of memory will be examined in the future. Regarding the integration with residence cards, we are considering improving the convenience for foreign residents, but we would like to ask for your consideration as much as possible for the size of the AP area in residence cards.

- In addition, in some cases, financial institutions are required to take oblique photographs of My Number Card when confirming identity. Is there any room for some ingenuity in cards so that users can take photographs smoothly?
(2) Exchange of opinions
In response to the explanation from Digital Agency and the remarks from each member, opinions were expressed by each member. The main remarks are as follows.
- Overall, I think the outline is very well organized.
- By making it the next card, it is necessary to firmly grasp how much impact it will have. I think the summary this time is well done, but the impact as a whole system is mentioned as a concern, so I may consider it here, but I think it is necessary to look at the overall feeling again, such as the total chart and schedule.
- First, we received many opinions that we would like to clarify the schedule, including the surrounding circumstances. Second, we received opinions on the allocation of chip space. Third, we shared a common point about how we view digital completion. Fourth, we received several opinions about the issuance period. Finally, we heard whether we could reduce the number of times we hold the card.
- In proceeding with the renewal of My Number Card, there is something that should be summarized at this point in time in a balanced manner from three perspectives: backcasting from the assessment of peripheral effects and setting a firm schedule, balancing the future of digital technology and business practices, and taking into account the circumstances of peripheral systems.
- We had the impression that many people agreed with the content of the interim summary outline (draft).
- In the end, I think the problem is the schedule. There are many development items, and there is a risk that it will be delayed.
- From the perspective of an expert, the overall impression is the most important, so I would like you to carefully examine the entire system and summarize it, including the final schedule.
- I don't think there were any major objections. In principle, would it be all right to proceed as follows?
- Thank you for your positive discussion. I think the impact on municipalities is also very important. I would like you to deepen your discussion along the points, including such a perspective.
- In your opinion, there will be no revision to the interim summary outline (draft), so we will keep it as the interim summary outline.
- After the following week, as soon as the preparations are completed, public comments will be made on the outline of the interim report, and based on the results, the Secretariat will prepare an interim report (draft) and present it at the third task force meeting.
