Bill to amend part of Act on the Advancement of Government Administration Processes That Use Information and Communications Technology

Purport
Necessary provisions will be established in order to promote the effective and efficient development and operation of information systems related to the implementation of national and local government affairs through the appropriate and effective use of cloud services.
Overview
1. Development of regulations for joint use of cloud services by the State and non-State parties
- In order to promote the development and operation of public information systems (information systems related to the implementation of administrative affairs of the national government or local governments) that utilize cloud services appropriately and effectively, the national government must take necessary measures to enable the national government and non-national parties to jointly use cloud services.
2. Duties and Obligations of Administrative Organs to Consider the Use of Government Cloud
- When national administrative organs, etc. intend to develop public information systems, they shall review the use of the Government Cloud developed through the measures in 1. from the viewpoint of effective and efficient development and operation, and shall develop public information systems based on the results of the review.
- Administrative organizations other than national administrative organizations are required to make the same efforts as above.
- The national government shall take necessary measures such as the provision of information in order to support the consideration of its use (stipulated as a national obligation).
3. Development of regulations on the storage of money related to the joint use of cloud services by parties other than the national government
- When it is stipulated in a contract with a cloud service provider (CSP) concerning the use of the government cloud that the Digital Agency shall receive payment from a person other than the national government for the government cloud usage fee payable by the person other than the national government to the CSP and deliver the payment from the Digital Agency to the CSP, the Digital Agency may retain the cloud usage fee.
