On Thursday, September 1, 2022, the G20 Digital Economy Ministers' Meeting was held in Bali, Indonesia. Minister for Digital Transformation Kono participated in the meeting on the theme of "Cooperation towards a more inclusive, stronger, and sustainable digital transformation to achieve a resilient recovery."
At the G20 Digital Economy Ministerial Meeting, which was chaired by the Indonesian government and held under the theme of "Recover Together, Recover Stronger," which is also the theme of the entire G20, discussions were held on digital transformation, including three issues: (1) connectivity and COVID-19 recovery, (2) digital skills and literacy, and (3) reliable and free data flow (DFFT) and cross-border data flow.
At the Digital Economy Working Group (DEWG) held prior to the Ministerial Meeting, the Ministerial Declaration was not adopted due to the failure to reach an agreement on the discussions related to the Ministerial Declaration. It is expected that a Chairman's Statement will be issued by Indonesia, the Chair country, at a later date.
Minister for Digital Transformation Kono, Vice-Minister for Internal Affairs and Communications Tsuge and Parliamentary Vice-Minister for Minister of Economy, Trade and Industry Nagamine participated in the meeting.
During the meeting, Minister Kono made a statement following the previous Presidency (the Republic of Italy) and the next Presidency (the Republic of India). On this day, which marks the first anniversary of the establishment of Digital Agency, Prime Minister Abe conveyed what kind of digital policies are being implemented in Japan, the cooperation between the Government of Japan and Vision for a Digital Garden City Nation, and the state of digital transformation of society as a whole, using "Digital Extraordinary Administrative Advisory Committee" and "local government" as examples.
In addition, regarding DFFT, which Japan proposed at the Davos Conference in 2019 and which was endorsed by the leaders of the participating countries at the G20 Osaka Summit, Japan conveyed its thoughts toward the 2023 G7 Meeting. In particular, I stated the significance of securing Trust, which supports DFFT, and promoting data utilization. I also stated that in order to realize the smooth cross-border transfer of data, it is necessary to enhance the interoperation of international regulation, systems, etc., while respecting the different ways of data governance in each country. I also proposed the establishment of stronger and more effective international cooperation and collaboration. As a result, I deepened mutual understanding among the participating countries and led active discussions.
