Signing ceremony for the Memorandum of Cooperation in ICT and digital reform was held with the Kingdom of Belgium

On December 5, 2022, KONO Taro Minister for Digital Transformation held a meeting with Mathieu Michel, State Secretary for Digitization, in charge of Administrative Simplification, Privacy and Buildings Administration attached to the Prime Minister of the Kingdom of Belgium, and held a signing ceremony for the Memorandum of Cooperation between the Digital Agency of Japan and the Federal Public Service for Policy and Support (BOSA) of the Kingdom of digital reform in the Field of Information Communication Technology and Digital Transformation (MoC). In addition, in conjunction with the signing ceremony, experts in the digital field from the Federal Public Service for Policy and Support (BOSA) of Belgium (BOSA) visited Japan to build a cooperative relationship based on the Memorandum of Understanding, and exchanged opinions with officials and shared practical and technical knowledge in Digital Agency. 1. Overview of the Meeting and Signing Ceremony
Minister Kono said, "I welcome your visit to Digital Agency. Your country has advanced examples that will be very helpful for eID in promoting the spread of public service and promoting digitalization and digital transformation in society as a whole, including the world-leading digitalization of My Number Card, such as the issuance of public service cards to all citizens, and deep involvement in projects such as the EU's ID wallet. We have started to share knowledge and experience at the working level with your country, BOSA, and we would like to build a closer cooperative relationship with the signing of this MoC toward the provision of better and the realization of digital society." In response, Secretary of State Michelle Obama said, "I am pleased to meet you today. You are a country that is active in social implementation of advanced technologies, and there are many examples to learn from, such as the use of applications and Web3.0. I recognize that Belgian BOSA and Japanese officials in charge of digitalization have been cooperating with each other for a long time, and that the MoC to be concluded today is based on this foundation. Digital Agency is promoting the spread of My Number Card, and I would be grateful if the examples of eID and e-wallets in Japan would be helpful. Belgium is working toward smart nation, and by concluding this MoC, we would like to connect to the provision of better digital services for both parties through the sharing of knowledge."
This was followed by a signing ceremony for the MoC between Digital Agency and BOSA.
2. Outline of the Memorandum
Purpose
Digital Agency, Japan and BESA, the Kingdom of Belgium, will establish a cooperative relationship in the digital field.
Scope of cooperation
The main areas of cooperation include, but are not limited to, the following:
- Cooperation and sharing of best practices in policy, technology and research related to ICT & amp; DT, with particular emphasis on:
- eID & eWallet
- Cross-border interoperability
- Privacy & Data
- Green IT
- Vision for a Digital Garden City Nation / smart cities
- New Technologies: IoT, Robotics
- Cooperation in the area of e-governance and e-public service delivery through the sharing of best practices, participation in conferences, research visits and exchange of experts
- Exploring the possibility of establishing Japan-Belgium information technology cooperation through business exchanges, joint research, knowledge sharing and other bilateral initiatives
- Cooperation in all areas on the topics of the elements of the EU-Japan Digital Partnership
Cooperation period
This MoC begins on the date of signature and cooperation under this MoC will continue for a period of three (3) years from the date of signature (renewable by mutual written consent).
