Digital Marketplace (DMP) testing Site Launched Search Feature for public authorities

On February 29, 2024, we released Digital Marketplace (DMP) testing version site 's public authorities and general software and service search function.

DMP is an initiative by public authorities that aims to speed up the procurement of SaaS's cloud software (Digital Agency) and diversify procurement destinations by the entry of various vendors.

The search function added this time can search for software and services registered by the function * already released for business operators.

1. Background of DMP Study

In Digital Agency, we aim to create an environment for the provision of user-centered services and the introduction of new technologies by public authorities and local government. To this end, it is important to review the public procurement process and eliminate the information asymmetry in the procurement market, and to build a mechanism for procurement in which public authorities and local government can more quickly procurement software and services and various service providers can enter.

From this perspective, Digital Agency is considering the introduction of DMPs. In 2022, an open task force consisting of public authorities, IT vendors, experts, and others was held to discuss how DMPs should be in the country. The recommendations based on the discussions were reported to the Digital Agency Information Systems procurement Reform Study Group hosted by Digital Agency, and on March 10, 2023, the final report was compiled along with the direction of future discussions on DMPs. Based on these, in fiscal 2023, demonstration projects provided the DMP testing site.

2. procurement target assumed by DMP

DMP assumes that Cloud Software (SaaS) and the services of a sales company that supports the introduction of Cloud Software are subject to procurement. Services, etc. accompanying software and hardware provided by Entrusted development are not assumed to be subject to procurement.

3. Desired Mechanism and Expected Effects of DMP

In DMP, software companies and sales companies first conclude a basic agreement with Digital Agency, and then register the software information to be provided to the catalog site and the service information incidental to the sales.
In addition, public authorities will search and narrow down software and services according to procurement specifications, and public authorities and local government aim to be able to make individual contracts using the results as evidence.

4. About DMP testing Site

When procurement mode is ON, searches for specific keywords and company names are restricted from the viewpoint of fairness in procurement.
When the procurement mode is OFF, it is possible to search by various conditions such as software name and vendor name. Please use it when conducting a technology trend survey or collecting information on procurement.

The difference between procurement mode ON and OFF is as follows.
