In Digital Agency, we will start efforts to draw an overall picture (map) toward implementation of contracts and settlements between companies that can be converted into data and understood in real time.

Background and Objectives

In the "digital society for the Realization of Priority plan" decided by the Cabinet on Friday, June 18, 2021 (2021), contracts and settlements are designated as one of the areas in which mutual cooperation between information systems across industries is important.

In addition, at the first Council for the Promotion of a Digital Society held on Monday, September 6, 2021 (2021), the contract and settlement field was listed as "the main item in digital reform for the time being."

In response to the above, Digital Agency asked the Information-Technology Promotion Agency (IPA) to consider an overall picture (map) of contracts and settlements between companies in implementation that can be converted into data and grasped in real time based on the Act on Promotion of Information Processing (nineteen seventy Act No. 90).

Overview

In response to a request from Digital Agency, IPA will hold a "Contract and Settlement Architecture Review Meeting" with the Digital Architecture Design Center (DADC), which is composed of a group of experts who bridge the public and private sectors, as the secretariat. The first review meeting is scheduled to be held on Wednesday, October 13, 2021 (2021) from 13:00.

Details of measures

In line with the spread of electronic invoices, in order to improve the effectiveness of corporate accounting processes for instant and frequent contracts in B2B transactions and the settlements that support them, we will develop data standards necessary for a one stop solution through demonstration. At the same time, we will promote efforts by industry and the financial community to utilize the Zengin EDI system.
In addition, looking at the medium to long term, the government and the private sector will work together to develop standard specifications to realize the overall architecture of contracts and settlements, including improvements in productivity by SMEs through the dissemination and promotion of electronic ordering systems, and the sophistication and efficiency of payment and settlement systems.
