Since incidents and responses to them are becoming more advanced and complex, we are promoting the securing of cross-sectional IT governance through comprehensive operation and monitoring with the aim of faster understanding and judgment of operation status and early recovery by flexibly cooperating and supporting individual monitoring.

What is Comprehensive Operation Monitoring?
Comprehensive operation monitoring in Digital Agency is a mechanism to support IT management * 3 of each system from the roles of the second line * 1 and the third line * 2 in the three line model Digital Agency of of . We aim to realize IT governance * 4 in Digital Agency by constructing and operating a comprehensive operation and monitoring system that comprehensively understands the service operation status of the entire system in Digital Agency.

Comprehensive Operation and Monitoring System
The Comprehensive Operation and Monitoring System performs external monitoring * 5 of government information systems managed by Digital Agency. The confirmation results of the operation information of each system obtained by the external monitoring are stored in the database of the Comprehensive Operation and Monitoring System, information analysis is performed, and the analysis results are displayed on the dashboard.
The analyst in charge of General Operation Monitoring checks the overall operation status from the information analysis dashboard of the General Operation and Monitoring System. On that basis, the analyst comprehensively analyzes the monitoring and observation information of each other system, and shares the analyzed results with the Digital Agency Management Office (PMO * 6, executives, etc.) and the PJMO * 7 of the target system as necessary. In addition, the Digital Agency Management Office and the person in charge of each government information system can always check the system operation status from the information analysis dashboard.
As a result, it is possible for the Headquarters to understand the entire situation and provide policy instructions to the PJMO, and for the PJMO to quickly understand problems and support problem resolution.

In order to support cases where it is difficult for the operators of each system to understand the impact on the services provided, such as when the services provided by government information systems consist of multiple systems (including the Internet and external services), the operation status of different systems in the Digital Agency will be monitored in a comprehensive manner. - Understanding of user perspectives and objective service provision status
The operator of each system grasps the status of system operation as the first line * 8 that is responsible for providing services to users and managing risks. In addition to system operation, comprehensive operation monitoring grasps the status of service provision from the user's perspective. Therefore, comprehensive operation monitoring grasps the status of service provision independently and objectively from the operator of each system as the second line / third line that supports the first line. - Response support for the entire Digital Agency in the event of an incident
Support the identification of the scope of impact and system relevance when an incident occurs. This enables the entire Digital Agency to quickly and effectively respond to the incident in cooperation with the operators of each system where the incident has occurred. - Raise the level of operational quality of each system
The service provision status shall be grasped independently and objectively, and the service provision status shall be periodically fed back to the operator of each system. Through the feedback of the service provision status, the operation quality level by the operator of each system shall be improved.
