Q1. What is the purpose of this roadmap? What is the purpose of using the education database?

Based on the mission of "a society in which anyone can learn in their own way, anytime, from anywhere, and with anyone," the roadmap summarizes issues and process charts for transforming education into a learner-centered Issue and creating environments in which teachers and staff can face children by using digital means. For example, it is expected that education data utilization will enable learners to choose teaching materials and learning methods that are suitable for them, and teachers will be able to detect children with use cases at an early stage and find teaching materials suitable for children in their charge. Specific examples have emerged, such as the efforts of Osaka City's "Children and Students Board" and Saitama Prefecture's "Individual Advice Sheet." In the future, related ministries and agencies will continue to create and transmit such Kyushu.

Q2. Does the government intend to centralize the management of personal education records?

The government is not considering centralized management of personal education data, including learning history. For example, on page 11 of the Roadmap, it is clearly stated that "distributed management is basic" for each entity (party), such as school, local government, and private business, and the government is not listed as a party involved in the utilization of the same page. In addition, in the section on data connections, such as education, Childcare, welfare, and medical care, regarding dependents, it is clearly stated in red that "the government is not considering building a database to centrally manage information on dependents."

Q3. Does this roadmap make it easier for governments and education to use personal private business data?

The aim of the roadmap is to ensure technical interoperability between related organizations and facilitate utilization by standardizing the format of data, which is inconsistent between schools and local government, and it goes without saying that such utilization will be carried out in accordance with the rules of personal data protection. In this regard, the roadmap clearly states in red that "as a general rule, cooperation between institutions in personal data, etc. will be provided with the consent of the Principal, except for cases based on law, etc." and clearly states that "persons who utilize education data in public authorities, local local government, research institutions, private business, etc. will ensure the proper treatment of personal data, etc. under the Act on the Protection of personal data (including amendments based on the digital society Formation Development Act)."

Q4. Isn't it possible for data to lead to the visualization of internal thoughts that the person does not want, or for data to lead to the selection of individuals?

In order to prevent malicious data utilization, the roadmap clearly states that "We will not use education Data to screen out individual students or visualization internal parts of their beliefs and values that they do not want to disclose to the outside world."

Q5. Do you use My Number as a learner's ID?

At present, the Government has not made any specific decisions on the identification (ID) of learners, and the use of My Number (Individual Number) is not stated in the roadmap.
