1. Matters to be publicly offered
- Subject: Outsourcing of settlement agency services related to cashless payment using the Common Government Settlement Platform
- Contract period From the date of execution of the agreement to March 31, 2024
2. Qualifications, etc. necessary for persons participating in the public offering
A person who does not fall under the provisions of Article 70 of the Budget Settlement and Accounting Ordinance.
In addition, this shall not apply to a minor, a person under curatorship, or a person under assistance who has obtained necessary consent for the conclusion of a contract.A person who does not fall under the provisions of Article 71 of the Budget Settlement and Accounting Ordinance.
A person who is rated A, B, C, or D in the "Provision of Services, etc." of the 2022 / 05 / 06 Ministry and Agency Uniform Qualification and has the qualification to participate in competition.
A person who is not in the period of suspension of designation in each ministries and agencies, etc.
A person who does not fall under the following Persons Excluded from Organized Crime Groups:
A person who is ineligible to be a counterparty to a contract
- In case that an officer, etc. of a juridical person, etc. (meaning an individual, juridical person or organization) (in the case that such officer, etc. is an individual, in the case that such officer, etc. is a juridical person, an officer or a representative of a branch office or business office (meaning an office with which a contract is always concluded), or in the case that such officer, etc. is an organization, a representative, director, etc. or any other person who is substantially involved in management) is an organized crime group (meaning an organized crime group prescribed in Article 2, Item 2 of the Act on Prevention of Unjust Acts by Organized Crime Group Members (Act No. 77 of 1991); the same shall apply hereinafter)
- In case that an officer, etc. has used, etc. an organized crime group or an organized crime group member for the purpose of attempting to obtain illicit benefits for such officer, etc., the company of such officer, etc., or a third party, or for the purpose of damaging a third party
- In case that an officer, etc. has directly or actively cooperated with or been involved in the maintenance or operation of an organized crime group, such as by supplying funds, etc. or providing benefits to an organized crime group or an organized crime group member
- In case that an officer, etc. has unjustly used, etc. an organized crime group or an organized crime group member while knowing that such officer, etc. is an organized crime group or an organized crime group member
- In case that an Officer, etc. has a socially reprehensible relationship with an organized crime group or an organized crime group member
A person who acts inappropriately as a counterparty to a contract
- A person who makes a violent demand
- A person who makes unreasonable demands beyond legal responsibility
- A person who uses threatening words and actions or violence in relation to transactions
- Any person who obstructs the operations of a Contract Officer, etc. by the use of fraudulent means or force
- Any other person who performs acts similar to those set forth in the preceding items.
Not to be the counterparty to subcontracting or recommissioning knowing that he / she is a person excluded from the aforementioned organized crime group.
Documents, etc. submitted by persons who are not eligible to participate in the public offering described in 1 to 6 above shall be invalid.
A person who satisfies the conditions listed in the Written Specifications.
3. Issue Location of Written Specifications, etc.
Those who wish to participate shall download the following related documents, check the content, and if the specifications are met, submit the necessary documents such as an application form by the deadline for submission.

The form shall be arbitrary, but the expenses related to (I) through (iv) of "4 (1) a" of the procurement Written Specifications shall be clearly indicated as a breakdown. In addition, the expenses related to "4 (2) a" of the procurement Written Specifications shall be no more than 370,000 yen.

6. Method for Determining Contractors
- Method of examination
In the case where there is only one business operator who satisfies the requirements described in the procurement Written Specifications, a discretionary contract shall be executed with such business operator. In the case where there are multiple such business operators, an examination shall be conducted based on the selection criteria set forth in Attachment 1, and the business operator with the highest score shall be determined as the counterparty to the contract. In the examination, hearing examination, addition of materials, etc. may be requested as necessary. - Notification of Examination Results
All parties will be notified of the results of the audit no later than Wednesday, February 8, 2023.
7. Invalidation, etc. of Necessary Documents
Application forms, etc. of persons who do not have the necessary qualifications to participate in the public offering shown in this public notice shall be invalid.
