(1) Regarding the verification progress report of the support dependents and the revision of the demonstration projects by the cooperation of various data on the demonstration project guidelines
Based on Material 1, Digital Agency explained the progress report of demonstration projects and the revision of demonstration project guidelines as follows.
- Once again, the Senior Vice-Minister's Project Team has been working to identify dependents and families potentially in need of support by collaborating across fields such as education, childcare, welfare, and medical care, so that it can be used for push (outreach) support according to their needs.
- In June, we presented a summary of the issues, and since then we have advanced two points: the first is the implementation of demonstration projects, and the second is the revision of demonstration project guidelines announced in June.
- First, in demonstration projects, the method of data connections is validation in order to find dependents and families potentially in need of support by linking information on education, childcare, welfare, medical care, etc. in local governments. If a family in need of support is found through cooperation, it will be connected to push type (outreach type) support. demonstration projects is being promoted by seven organizations including Toda City, Akishima City, and Kaga City.
- Several Issue are rising in demonstration projects. Among major Issue, data items to be coordinated and responses to the enforcement of the revised personal data Protection Law were examined first.
- The first is the Issue of what kind of data is necessary when finding a dependents or home in data connections that potentially needs support. This is being tested in demonstration projects, and we hope to respond in the revision of the guidelines.
- The second point is about the response to the enforcement of the revised personal data Protection Act. Since the revised personal data Protection Act will be enforced in April 2023, we would like law to respond to what kind of response is necessary to continue the projects that have been implemented under the new local governments based on the revision of the guidelines this time.
- In addition, there are other appropriate cooperation methods, such as how to respond to secondary use in academic research. Name-based aggregation is a problem of how to identify the same individual in various systems before the start of data connections, and work may be necessary. In addition, there were also problems that part of the data to be used could not be collected, and that the sample size for analysis was small and difficult to analyze.
- The scope of the functions to be performed by the system is the Issue of how the judgment results by the system will be displayed and how they will be utilized. The validation of project effects is the data connections of how the validation of effects can be done in order to connect it to push type (outreach type) support. There is also the Issue of whether the validation can be done without a certain operation period.
- As I mentioned earlier, we are considering responses to data items that should be coordinated and to the enforcement of the amended personal data Protection Act in the guidelines presented today. For other Issue, we are considering revising the guidelines again by March 2023, and we would like to respond within the guidelines.
- At present, demonstration projects has been conducted and guidelines have been formulated. As for Issue that should continue to be examined after fiscal 2023, Children and Families Agency will be newly established in fiscal 2023, so we would like to see further efforts such as further validation of data items under Children and Families Agency and data connections with various organizations.
- Regarding the revision of the Guidelines, we have presented the first version of the Guidelines with matters to be noted when demonstration projects starts with seven organizations in June. This time, in December, we are planning to revise the Guidelines on responses to the revised personal data Protection Act, such as the selection of "Usage Data Items" and the treatment of personal data. In the future, we are considering revising the parts related to the analysis and business procedures that I mentioned earlier again by March 2023. As a result, we would like to ensure that the seven organizations that are currently working on and local government, etc. that are making similar efforts without demonstration projects, will continue their projects after April 2023.
- In fiscal 2023 and beyond, it will also aim to develop guidelines for nationwide deployment.
- The selection of "Usage Data Items" that I mentioned earlier has been added to Chapter 3 of the Guidelines, and the treatment of personal data, etc. has been added to Chapter 5 of the Guidelines. Other items will be added in the future.
- Regarding the selection of "Usage Data Items," it is necessary to conduct a survey on how the Usage Data Items were selected. For example, the selection will be conducted based on the results of prior cases in which demonstration projects has made efforts, academic papers, etc.
- Next, regarding the treatment of personal data, it is necessary to specify the purpose of use of personal data. For newly acquired personal data, it is necessary to specify the purpose of use and use it. On the other hand, for personal data that has already been acquired, it is necessary to organize the reasonable reasons for using it for purposes other than the original purpose if it is used temporarily. These contents are described in the Guidelines.
- Finally, based on the Guidelines, we summarized again what measures must be taken in local government, where similar efforts are being made without relying on demonstration projects or demonstration projects. We listed six main matters that local governments should respond to and examine.
(I) In order to specify the Purpose of Use of a personal data, it is necessary to specify the Purpose of Use, particularly for information to be newly held or used, and such information must be internally organized in each local government.
(ii) With regard to the arrangement of the use of personal data for purposes other than the original purpose, it is necessary to arrange the use of personal data that is already owned for purposes other than the original purpose. Therefore, it is necessary to arrange the use for the reason that it is temporary and that there is a reasonable reason.
(iii) With regard to safety management measures, it is necessary to implement organization safety management measures, such as the identification of the section and office in charge of handling personal data, and human safety management measures, such as the implementation of research.
(iv) For the personal data File Register, it is necessary to create a personal data File Register in consideration of (I) and (ii).
(v) In order to make the Purpose of Use known to residents, it is necessary to publicize the Purpose of Use and consider explanations to residents.
(vi) It is also necessary to establish a data governance system including privacy protection.
By taking the above measures, it is possible to continue the implementation of the project or to implement a new project.
(2) Supplementary Budgets for demonstration projects for Fiscal 2022
Based on Material 2, the Preparatory Office for the Establishment of the Children and Families Agency Office of the Cabinet Secretariat explained the FY 2022 supplementary budgets for the demonstration projects Office
- As a supplementary budget for fiscal 2022, 1.2 billion yen is allocated as a dependents related to information and data connections to connect a demonstration projects that is potentially in need of support with outreach support.
- There was an explanation from Digital Agency, but there are some listed as Issue after fiscal 2023. For example, it is considered that examination of cooperation between private sector groups and municipalities and prefectures and arrangement of points to be noted in that case will be necessary in the future.
- We would like to further deepen the demonstration projects that is currently being carried out in cooperation with the ministries and agencies concerned centered on Digital Agency, and while taking over the Issue that has come into sight, we would like to implement the demonstration projects using the supplementary budgets, including cooperation with private sector organizations as mentioned above, and what kind of support will be specifically delivered to dependents and households that were discovered early by the collaboration.
- We would like to develop this initiative by collecting materials and conducting demonstrations that will enable nationwide deployment in the future.
(3) Exchange of opinions

- With regard to demonstration projects, which was included in the supplementary budgets for fiscal 2022, we will make efforts to further enhance it based on the efforts made in Digital Agency.
- In addition, various data connections projects related to dependents are currently being carried out in local local government based on regulation, etc., and will be carried out in light of the revised personal data Protection Act after April 2023.
- In order to prevent local local government from becoming ineligible under the amended personal data Protection Act and from being unable to make efforts to date, I would like to request that Digital Agency provide opportunities for organizations other than the seven organizations participating in demonstration projects to explain necessary responses in an easy-to-understand manner at an early stage.

- I would like to express my gratitude and respect to the people of Digital Agency who, through demonstration projects and others, compiled the revision of demonstration project guidelines based on validation.
- You have summarized the concept of data items and the treatment of data connections to realize personal data. We would like to continue our cooperation on future efforts.
- On the other hand, Ministry of Health, Labor and Welfare also recognizes that it is very important to make efforts to deliver necessary support to dependents and families in need of support. As recent efforts, in the second supplementary budget for fiscal 2022, it was decided to create and continuously implement the "Issue Fund for Maternity and Child Care Support," which will implement economic support in an integrated manner, while aiming to improve consistent follow-up consultation support from the time of conception to birth and child care, focusing on young people aged 0 to 2 who are in need of support.
- We believe that the Children and Families Agency Policy Promotion of DX Team established in the Preparatory Office for the Establishment of dependents will discuss the use of digital technology in escort support. Ministry of Health, Labor and Welfare will make efforts to ensure a smooth start of this project and work in cooperation with the team.
- In addition, strengthening the response system in the event of a child abuse is also an important Issue. Based on the "New Comprehensive Plan for Measures to Prevent abuse for Children" formulated on December 15 to strengthen the system of child guidance centers, etc., we will continue to work on strengthening the system by increasing the number of Child abuse Officers, who are staff members who respond to children's welfare at child guidance centers.
- In addition, we are conducting development of a tool that contributes to judgment of urgency using AI when judging temporary protection at child guidance centers, and we will work on measures to prevent child abuse using digital technology.
- As for the future dependents policy, I believe that Children and Families Agency will be promoted as the control tower from April next year, and I would like to continue to cooperate and work on the dependents policy in Ministry of Health, Labor and Welfare.
Vice-Minister of Education, Culture, Sports, Science and Technology
- The Senior Vice-Minister's Project Team was able to advance discussions toward the revision of the support dependents through the cooperation of various data on demonstration project guidelines, and I would like to once again express my gratitude to everyone in the ministries and agencies concerned, including Digital Agency.
- In order to discover a dependents in need of support at an early stage and to be able to provide appropriate support, we believe that it is essential to steadily implement this demonstration projects and to work together with the Issue concerned in the validation of the ministries and agencies.
- In Ministry of Education, Culture, Sports, Science and Technology (MEXT), in order to develop a system in local governments that can provide detailed support to each person through push-type support, efforts are being made to improve the deployment of school social workers based on the summary of issues compiled at the Fourth Conference.

- Based on the summary of issues compiled by the Senior Vice-Minister's Project Team in June, seven organizations are conducting demonstration projects. Today, I reported on the status of progress.

- As you may already know, to dispel concerns, the initiative for data connections in dependents, which is being discussed by the Senior Vice-Minister's Project Team, is not an initiative for centralized management by the national government, but rather an initiative for data connections between departments in local government.
- In addition, it is a major premise to ensure the proper treatment of personal data when data connections, and the revised guidelines are also in line with the revised personal data Protection Act, which will be fully enforced in April 2023.
- Based on this recognition, we would like to continue to update the guidelines as necessary and disseminate them so that demonstration projects organizations and local government, which has been working ahead of others, can work on safety and security.
