Based on Attachment 4-1, the Prime Minister explained the efforts of the Cabinet Office as follows.
- In order to overcome difficulties such as poverty, in addition to education for families and dependents, mutual assistance measures for area communities are also being considered. At the same time, it is important to provide push and outreach support for dependents and families that do not lead to support.
- The Cabinet Office has held a "Study Group on the Construction of a Database on poverty, welfare, etc. for Support for Children in education State" by experts, and has been hearing about advanced efforts by local government, etc., organizing and investigating the status of personal data holdings, etc., and discussing the scope and items of the database. In the future, this will lead to discussions in Digital Agency.
- When connecting dependents and home data, it is of course more important than anything else to obtain the understanding of the people. Since information on education and welfare is a mass of privacy for the people and residents, it is necessary to carefully consider not only the consistency of personal data Protection law but also the awareness of the people.
- The government should not manage the database in one place, but local governments should manage and use it at its discretion.
- The scope of people who can access the database should be carefully examined, and it should be assumed that it will be used in places with confidentiality obligations, such as schools and the area Council on Aid-requiring Child Measures.
- The burden on schools and other worksites should also be carefully examined.
- For dependents and households in a difficult situation, one idea is to start operating only in poverty and other regions, rather than suddenly using all of the various types of data.
- It is necessary to realistically and specifically consider "where, who, and how to use it" to connect it to support. For example, regarding advanced cases in which AI in Hiroshima Prefecture is used to diagnose individual cases and connect support, and measures against loneliness and isolation, each ministry and agency has created a list of support recipients on their website. We would like you to consider using such a list.

Based on Attachment 4-2, the following explanation was given on Ministry of Health, Labor and Welfare's efforts.
- We are working on the construction of a system that can centrally check personal health information such as infant and child health examinations and vaccinations, making it possible to view information in Mynaportal and to hand over data when moving.
- In order to improve the efficiency and quality of abuse services for children, efforts are being made to share information on Aid-requiring Child at the time of relocation between local government through the system and to share daily information between child guidance centers and municipalities.
- In order to support single-parent families, the development of a one stop system for contact points and support using websites and SNS are being promoted.
- We are promoting the abuse of a nationwide unified tool to determine the urgency of a case by collecting and analyzing data on child development cases using AI.
Ikeda Vice-Minister of Education, Culture, Sports, Science and Technology
Based on Attachment 4-3, the following explanation was given about Ministry of Education, Culture, Sports, Science and Technology (MEXT)'s efforts.
- In cooperation with the Cabinet Office and the Ministry of Health, Labor and Welfare, the Ministry of Education, Culture, Sports, Science and Technology is considering the construction of a database to support dependents in the state of poverty. At the same time, as an initiative unique to the Ministry of Education, Culture, Sports, Science and Technology, the Ministry of Education, Culture, Sports, Science and Technology is collecting advanced cases and horizontally deploying good cases, and is considering the extraction of common items in education data to be used.
- It is necessary to carefully and concretely examine the issues such as the appropriate management of the treatment of personal data, such as academic ability and the status of delinquency of school lunch fees, the understanding and agreement of the people, and the burden on the field to input various records into the database, while taking into consideration the position of the people and the voices of the field such as local government.
- The database needs to be managed and utilized by each local government that actually provides support, rather than being centrally managed by the national government.

- The Senior Vice-Minister for Digital is the chief investigator of this project team, but it is important to use it on the ground and to commit it to each ministry and agency in charge of the system. Our purpose is not to collect data, but we would like to consider how it can be used, assuming use cases.
- Through the demonstration projects requested in the supplementary budget, we would like to conduct a design and validation based on academic knowledge to see what kind of data items can be used for a preventive approach.
Parliamentary Vice-Minister for Minister for Digital Transformation
- It is important to listen to the voices of users. We would like to proceed with the project by listening to the voices of dependents and parents who have difficulties, not just connecting existing data.
- There are families suffering from abuse, bullying, etc., and life-threatening incidents are included, so it is necessary to have the ability to sense and respond. In addition, there are walls between fields such as education and medical care, and walls between organization such as the country, prefecture, and municipality, and I would like to consider how to information linkages when you move.
- We must be very careful about the treatment of personal data. There are some differences in interpretation among the Aid-requiring Child and Students Countermeasure Council, local government, schools, and other related organizations. We would like to proceed while clarifying the parts to be careful and the parts to be utilized in protecting dependents.
- There are already various advanced examples, such as Mino City in monitoring, dependents, and Date City in Nevora. I would like to spread such wonderful efforts horizontally.
- Some media reports have caused misunderstanding, but this project does not mean that the government will create a database to manage information on dependents in an integrated manner. We would like to proceed with the project while obtaining the understanding of the people.
Senior Vice-Minister for
- Child care, welfare, medical care, and education in dependents are managed by each department in local government, and there are various related organizations such as Child Guidance Centers, welfare Offices, medical institutions, and schools. It is difficult to say that these data are sufficiently utilized among related departments and organizations.
- If we can make the best use of such data that contributes to understanding the situation of dependents by cooperating with related departments and organizations while giving consideration to the protection of personal data, find dependents and families that truly need support, and deliver push-type support according to their needs, it will contribute to the realization of a Japanese society in which necessary support is provided to each dependents and all dependents can have dreams and hopes.
- At the Digital Extraordinary Administrative Advisory Committee Summit Meeting held on November 16, Prime Minister Kishida instructed us to "develop a Digital infrastructure that will collect various information from relevant organizations related to the lives of dependents people, mainly in Minister for Digital Transformation, Makishima, in order to watch over dependents people in need of protection from poverty, abuse, and other places."
- Based on this, we are considering necessary measures, such as demonstration projects of data connections within local government, and would like to deepen discussions on the types and methods of data necessary for this.
- It is a common recognition among the parties concerned that the government is not considering the construction of a database to centrally manage information on dependents. First of all, we would like to consider measures for the expansion to local government nationwide while creating examples in local government.
- From the viewpoint of the significance of personal data conservation, the Personal Information Protection Commission Secretariat has participated in the study, and we would like to conduct the study while obtaining the understanding of the people. At the time of the Vaccination Record System (VRS), the Personal Information Protection Commission Secretariat and local government participated in the study, and we believe that it was very good.
- In addition, I would like to discuss comprehensive childcare support using digital technology with a focus on families, dependents policies, budgets, and visualization of statistics.
- The project team will deepen discussions and work together with related ministries and agencies to compile a certain list of issues by around May or June next year. We would appreciate your continued cooperation.
