"laws and ordinances" × "Digital" Hackathon

Twenty twenty-five From Wednesday, February 5 to Thursday, March 6, we will hold a "laws and ordinances x Digital" hackathon (hereinafter referred to as the "Hackathon"), in which teams compete to develop services that combine laws and ordinances and digital domains.
1. Overview
In Digital Agency, "laws and ordinances e-Gov" is provided through the Data-Data Search for laws and ordinances, and efforts are being made to improve the efficiency of national public officers' work of drafting laws and ordinances proposals through the provision of e-LAWS.
This hackathon will be held with the aim of further developing these efforts and leading to the following results.
- Further streamlining of bill preparation and examination work by national public officers
- Improve the base registry to provide more accurate and easy-to-understand information on laws and ordinances
- Promoting the development of industry and technology and the creation of new services through the use of laws and ordinances information
At the "Laws and ordinances API Hackathon" held in fiscal 2023, many excellent works utilizing the prototype of " laws and ordinances API (e-Gov laws and ordinances Retrieval) " were developed (Reference: laws and ordinances API Hackathon Works Introduction ).
In fiscal 2024, the use of the laws and ordinances API will not be mandatory, and it will be possible to directly download and use " laws and ordinances, etc. Data (e-Gov laws and ordinances Search) ," and it will be held as a "laws and ordinances x Digital" hackathon with a further expanded theme.
2. Details of the Offering
From the following three perspectives based on the purpose of this hackathon, we will invite a wide range of works that utilize "laws and ordinances and other data" provided by Digital Agency and technologies such as AI.
Examples of development are described below, but they are not limited to these. Please feel free to develop them.
- Streamlining of legal affairs
Development of tools to improve the efficiency of "legislative affairs," such as the work of drafting bills and reviewing bills by national public officers- Development Examples

3. Schedule
This hackathon will be held from Wednesday, February 5 to Thursday, March 6 in twenty twenty-five. During the period, each participant will develop his or her work in his or her own environment.
Events during the hackathon
Events such as briefing sessions and presentations will be held according to the following schedule. For details or changes to the schedule, we will contact the email address of the person who decided to participate.
- Day 1
- Content: Introduction of ideas that may be useful for the development of works, workshops for getting used to data and APIs in laws and ordinances, etc., introduction of initiatives using generative AI in Digital Agency, etc.
- Date: February 5 (Wed) from 13:00 to 17:00
- How to hold: Hybrid format of face-to-face venue and online venue
- Meeting place: near Shinagawa Station
- Day 2
- Content: Provide time for team-specific consultations on development policy and progress
- Date: February 10 (Mon) from 10:00 to 17:00, about 30 minutes for each team
- How to hold: online format
- Day 3
- Content: Presentation on the development work of each team, award ceremony, etc.
- Date: March 6 (Thu) from 13:00 to 18:00
- How to hold: Hybrid format of face-to-face venue and online venue
- Meeting place: near Shinagawa Station

How to apply
If you would like to participate, please apply through the "laws and ordinances" × "Digital" Hackathon Participation Application Form . If it is difficult to have all people participate due to the number of applications, please understand that we may decide the participants after examining the contents of the ideas submitted from the participation application form in Digital Agency. We will send a notification of whether or not to participate to the e-mail address registered in the form by Friday, January 24, twenty twenty-five.
Points to Note
- When applying, you need to check the Participation Agreement (PDF / 175 kb) and agree on the participation application form.
- Team representatives are limited to those who can communicate in Japanese.
- If Digital Agency determines that it is not appropriate to participate in this project, such as by proposing activities or services that are not socially acceptable, we will refuse to participate in the project.
- If the application is incomplete, false information is included in the application, or a false declaration is made to Digital Agency, it will not be subject to the examination.
- We will not be able to respond to inquiries about applications for participation or the progress and results of the screening of works.
- Neither Digital Agency nor the judges guarantee the quality of the winning ideas.
- The services completed through this project are not authorized, published, or distributed by Digital Agency as official services.
- Photographs will be taken at the time of holding this project, including presentations by participants and award ceremonies, and the images and videos may be released by Digital Agency.
- Digital Agency may disclose the outline of the idea and the content of the presentation on its website and in public relations materials.
- Participation in this project is free of charge, but participants will be responsible for transportation expenses necessary for moving to the venue, communication expenses necessary for online participation, etc.
- There is no financial support from Digital Agency to participate in this project or receive the award.
- To participate, you must agree to the participation agreement on the Hackathon reception form.
- The laws and ordinances API prototype used at the Hackathon was developed for this test to advance the laws and ordinances API. Please refrain from reprinting the URL or incorporating it into the system after the Hackathon. In addition, as for the database, an excerpt from a past snapshot of the existing laws and ordinances database is used for the test purpose, please understand that we cannot guarantee the completeness, etc.

6. Use of laws and ordinances API prototype
The laws and ordinances API prototype is an API prototype that extends the functions of the "Digital Agency API" currently provided by laws and ordinances on the e-Gov laws and ordinances Search.
in fiscal 2023 (completed) laws and ordinances API prototype open test (2nd round) The prototype open to the public in was able to try a function that can retrieve laws and ordinances on e-Gov laws and ordinances retrieval, retrieve text at a specific point in time, and retrieve text at that point in time, in addition to the current laws and ordinances API (hereinafter the API including this function is referred to as "laws and ordinances API Version2").
In fiscal 2024, in addition to the above functions, we developed a prototype of an API equipped with a function that can obtain part of the notification data (hereinafter, the API including this function is referred to as the "notification API and intermediate API").
The usage environments for "laws and ordinances API Version2" and the notified API and intermediate API prototypes will be open for a certain period of time in January in twenty twenty-five.
