Demonstration project on advanced disaster response using digital technology
We are working on the utilization of location information and My Number Card, etc., and conducting demonstration projects on the sophistication of disaster response using digital technology.
Overview
In order to conduct disaster prevention activities that protect lives in accordance with the situation of disasters and to provide appropriate support, it is important to take measures in accordance with the risk and damage situation in the vicinity of individuals and their health conditions. In Digital Agency, we are conducting demonstration projects using location information and My Number Card and working to promote disaster prevention DX using these.
Approach
Demonstration Project on digitalisation for Supporting Evacuees in Fiscal 2024
In order to promote disaster prevention DX in local governments, Digital Agency is conducting a demonstration project on improving the efficiency of evacuation shelter management work using digital technology.
In fiscal 2024, with the cooperation of Ishikawa prefecture, the following demonstration projects will be implemented based on the issues and knowledge obtained in the response to the Noto earthquake in fiscal 2024.
- In cooperation with Ministry of Internal Affairs and Communications, technical verification of securing communication in an emergency using the Starlink (Starlink) * and portable batteries
- Verification test on Understanding Evacuees' Information Using My Number Card

*The Starlink is a satellite communications link using low earth orbit satellites provided by SpaceX.
"Survey and Research on the Improvement of Digital Work for Supporting Evacuees in Wide-area Disasters and Evacuations"
In Digital Agency, based on the "Priority Plan for the Realization of a Digital Society" (approved by the Cabinet on June 21, 2024) , efforts are being carried out to promote disaster prevention work digitalisation of local governments.
In fiscal 2023, as one of our initiatives, we conducted the " Survey and Research on the Improvement of Digital Work for Supporting Evacuees from Disasters in ".
In fiscal 2024, based on the results of last year's project, the government will conduct a survey and research project "Survey and Research on Digital Improvement of Support Work for Evacuees for Wide-Area Disasters and Evacuations" including Proof-of-Concept.
For the implementation of this project, Ishikawa Prefecture was selected as a cooperative local government as a result of selection through public recruitment.
We will work on this project together with Ishikawa prefecture in the future to promote disaster prevention work digitalisation.
Evacuation shelter verification test deliverables
1. Survey and research on the improvement of services for supporting evacuees using digital technology
We conducted a survey and research on business improvement using digital technology, with the scope of work to support evacuees (evacuation shelter management work) in the event of disasters.
In this project, we examined business improvement using digital technology to address current issues in evacuation shelter management business, and conducted verification test in several local governments. We summarized the improvement effects obtained in verification test.

2. Survey and research on the improvement of digital services for supporting evacuees in wide-area disasters
We conducted a survey and research on business improvement using digital technology, with a focus on support services for evacuees (evacuation shelter management services, etc.) that occur during disasters.
In fiscal 2023 (fiscal 2023), we examined ways to improve operations using digital technology in response to issues in evacuation shelter operations for wide-area disasters, and conducted two verification test meetings with the cooperation of Kanagawa Prefectural Government. On October 23, 2023 (2023), on the assumption of a wide-area disaster in which multiple local governments were affected, the first verification test was held to gather information from evacuation shelter to municipalities and from municipalities to prefectures, and to improve the efficiency of evacuation shelter work using My Number Card, and the results were compiled.
Procedures for admission to the evacuation shelter using the My Number Card were completed in 1 / 10 of the time required. In addition, the time required to prepare evacuation shelter status reports was reduced by 50.7%. These results are expected to reduce the workload and improve efficiency. - Results of the 2nd verification test Meeting on the "Survey and Research on the Improvement of Digital Services for Supporting Evacuees in Wide-area Disasters"
On February 28, 2024 (2024), the second verification test related to the "Survey and Research on the Improvement of Digital Work for Supporting Evacuees in Wide-area Disasters" was conducted.
In the second demonstration this fiscal year, we also verified the use of facial recognition identity verification and the admission procedure when using a smartphone equipped with a My Number Card function.
As an example of the experimental results, when My Number Card (password entry) was used for evacuation shelter admission procedures, the work time was reduced by about 90% compared to when it was done by hand, and more than 80% of the work time was confirmed by other admission methods (My Number Card (facial recognition identity verification), My Number Card equipped smartphone).
