Overview
In the disaster prevention field, many private companies and local governments provide excellent applications. It is necessary to make the best use of these, but without data linkage between other fields, multiple input will be a burden for residents. In Digital Agency, by designing a disaster prevention Architecture and promoting the construction of a data linkage infrastructure, we aim to realize one time only in applications, etc., and enable each resident to receive accurate support in the event of disasters.
In addition, in order to draw out the power of private companies that are active in the disaster prevention field, the government will organize excellent applications and services in the form of service catalogs, etc., and make them easily available by quickly searching them at the disaster prevention site, while utilizing opportunities such as the Disaster Prevention DX Public-Private Joint Creation Council. In the future, the government will promote initiatives such as demonstration projects that will lead to digital marketplaces.

Recruitment of Local Government Employee Participants (Anti-Entrance Support Personnel Role) in verification test Related to digitalisation of Evacuees Support Work such as evacuation shelter Management
Digital Agency is promoting the digitalisation of support work for evacuees such as evacuation shelter management, and conducting verification test to promote the efficiency and sophistication of work at the time of disasters.
In the fiscal 2024 project, with the cooperation of Ishikawa prefecture, we plan to hold a verification test (PoC: Proof of Concept) on February 18 (Tue), the twenty twenty-five (twenty twenty-five), based on the issues and knowledge obtained in the response to the 2024 (2024) Noto earthquake.
In response to the Noto earthquake in 2024, about 420 evacuation shelter (* 1) were established at the peak, and the operation of these evacuation shelter was operated not only by the staff of the disaster-stricken cities and towns, but also by the support staff (* 2) of Taiko Support (hereinafter referred to as "Taiko Staff"). Based on this situation, in this fiscal year's verification test, we would like to adopt the viewpoint of evacuation shelter operation by the staff of non-disaster-stricken cities and towns.
Last fiscal year, many local government officials visited verification test in Digital Agency, and we have received requests not only to visit but also to participate in verification test.
Based on the above background, this time, we are inviting local government employees who are interested in evacuation shelter for digitalisation related work to participate in this fiscal year's verification test in Digital Agency as a counter-personnel. Selection of Cooperating Local Governments for the "Survey and Research on the Improvement of Digital Services for Supporting Evacuees in Wide-area Disasters and Evacuations"
In Digital Agency, based on the "Priority Plan for the Realization of a Digital Society" (approved by the Cabinet on June 21, 2024) , efforts are being carried out to promote disaster prevention work digitalisation of local governments.
In fiscal 2023, as one of our initiatives, we conducted the " Survey and Research on the Improvement of Digital Work for Supporting Evacuees from Disasters in ".
In fiscal 2024, based on the results of last year's project, the government will conduct a survey and research project "Survey and Research on Digital Improvement of Support Work for Evacuees for Wide-Area Disasters and Evacuations" including Proof-of-Concept.
For the implementation of this project, Ishikawa Prefecture was selected as a cooperative local government as a result of selection through public recruitment.
We will work on this project together with Ishikawa prefecture in the future to promote disaster prevention work digitalisation.

Future initiatives based on the 2024 Noto earthquake
The Noto earthquake occurred in January 2024 (2024), and Digital Agency has provided support. Based on the experience, knowledge, and issues obtained there, we will promote efforts to realize disaster prevention DX in preparation for future disasters.
We are considering the following five points as specific measures for the future. We will work quickly to realize the measures and link them to necessary budgetary measures.

Future initiatives
- Construction of a disaster victim master database
- In order to provide detailed support in accordance with the needs of disaster victims, a master database will be constructed to collect and share information on disaster victims beyond the boundaries of municipalities immediately after a disaster occurs. Digita issue Gold TypeS will be developed and then expanded nationwide.
- Enhancement of support for evacuees using My Number Card
- We will work to increase the number of people who carry them on the My Number Card and equip them with smartphones even in normal times, and will expand online applications using My Number Card.
- This time, we will re-examine the results of the system for understanding the situation of evacuees, which was constructed and operated urgently using Suica, and prepare for the next time by installing spare cards and readers.

- Development of infrastructure for data linkage between disaster prevention systems and applications
- In order to effectively utilize various disaster prevention systems and applications built by the private sector in the field, we will promote the development of a foundation for data linkage between different systems and applications from peacetime.
- Establishment of Digital Support Team System for Disaster Relief
- Based on the experience of this Noto earthquake, we will promote the introduction of a mechanism to dispatch private-sector digital human resources, etc. in the event of a large-scale disaster, in cooperation with the Disaster Prevention DX Public-Private Joint Creation Council, etc.

Publication of the Verification Report on the "Survey and Research on the Improvement of Digital Services for Supporting Evacuees in Wide-area Disasters"
We conducted a survey and research on business improvement using digital technology, with a focus on support services for evacuees (evacuation shelter management services, etc.) that occur during disasters.
In fiscal 2023 (fiscal 2023), we examined ways to improve operations using digital technology in response to issues in evacuation shelter operations for wide-area disasters, and conducted two verification test meetings with the cooperation of Kanagawa Prefectural Government. Results of each verification test
- Results of the 1st verification test Meeting on the "Survey and Research on the Improvement of Digital Work for Supporting Evacuees in Wide-area Disasters"
On October 23, 2023 (2023), on the assumption of a wide-area disaster in which multiple local governments were affected, the first verification test was held to gather information from evacuation shelter to municipalities and from municipalities to prefectures, and to improve the efficiency of evacuation shelter work using My Number Card, and the results were compiled.
Procedures for admission to the evacuation shelter using the My Number Card were completed in 1 / 10 of the time required. In addition, the time required to prepare evacuation shelter status reports was reduced by 50.7%. These results are expected to reduce the workload and improve efficiency. - Results of the 2nd verification test Meeting on the "Survey and Research on the Improvement of Digital Services for Supporting Evacuees in Wide-area Disasters"
On February 28, 2024 (2024), the second verification test related to the "Survey and Research on the Improvement of Digital Work for Supporting Evacuees in Wide-area Disasters" was conducted.
In the second demonstration this fiscal year, we also verified the use of facial recognition identity verification and the admission procedure when using a smartphone equipped with a My Number Card function.
As an example of the experimental results, when My Number Card (password entry) was used for evacuation shelter admission procedures, the work time was reduced by about 90% compared to when it was done by hand, and more than 80% of the work time was confirmed by other admission methods (My Number Card (facial recognition identity verification), My Number Card equipped smartphone). These results show that the work load can be reduced and efficiency can be improved.
Efforts to Grasp Disaster Victims' Information Using Digital Technology in Response to the 2024 Noto earthquake
In the areas affected by the Noto earthquake, there are increasing opportunities for disaster victims to move to a wider area, such as moving from the primary evacuation shelter to the 1.5 and secondary evacuation shelter, and starting to live outside of evacuation shelter (at relatives' homes and homes inside and outside the prefecture, staying overnight in a car, etc.). In the course of this, it has become difficult to grasp the whereabouts of disaster victims and the usage status of each evacuation shelter, etc., and once again, it has become a challenge to properly grasp the whereabouts and actions of disaster victims.
For this reason, Digital Agency and the Disaster Prevention DX Public-Private Joint Creation Council, in cooperation with East Japan Railway Company, proposed a solution to grasp information on evacuees using Suica at the request of Ishikawa Prefecture, and implemented it as shown in the following materials.

We conducted a "Survey and Research on the Improvement of Work Procedures for Supporting Evacuees Using Digital Technology"
We conducted a survey and research on business improvement using digital technology, with the scope of work to support evacuees (evacuation shelter management work) in the event of disasters.
In this project, we examined business improvement using digital technology to address current issues in evacuation shelter management business, and conducted verification test in several local governments. We summarized the improvement effects obtained in verification test.

Study for the development of a data platform in the field of disaster prevention
In cooperation with Cabinet Office, the National Research Institute for Earth Science and Disaster Prevention, and other organizations, we are working to develop a data platform for disaster risk reduction. We are studying important basic information that should be shared among disaster-response organizations and operational rules necessary for data distribution.
