BPR Advisor Dispatch Project
In Digital Agency, the Municipal DX services counter "One-stop, no writing service" project is being promoted in close cooperation with local governments with the aim of realizing a comfortable counter experience with less burden for both residents and employees.
In Municipal DX services counter, it is important to work on two sets of "business process reform (BPR)" and "system utilization." In particular, business process reform (BPR) can be said to be essential as a preliminary preparation for system utilization.
In this project, local government officials who are familiar with Municipal DX services counter will serve as advisors. By supporting other local governments that want to promote Municipal DX services counter in the future, the advisors will provide know-how for "creating opportunities" aimed at "self-driving" the local government window BPR.
Overview
Method of support
As a general rule, support will be provided three times per municipality through online and on-site dispatch by local government officials commissioned by Digital Agency (there is a possibility of joint support when neighboring municipalities gather).
Cost sharing
The local government requesting the dispatch is not required to bear expenses such as travel expenses and remuneration of the advisor.
Municipalities Eligible for Application
Local governments (limited to municipalities) that have a strong desire to implement window BPR for the promotion of Municipal DX services counter and are expected to achieve the maximum effect by dispatching personnel to BPR Advisor.

- Local governments that are positively considering the introduction of Window DXSaaS, but want to implement Window BPR before that
- Local governments that have been working on counter DX, but have not achieved the desired results and feel that BPR is a problem
- Local governments that understand the issues but do not know how to solve them
*If the prefecture wishes to use Dispatch BPR Advisor for Assistance for the purpose of BPR support at the counter of the basic local government in the prefecture, please consult with Digital Reform Digital Transformation Co-Creation Platform in advance.

Selection criteria
As a general rule, applications are accepted on a first come-first-served basis, and examinations and decisions are made. However, if there is overlap of requests with other municipalities, Digital Agency will decide whether or not to provide support and priorities based on the following contents.

Selection requirement
- You must participate in the "#Digi _ pj _ Local Government Counter Business Reform _ Administrative Procedures Online" channel of the Digital Reform Digital Transformation Co-Creation Platform operated by Digital Agency (Reference: Digital Reform Digital Transformation Co-Creation Platform )
- Responding to the prior hearing from Digital Agency regarding the dispatch application
- When engaging in Counter BPR, always conduct a "Counter Usage Experience Survey" during business hours.
- Establish a cross-sectional promotion system (so-called project team) related to the window BPR by the first support.
- During the period of dispatch (until the end of the third round of support), the results of the "Survey on the Experience of Using the Service Counter" and the issues obtained should be shared within the Agency.

Points to Remember When Applying
This project focuses on advice from local government officials and is not a consulting project. Therefore, it is a prerequisite that the local government that is trying to tackle the Municipal DX services counter has established a system to independently tackle the problem.
BPR Advisor recruitment
As a BPR Advisor, we are looking for an advisor to support the self-driving of the counter BPR of local governments nationwide.
Those who meet the recruitment requirements, such as those who are highly knowledgeable about counter BPR, have experience of counter BPR in their own local government, and have experience of supporting counter BPR in other local governments, please apply through the BPR Advisor application form .
Application Target and Requirements
(Excerpt from the Implementation Outline of Outline of Implementation of BPR Advisor Dispatching Undertakings and Training Programs)
Article 17 (1) With regard to the appointment of BPR Advisor, Digital Agency shall recruit applicants and commission those who have advanced expertise and experience in Counter BPR of local governments based on the provisions of the following paragraph and who are judged by Digital Agency to have no suspicion of conflict of interest.
(2) In the case of each of the following items, Digital Agency shall commission the person set forth in the preceding paragraph who is a person set forth in the relevant item and whom Digital Agency finds appropriate:
(I) In the case of an employee of a basic local government who has already implemented Contact BPR: A person who is recognized by the head of the department to which the applicant belongs as having played an active part in the efforts of the Contact BPR of the local government, or a person who has been recommended by a BPR Advisor that has already been commissioned.
(ii) In the case of an employee of a basic local government who has completed training (excluding those who fall under the preceding item): An employee of a basic local government who does not fall under the preceding item, has been determined as a trainee pursuant to the provisions of Article 14, and has completed the training prescribed in the preceding Article.
(iii) In the case of a person who has a high level of knowledge and experience in BPR (excluding those who fall under item (I) and the preceding item): A person who is recognized by the director of the department to which the person belongs as having played an active part in BPR efforts and who has been recommended by a BPR Advisor that has already been commissioned based on the criteria in item (I).

Application Target and Requirements
(Excerpt from the Implementation Outline of Outline of Implementation of BPR Advisor Dispatching Undertakings and Training Programs)
Article 14 (1) When an application for a Child Rearing Business is made pursuant to the provisions of the preceding Article, Digital Agency shall examine the content thereof, and if it is determined that the applicant is a person subject to the Child Rearing Business who falls under all of the following items (hereinafter referred to as a "Trainee"), the applicant shall be determined as a Trainee of the Child Rearing Business and shall be notified to the applicant.
(I) An employee of a basic local government participating in "Digital Reform Digital Agency" operated by Digital Transformation Co-Creation Platform;
(2) An employee of a basic local government who sympathizes with the business purpose of the Project prescribed in Article 3 and is recognized as having the ability to implement Window BPR
Article 3 (1) The Dispatch Project aims to promote Counter BPR in basic local governments by dispatching a BPR Advisor (hereinafter referred to as "BPR Advisor") who has been commissioned pursuant to Article 17 as an expert with knowledge and know-how of Counter BPR to basic local governments that are considering the implementation of Counter BPR, and to contribute to the creation of local government counters in line with the concept of Counter BPR in local governments (hereinafter referred to as "digitalisation") (meaning a counter where residents can complete procedures without writing applications, waiting, or going around the counter, and where the administrative burden on employees of basic local governments is reduced and services are equalized) by providing support such as advice, suggestions, and information on Counter BPR in basic local governments, and the Training Project aims to expand the circle of co-creation among local governments by developing employees who will play a central role in efforts related to Counter BPR in basic local governments and supporting Counter BPR in other basic local governments, and thus to promote Municipal DX services counter nationwide.
