1. Job description
Recruitment of personnel at the Unit Chief level (equivalent to General Service) who are in charge of work such as the implementation of administrative work related to the administration of the Digital Agency in the following guidelines for each of the following four career courses.
1-1. Career Course
1-1-1. Policy Design
- Course Mission: User-centered planning and implementation of policies and services, coordinated with stakeholders and linked to social implementation
- Primary Business:
- Planning, implementation and management of digital policies based on the "Priority Plan for the Realization of a Digital Society"
- Planning, management and coordination of decision-making meetings for policy implementation
- Research, analysis and documentation required for policy formulation and stakeholder management
- Implementation of generative AI in administrative organizations (efforts related to the "Government AI" concept)

1-1-2. Organizational Design
- Course Mission: Design and run your own productive, digital-first organization
- Primary Business:
- Smooth execution of operations in each specialized area of the back office, centered on general affairs, personnel, and accounting areas
- Mission, Vision and Values in Digital Agency Formulation and execution of plans and management for organizational design toward realization
- Review the work flow and develop and improve BPR and work manuals to improve the experience of various employees

- Course Mission: Carry out engineering to improve the quality of services by supporting modern technology

- Product management related to measures for sorting out and solving issues in providing products

- Course Mission: Conduct a zero based review of the current laws and regulations and draft a new legal system in line with the digital age
- Primary Business:
- Planning and coordination of laws and regulations and systems under the jurisdiction of Digital Agency, response to inquiries about interpretation, and liaison and coordination with parties concerned with legal revisions
- Compiled opinions as the Digital Agency in consultations for Digital Agency, including laws and regulations, which were drafted by the various ministries and agencies, and communicated and coordinated with the related ministries and agencies

2-2-1 Welcome Requirements for "Policy Design"
- Persons with consulting experience at consulting firms, experience similar to public relations at private business companies, or at least 3 years of practical experience in planning at public institutions such as central ministries and agencies and local governments
- A person who is responsible for coordination and negotiations inside and outside a large-scale organization and has high explanatory and coordinating skills to coordinate the opinions of many stakeholders.
2-2-2. Welcome Requirements for "Organizational Design"
- Employees with at least three years of experience in back office work at government agencies such as central ministries and agencies, local governments, and independent administrative agencies, or at public institutions such as universities and hospitals
- Employees who have a positive attitude toward working in an administrative organization with an organizational culture that is different from that of the private sector and who have a positive attitude toward creating a new organizational culture
- A person with high management ability to improve productivity and engagement by forming a team with members from various backgrounds
2-2-3. Welcome Requirements for "TEC"
- A person with knowledge of QCD and experience in producing results and achievements
- A person who has experience as a PM at a business company, etc. and has one of the following successful experiences
- Projects with development costs of 1 billion yen or more (regardless of outsourcing or in-house production)
- Recovery and resolution of problem projects (whether outsourced or in-house)
- Hybrid outsourcing and in-house projects
- Employees who actively engage in work not directly related to the technology field (budget management and requests, external explanation, etc.)
2-2-4. Welcome Requirements for "Legal"
- A person who is capable of researching documents necessary for the interpretation, etc. of the laws and regulations Plan and of designing and planning systems, etc.
- A person who has experience in legislative work such as interpretation and operation of laws and regulations, response to preliminary examination of Cabinet Legislation Bureau, and revision of ordinance of local governments
- A person who has a positive attitude even when the work is indirectly related to the laws and regulations (survey of foreign countries, management of meetings, etc.)
3. Application Requirements
A person who has graduated from a university, junior college, technical college, or senior high school, or a person who is deemed to have academic ability equivalent thereto, and who has a certain level of work experience (as of April 1, 2025 (including expected date), eight years or more for those who have graduated from a university, 11 years or more for those who have graduated from a junior college or technical college, and 13 years or more for those who have graduated from a senior high school)
*In order to confirm whether or not such qualifications are met, the final successful candidate will be asked to submit a Certificate of Employment, etc. Please note that the period during which the Certificate of Employment, etc. cannot be submitted will not be included in the work experience. In addition, if the Certificate of Employment, etc. cannot be submitted or if a Certificate of Employment, etc. containing a false statement is submitted, the offer of employment may be cancelled.

- A person who does not have Japanese nationality
- Persons who are not eligible to become a national government officer under Section 38 of the national government officer Act.

4. Salary and Allowances
- The monthly salary amount at the time of initial appointment shall be determined in consideration of the balance with the monthly salary amount to be received by an employee who has been appointed through the national government officer General Service Examination (university graduate) or the national government officer Level II Examination and who has the same number of years of experience as the newly appointed employee.
- Allowances include dependent allowances, housing allowances, commuting allowances, overtime allowances, term-end / diligence allowances (bonuses), allowance for employees on unaccompanied postings, etc., which are paid according to the actual situation of the employee.
- Model Example: Unit chief level at headquarters (Level 3, Line I: 335,860 yen or more per month)

5. Working Hours and Leave
- The working hours per day are 7 hours and 45 minutes, and in principle, holidays such as Saturdays, Sundays and national holidays are closed.
- In addition to the 20 days of annual leave per year (if an employee is hired on April 1, the number of days is 15 in the year of hiring, and the remaining 20 days are carried over to the following year), employees may take sick leave, special leave (for summer, marriage, childbirth, bereavement, volunteer work, etc.), and family care leave.
- In addition, as a system to support work-life balance (balancing work and family life), we have a childcare leave system.
